Bad Debt FootnoteTHE HOSPITAL REPORTS PATIENT ACCOUTNS RECEIVABLE FOR SERVICES RENDERED AT NET REALIZABLE AMOUNTS FROM THIRD-PARTY PAYERS, PATIENTS AND OTHERS. THE HOSPITAL PROVIDES AN ALLOWANCE FOR DOUBTFUL ACCOUNTS BASED UPON A REVIEW OF OUTSTANDING RECEIVABLES, HISTORICAL COLLECTION INFORMATION AND EXISTING ECONOMIC CONDITIONS. AS A SERVICE TO THE PATIENT, THE HOSPITAL BILLS THIRD-PARTY PAYERS DIRECTLY AND BILLS THE PATIENT WHEN THE PATIENT'S LIABILITY IS DETERMINED. PATIENT ACCOUNTS RECEIVABLE ARE DUE IN ACCORDANCE WITH A PREDETERMINED PAYMENT PLAN. ACCOUNTS ARE CONSIDERED DELINQUENT AND SUBSEQUENTLY WRITTEN OFF AS BAD DEBTS BASED ON THE HOSPITAL'S STATED TIME POLICY. BAD DEBT EXPENSE (AT COST) INDENTIFIED THE PROVISION FOR UNCOLLECTIBLES FROM 9/30/10 AUDITED STATEMENT OF OPERATIONS. MULTIPLIED THAT AMOUNT X THE COST-TO-CHARGE RATIO.BadDebtFootnote
Shortfall As Community BenefitGovernment programs such as Medicaid offer fixed reimbursements based on a patient's diagnosis. This often does not account for the cost of the latest technology and treatment options that are available to give patients the best chances for recovery from an illness. PRMC offers patients the best interventions available - no matter what reimbursement for the service might be. SERVING PATIENTS WITH GOVERNMENT HEALTH BENEFITS, SUCH AS MEDICARE, IS A COMPONENT OF THE COMMUNITY BENEFIT STANDARD THAT TAX-EXEMPT HOSPITALS ARE HELD TO. THIS IMPLIES THAT SERVING MEDICARE PATIENTS IS A COMMUNITY BENEFIT AND THAT THE HOSPITAL OPERATES TO PROMOTE THE HEALTH OF THE COMMUNITY.ShortfallAsCommunityBenefit
Debt Collection PolicyWHEN A RESPONSIBLE PARTY IS UNABLE TO MEET THE FINANICAL OBLIGATION GUIDELINES AS DESCRIBED IN THE HOSPITAL'S FINANCIAL POLICY, THE PARTY IS ADVISED OF THE AVAILABILITY OF CHARITY CARE OR FINANCIAL ASSISTANCE. CLARIFICATION IS MADE AS TO WHETHER THE PATIENT HAS PRIMARY INSURANCE. THE RESPONSIBLE PARTY IS REQUIRED TO COMPLETE A CHARITY CARE APPLICATION AND SUBMIT ALL DOCUMENTATION INDICATED (AS OUTLINED ON APPLICATION) IN ORDER FOR THE HOSPITAL TO DETERMINE CHARITY CARE ELIGIBILITY. THE HOSPITAL WILL PURSUE COLLECTION UNTIL THE RESPONSIBLE PARTY CONTACTS A PATIENT FINANCIAL COUNSELOR OR RETURNS THE APPLICATION WITH REQUIRED DOCUMENTATION. ONCE A CHARITY CARE APPLICATION IS RECEIVED, IF NOT ALL THE REQUIRED FINANCIAL (AS OUTLINED ON THE APPLICATION) ARE SUBMITTED, A COURTESY LETTER IS SENT TO THE RESPONSIBLE PARTY REQUESTING THE INFORMATION BE RETURNED IN ORDER TO BE CONSIDERED. IF THE REQUIRED DOCUMENTATION IS SUBSEQUENTLY NOT RECEIVED AND NO CONTACT WITH THE PATIENT FINANCIAL COUSELOR IS MADE, THE CHARITY CARE APPLICATION IS DENIED AND FURTHER COLLECTION ACTION IS TAKE.DebtCollectionPolicy

Community InformationAs a rural hospital, in south central Kansas, Pratt Regional Medical Center considers itself a regional hospital, serving the residents of Pratt, Stafford, Barber, Edwards, Kiowa, Kingman, Clark, and Comanche counties. Pratt Regional Medical Center also provides support for five Critical Access Hospitals in the Southern Plains Health Network, which include hospitals in Comanche County, Kiowa, Medicine Lodge, Ashland and Stafford. Each year, hundreds of people seek medical help at Pratt Regional Medical Center. The programs and services we provide go beyond statistics and numbers, as we often serve those who do not have the means to pay for needed health care services. PRMC provides a safety net for vulnerable populations who have no health insurance. We provide individuals with Medicare or Medicaid expert medical care and access to the latest medical technologies, despite the fact that these government programs offer fixed reimbursements that often do not fully cover the costs for the scope of care and treatment needed. PRMC offers a variety of free or low cost educational programs, support groups and health screenings each year. We provide a variety of direct health care services that are not profitable, but fulfill a great need in the community and region. We offer educational opportunities to physicians and health professionals throughout the region. We remain active in community organizations and endeavors that benefit us all. Many of these community benefits either would not or could not exist without the support and commitment of PRMC. In FY2010 these community benefits totaled $1,359,084 and impacted the lives of many people throughout the community. While we have enjoyed a long-standing tradition of providing these and other services to benefit our community, our role as an organization that provides significant community benefit is not well understood. Increasingly, we are being asked to demonstrate our value and benefit to the community we serve. In response, PRMC is taking a more planned, managed and organized approach to documenting the benefits we provide to our community. During the last year, we have implemented a plan to integrate community benefit into ongoing processes of planning, budgeting and reporting. A good local health care system may itself be part of the prescription for maintaining a healthy rural economy.CommunityInformation
Other InformationHealth Professions Education PRMC is dedicated to providing opportunities for students to learn about healthcare. Student internships, job shadowing opportunities and student training programs help serve to inspire future generations to consider careers in health care. In FY2010 more than $141,874 was invested in these endeavors. - You will find PCC nursing students working and learning side-by-side with PRMC's nursing staff. - There are two students placed in the PRMC radiology department annually. These radiology students from Hutchinson Community College spend 40 hours per week for one full year at PRMC learning and working side-by-side with radiology technologists. - Last year 72 area high school students experienced and learned from shadowing opportunities in a variety of departments at PRMC. Donations / Cash and In Kind Contributions Each year PRMC makes cash donations to community organizations that improve the health of the citizens of Pratt and the region we serve. PRMC donations reached $4,057 in cash. To name a few of the organizations and activities supported were: the Pratt Teen Center, Relay for Life, many area high school after-prom parties, the local chapter of the American Red Cross, Judgment House and local fire safety materials for children and families. In-kind donations in the amount of $11,213 went to third-world countries, specifically to Haiti, through the Docs Who Care organization in FY2010. Community Health Education and Outreach Many people benefited from PRMC's health education programs, support groups and community-based health screenings offered in FY2010. Education and outreach services are offered to the community at little or no cost so that money does not become a hindrance to participation. Some of the free services include: Meals on Wheels - The Meals on Wheels program began at PRMC in 1970. Monday through Friday, people who are participating in the program receive a hot meal delivered to their home for a minimal fee of $3. These meals are nutritional and therefore valuable to families and people who are unable to prepare a hot meal on a daily basis. Volunteers are crucial to the programs' success. Prescription Assistance Program - The Pratt Regional Medical Center Prescription Assistance Program (PAP) is a service available to anyone who needs assistance with completing and following up on the paperwork required for prescription drug assistance application and Medicare Part D enrollment. Pratt's PAP program is unique in the fact PRMC supports this program by providing office space, supplies and oversight from the PRMC social service department, while hospital volunteers manage the program. In FY 10, the PAP program saved 249 people $58,353.91 on their prescription drug costs. Bicycle Safety Program - Pratt elementary students in third and fourth grade have the opportunity to participate in a Bicycle Safety & Fitness course sponsored by the Pratt Health Foundation every spring. This program was started in 1995 with a Kansas Health Foundation grant and the program has been offered ever since. This program teaches: the rules of the road; how to use hand signals; safe riding habits; benefits of physical activity and how to use a bicycle helmet. Students go on a bicycle ride for about 30 minutes for two days a week with DeWayne Bryan, who is the Executive Director of the Pratt Health Foundation. After the initial lessons are taught, the students go on a specially designed three-mile ride through Pratt. Each route has a "killer hill' to challenge the muscular development of the students. The bicyclers are followed by Karyn Rinke, of the Pratt Health Foundation, in case of emergency or mechanical breakdown. The program celebrated its 15th anniversary in 2010. HALO (a cancer and chronic illness support group) - A cancer support group formed in April 2010. The group chose to go by the name HALO standing for Hope and Love Odyssey. They had their first official meeting on Sunday, April 25th at PRMC. HALO was founded to provide multiple methods of coping with the challenges cancer presents. People who are living with a chronic illness may also benefit from attending the group meetings. The group offers support to current patients, their loved ones and survivors. The meetings include visits from people representing a variety of professions, and an open forum for discussions, questions and answers. Dental Screening in Elementary Schools - The Pratt Health Foundation collaborates with Pratt dentists and schools to provide a dental screening program for Pratt elementary kids. Kansas statutes require an annual dental screening program for elementary students. Dental screening provides: - An opportunity to encourage kids to brush and floss their teeth daily. The students are given toothbrushes to encourage brushing. - Local and state health officials receive statistics relating to oral health. This data reveals the rate of decay in different communities and can be compared to fluoride content in the water as well as dietary tendencies. Diets that are high in sugar tend to promote tooth decay. The program was started with a United Methodist Health Ministry grant years ago, and the grant money has since been depleted. The PHF now covers most of the costs associated with the screening activities. The Pratt Health Foundation helps coordinate the effort and supplies the dental screening equipment. Pratt Regional Medical Center employees volunteer to sterilize the screening utensils for the program. It is a great demonstration of what a community can do when everyone works together. PRMC is a Place for Community Groups to Gather - Pratt Regional Medical Center is host to an active, collaborative community groups known as the Pratt Community Health and Resource Council. They have met monthly for over ten years to discuss, share and strategize for solutions to community health and resource related topics. All regular meetings take place at Pratt Regional Medical Center, and Pratt Regional Medical Center employees are active participants and leaders within this group. PRMC also provides meeting space at no charge for - Kiwanis, Pratt Rotary Board, Pratt Area Chamber of Commerce, Pratt Ministerial Alliance, and HALO. A few other community benefit projects include: - Purchasing books and presenting new parents with information about the importance of reading to children (Books for Babes). - Providing one-on-one education about options available to seniors through Medicare Part D opportunities; In FY10 PRMC Volunteers assisted 209 clients with the Medicare Plan D enrollment process. PRMC provides space and materials to run the program and volunteers provide the man power. - Well mother/well baby check-ups and childbirth education classes. Pratt Regional Medical Center is currently the only hospital in the service area providing labor and delivery care. - PRMC employee quarterly Red Cross blood drive. - Free Diabetes Education Classes for the community. - Free CPR and First Aid Classes for the community.OtherInformation
