Bad Debt FootnoteTHE PROVISION FOR BAD DEBT IS BASED UPON MANAGEMENT'S ASSESSMENT OF HISTORICAL AND EXPECTED NET COLLECTIONS CONSIDERING BUSINESS AND ECONOMIC CONDITIONS, TRENDS IN HEALTH CARE COERAGE, AND OTHER COLLECTION INDICATORS. PERIODICALLY, MANAGEMETN ASSESSES THE ADEQUACY OF THE ALLOWANCE FOR DOUBTFUL ACCOUNTS BASED UPON HISTORICAL WRITE-OFF EXPERIENCE BY PAYOR CATEGORY. THE RESULTS OF THIS REVIEW ARE THEN USED TO MAKE ANY MODIFICATIONS TO THE PROVISION FOR BAD DEBT TO ESTABLISH AN APPROPRIATE ALLOWANCE FOR UNCOLLECTIBLE RECEIVABLES. THE HOSPITAL PROVIDES CARE TO PATIENTS WHO MEET CERTAIN CRITERIA UNDERS ITS CHARITY CARE POLICY WITHOUT CHARGE OR AT AMOUNTS LESS THAN ITS ESTABLISHED RATES. AMOUNTS DETERNINED TO QUALIFY AS CHARITY CARE ARE NOT REPORTED AS REVENUE.BadDebtFootnote

Debt Collection PolicySUBJECT: CHARITY CARE POLICY PURPOSE: To provide financial help to patients who demonstrate an inability to pay for medical services incurred. POLICY: Piedmont Newnan Hospital recognizes its responsibility to provide Charity Care to the community. Consistent with the Hospital's long tradition, all Charity Care provided will be subject to the same standards of professional performance and quality as any other health care services provided by the Hospital. DEFINITION: A Charity Care recipient for medical services shall be defined as a person who has an income greater than 125% and less than 250 % of the Federal Poverty Income Guidelines at the time of service. A charity recipient is a person who shows an inability to pay for medical services as opposed to a bad debt as being a person who has the financial means but is unwilling to meet the financial obligations for payment of medical services provided. PROCEDURE: 1. Charity Care shall include services provided to: A. Uninsured patients who do not have the ability to pay based on the established criteria; B. Insured patients whose coverage is inadequate to cover catastrophic situations; C. Emergency patients, because of the hospital's inability to assess a patient's financial condition prior to rendering services; D. Persons whose income is insufficient to pay for basic living costs but not medical care, and also those persons with generally adequate incomes who are suddenly faced with catastrophically large or multiple medical bills. 2. Charity Care eligibility requirements: A. Gross income should fall within established standards for determination of poverty level, considering family size, geographic area, and other pertinent factors. B. Net worth should be considered including all liquid and non-liquid assets owned, less liabilities and claims against assets. C. Employment status should be considered along with future earnings sufficient to meet the obligation within a reasonable period of time. (Once charity, there is no further obligation.) D. Family size should be considered. E. Other financial obligations including living expenses and other items of reasonable and necessary nature should be analyzed. F. The amount(s) and frequency of hospital bill(s) in relation to all of the factors outlined above should be considered. G. All other resources should be applied first, including Medicare and other third-party payor insurance coverage. H. Charity Care provisions will be re-evaluated for determining patient eligibility when the following occurs. 1) Income changes 2) Size of family group changes Charity determination will be established at the time of patient registration, or as soon as possible thereafter, as being charity in full or partial for medical services provided. There may be some instances in which, because of complications unforeseen at the time of admission, the charges incurred by the patient may be considerably greater than anticipated, and the patient is unable to pay the full amount. In such cases, the patient will be reclassified as a charity patient, and the charges attributed to the unforeseen complications considered as charity service. Charity determination may be initiated by Admitting Personnel, Patient Account Representatives, Social Services, or any Business Office staff member, and must be approved by the Business Office Director and/or Chief Financial Officer.DebtCollectionPolicy
General ExplanationBASED ON PRIOR EXPERIENCE AND CERTAIN DEMOGRAPHICS AND OTHER INFORMATION OBTAINED DURING ADMISSION, THE ORGANIZATION BELIEVES A PORTION OF THE BAD DEBT EXPENSES AT COST WOULD BE ATTRIBUTABLE TO PATIENTS THAT WOULD OTHERWISE QUALIFY FOR CHARITY CARE. DESPITE ALL OF THE EFFORT AND WAYS THE ORGANIZATION EDUCATES PATIENTS ABOUT QUALIFYING FOR ITS CHARITY CARE PROGRAM AS DEMONSTRATED IN PART IV, QUESTION 3 BELOW, MANY UNINSURED PATIENTS EITHER REFUSE OR FAIL TO COMPLETE A CHARITY CARE APPLICATION OR PROVIDE SUFFICIENT INFORMATION AT THE TIME OF ADMISSION, DURING THEIR STAY OR AFTER BEING DISCHARGED TO QUALIFY FOR ASSISTANCE UNDER THE ORGANIZATION'S CHARITY CARE POLICY. THE AMOUNT REPORTED ON PART III, LINE 3 WAS DETERMINED BY TAKING THE AVERAGE ACCEPTANCE RATE FOR ALL CHARITY CARE APPLICATIONS RECEIVED DURING THE YEAR MULTIPLIED BY THE NUMBER OF DENIALS THAT WERE ATTRIBUTABLE TO INSUFFICIENT INFORMATION.GeneralExplanation
