Mission DescriptionTHE MIDDLE EAST INVESTMENT INITIATIVE (MEII) PARTNERS WITH PUBLIC AND PRIVATE ORGANIZATIONS IN THE MIDDLE EAST AND NORTH AFRICA (MENA) TO DEVELOP FINANCIAL TOOLS, MAKE CREDIT MORE AVAILABLE AND BUILD LOCAL BUSINESSES. REGIONAL INSTABILITY AND POLITICAL TURMOIL HAVE HAMPERED ECONOMIES AND SOCIETIES THROUGHOUT THE MENA REGION, PARTICULARLY IN THE PALESTINIAN TERRITORIES. BECAUSE A SOUND ECONOMIC BASE AND INCREASED JOB CREATION ARE CLEAR PATHS TO SOCIAL AND POLITICAL STABILITY, MEII HAS LED EFFORTS TO ESTABLISH A LOAN GUARANTEE PROGRAM IN THE WEST BANK AND GAZA; IS WORKING TO CREATE EFFECTIVE AND SUSTAINABLE RISK INSURANCE TO ADDRESS MOVEMENT OF PRODUCTS FOR PALESTINIAN BUSINESSES; AND MEII AND ITS PARTNERS HAVE DEVELOPED THE FIRST AFFORDABLE HOME MORTGAGE FACILITY FOR PALESTINIAN WORKING CLASS FAMILIES.MissionDescription

DescriptionIN THE MIDDLE EAST AND THROUGHOUT THE WORLD, STRONG FINANCIAL INSTITUTIONS ARE CRITICAL TO ECONOMIC DEVELOPMENT AND THE REDUCTION OF POVERTY. BY FACILITATING TRANSACTIONS AND MAKING CREDIT AND OTHER FINANCIAL PRODUCTS AVAILABLE, THE FINANCIAL SECTOR PLAYS AN IMPORTANT ROLE IN REDUCING ECONOMIC RISK, GENERATING EMPLOYMENT, AND IMPROVING THE ABILITY OF INDIVIDUALS AND FAMILIES TO SECURE HOUSING, ACCESS HEALTHCARE AND EDUCATE THEIR CHILDREN. FROM ITS INCEPTION, MEII HAS PLAYED AN IMPORTANT ROLE IN IMPROVING THE PALESTINIAN FINANCIAL SECTOR, FACILITATING ECONOMIC GROWTH AND LAYING THE GROUNDWORK FOR A SUSTAINABLE PEACE IN THE REGION. SMALL AND MEDIUM SIZED ENTERPRISES (SMES) ARE THE LIFE BLOOD OF THE PALESTINIAN ECONOMY. THEY COMPRISE 90% OF THE REGION'S BUSINESS UNITS, ARE RESPONSIBLE FOR OVER 55% OF ALL PRODUCTIVE OUTPUT, AND EMPLOY MORE THAN 80% OF PRIVATE SECTOR LABOR. IN SPITE OF THEIR OVERALL IMPORTANCE, HOWEVER, THESE BUSINESSES ARE SERIOUSLY HANDICAPPED BY THEIR LIMITED ACCESS TO COMMERCIAL CREDIT. AMONG THE MANY SEVERE POLITICAL AND ECONOMIC CIRCUMSTANCES THAT PALESTINIAN SMES FACE, LACK OF ACCESS TO CREDIT IS MOST CHALLENGING. IN ORDER TO ADDRESS THIS IMBALANCE, MEII LAUNCHED A LOAN GUARANTEE FACILITY (LGF) IN 2007, WHICH WILL STIMULATE MORE THAN $228 MILLION IN PROPERLY STRUCTURED CREDIT TO ELIGIBLE PALESTINIAN SMES. MORE IMPORTANTLY, LGF IS PREPARING THE PALESTINIAN BANKING SYSTEM TO MEET THE ON-GOING CREDIT NEEDS OF ALL BANKABLE SMES ON A SUSTAINABLE BASIS AND WITHOUT DONOR FINANCED INTERVENTION. TO DATE, MEII HAS APPROVED OVER $76 MILLION IN LOAN GUARANTEES IN THE WEST BANK, GENERATING OVER 1,500 DOCUMENTED DIRECT JOBS AND 1,900 INDIRECT JOBS. IN ADDITION TO THE LGF, MEII IS ALSO ADDRESSING THE NEED FOR AFFORDABLE HOUSING. AT PRESENT, THERE IS NO MORTGAGE MARKET AVAILABLE FOR MOST PALESTINIANS AND NO STANDARDIZED UNDERWRITING METHODS AT BANKS FOR ISSUING MORTGAGES. MEII IS WORKING WITH A COALITION OF ORGANIZATIONS, INCLUDING THE U.S. OVERSEAS PRIVATE INVESTMENT CORPORATION (OPIC), THE INTERNATIONAL FINANCE CORPORATION (IFC), THE PALESTINE INVESTMENT FUND (PIF), UN-HABITAT AND LEADING PALESTINIAN BANKS, TO DEVELOP A HALF-BILLION DOLLAR MORTGAGE FINANCE FACILITY (CALLED AMAL, OR "HOPE" IN ARABIC), WHICH WILL ENABLE TENS OF THOUSANDS OF MODERATE-INCOME FAMILIES TO FINANCE THE PURCHASE OF THEIR HOMES, GENERATE SIGNIFICANT ECONOMIC ACTIVITY, AND COMPLEMENT OTHER DEVELOPMENT PROGRAMS.FINALLY, MEII IS WORKING WITH THE CENTER FOR AMERICAN PROGRESS AND THE NATIONAL INSURANCE COMPANY, A LOCAL PALESTINIAN FIRM, TO CREATE A NEW FORM OF RISK INSURANCE.
