ExplanationStudents or organizations may apply for grants through PSG to support academic purposes, professional development, social events, or travel. The Grant Committee reviews all applications, including the proposed budget, and makes recommendations to the Congress for approval. Once a grant is approved, an initial payment covering half of the approved amount is issued. After the project is completed, the Congress reviews an evaluation of the project and its final costs before reimbursing the remaining grant funds.ExplanationTxt

Form 990, Part III, Line 4aAs the Professional Student Government (PSG) at the University of Minnesota, we continue to represent over 6,000 professional students, advocating for their needs while enhancing governance, financial transparency, and student engagement. This year, PSG focused on strengthening its administrative foundation, conducting an internal audit that led to financial management updates and policy revisions to align with University standards. We prioritized advocacy for increased funding, engaging with state stakeholders to highlight the tangible impact of financial support on student resources and opportunities. PSG also worked to improve collaboration among student governments, ensuring better coordination and accessibility of University-wide resources. Additionally, we supported environmental, social, and governance (ESG) initiatives, including assisting professional schools in centralizing ESG programming and resources. Much of our focus has also been on fostering financial transparency for member councils, reinforcing accountability in fund allocation. PSG remains committed to enhancing student experiences, strengthening governance, and advocating for professional students' financial and academic success in the year ahead.
Form 990, Part VI, Section A, Line 4The Professional Student Government has restated its Articles of Incorporation, revised its Bylaws, and updated general policies and procedures to meet University of Minnesota requirements for student groups receiving funding and to better align with modern organizational needs. ExplanationMarch 5, 2025 Internal Revenue Service Department of the Treasury Ogden, UT 84201-0027 Subject: Request for Abatement or Waiver of Late Filing Penalty for Form 990, TY 2024 - Dear Sir or Madam, I am writing on behalf of the Professional Student Government (PSG), a non-profit organization representing professional students at the University of Minnesota. We respectfully request an abatement or waiver of the late filing penalty related to our recent Form 990 filing. PSG has been actively serving professional students since 1997, representing students from the Carlson School of Management, Law School, Medical School, Dental School, School of Nursing, College of Pharmacy, School of Public Health, College of Veterinary Medicine, College of Education and Human Development, Humphrey School of Public Affairs, among other professional schools. As a student-run organization with annually changing leadership, we strive to maintain compliance with all regulatory requirements, including timely filing of our tax returns. Historically, PSG has diligently filed its Form 990 on time. Our fiscal year ends on August 31st, and we have consistently applied for and received a six-month extension, allowing us to file by the extended deadline in May. Our tax filings have traditionally been handled by our long-standing pro bono accountant, Marc Kotsonas, CPA, from Mahoney, who also managed our extension requests. Unfortunately, in late 2024, we were informed that Mahoney would no longer be providing pro bono tax services. This coincided with the unexpected passing of our long-time administrative lead and only employee, Kathleen Craig, in November 2024. Kathleen played a crucial role in liaising between PSG and our accountants, ensuring continuity in our tax compliance. These significant changes resulted in the unintentional oversight of our extension filing, as we had assumed the extension had been submitted as in previous years. We only recently became aware that the Form 8868 extension had not been filed and that our actual filing deadline was January 15, 2025, rather than our usual extended deadline in June. Upon discovering this oversight, we have taken immediate steps to complete and submit our Form 990 as soon as possible. As a student-run organization, PSG operates with very limited funds, the majority of which come from student contributions and are used to provide grants, educational programs, and other resources aimed at supporting our student community. Our budget is extremely sensitive to any unexpected costs, and the imposition of a late filing penalty would directly impact our ability to fund these critical initiatives. Given our consistent history of timely filings, the unforeseen changes in our organizational structure, and the genuine misunderstanding regarding our extension request, we respectfully ask for a first-time abatement or waiver of any associated penalties. We understand that the standard penalty is $20 per day for organizations of our revenue size but given our commitment to compliance and our proactive response upon recognizing the issue, we kindly request leniency in this matter. Any financial penalties imposed would place an undue burden on our already limited resources and, ultimately, hinder our ability to continue providing meaningful support to professional students at the University of Minnesota. We greatly appreciate your time and consideration of our request. If any additional documentation or information is needed to support our request, please do not hesitate to reach out. Thank you for your attention to this matter. Sincerely, Gabriel Richardson, Secretary of Finance (Treasurer) Professional Student Government (PSG) 300 Washington Avenue SE, Room 202A Minneapolis, MN 55455 +1.208.577.1812 | rich2021@umn.eduExplanationTxt
