Annual Community Benefit ExplnThe Inland Hospital community benefit report is contained in an annual community benefit report prepared by Eastern Maine Healthcare Systems which is the parent organization of all related organizations.AnnualCommunityBenefitExpln
Costing Method UsedWorksheet 2, Ratio of Patient Care Cost-to-Charges is used in calculationsCostingMethodUsed
Bad Debt FootnotePatient and trade accounts receivable are stated at the amount management expects to collect from outstanding balances. Management provides for probable uncollectible amounts through a charge to earnings and a valuation allowance based on its assessment of the current status of individual accounts. Balances that are still outstanding after management has used reasonable collection efforts are written off through a charge to the valuation allowance and the applicable patient accounts receivable. The costing methodology used to determine the amount reported on line 2 is cost to charge ratio.BadDebtFootnote
Shortfall As Community BenefitMedicare losses should be treated as a community benefit because the losses are incurred in performing an important public service, and Maine hospitals experience one of the lowest Medicare reimbursement rates in the country.ShortfallAsCommunityBenefit
Debt Collection PolicyAll account guarantors who express an inability to pay inpatient and outpatient services will be screened for eligibility for charity care using an application and guidelines established by Inland Hospital. An account may be reconsidered for charity care at any time when new information is available about a patient's inability to pay.DebtCollectionPolicy

Needs AssessmentCommunity health needs were identified and prioritized according to data obtained from the 2007 Community Health Needs Assessment (http://chna.emh.org), which included surveys with residents, physicians, hospital leaders, and employees. Other data included: Inland Hospital patient utilization data, as well as information gathered from Healthy Maine Partnerships, the United Way, Maine CDC, Maine Bureau of Health & Human Services, and MaineGeneral Health. Targeted areas of focus include improving access to primary care, cardiac, women's health, and promotion of health education and disease prevention--especially for specific chronic conditions--such as diabetes and heart disease. The Community Relations Department conducted a comprehensive review of current programs and projects, as well as prospective projects for consideration as community benefit initiatives. A priority list summarizing key strategies, objectives and actions resulted. Inland is committed to utilizing evidence-based health and wellness strategies, many of which are outlined in the Center for Disease Controls Report on Community Health Education and Prevention.NeedsAssessment
Patient Education AssistanceIt is the policy of Inland Hospital to treat all patients requiring care without regard for ability to pay and to assist patients in arranging for settlement of their financial obligation. Under this program, medically necessary services will be provided to Maine residents at no cost. If a patient does not qualify for free hospital care, he or she is entitled to ask for a fair hearing. At Inland Hospital, Patient Account Representatives are available to assist and answer any questions our patients may have regarding free care. Additional interactive strategies are in places that include billing statements that have free care information added for the patient's convenience, providing all uninsured patients with free care packets at point of registration. When a patient states that they are under-insured free care information is provided. For any other patient requests we receive (via emails and phone calls) packets are mailed. All patient accessible areas, such as hospital waiting areas, contain information to direct patients on how to receive financial assistance. Additionally, Inland Hospital provides online resources and tools to assist our patients with the necessary information regarding charity/free care via www.inlandhospital.org.PatientEducationAssistance
Community InformationInland Hospital is a not-for-profit, community hospital located in Waterville, Maine with a mission to care for and serve our community. We serve 65,000 residents of Kennebec County and Somerset County. We are a 48-bed medical-surgical facility, with Lakewood, our 105-bed continuing care facility on the hospital campus, along with 17 primary and specialty care physician practices in Waterville and surrounding communities (Waterville, N.Anson, Fairfield, Unity, Oakland, Madison). New in 2010: A walk-in clinic at the Waterville Walmartour new, convenient option for non-urgent, basic healthcare needs for patients ages 18 months and older.According to the Poverty in Maine 2010 report, Kennebec Countys 2008 median household income ($43,913) was slightly lower than the states ($46,419) and represents a 3% difference above the 200% poverty level for a four-person household. The proportion of school-age children eligible for free or reduced lunch in FY200910 in Kennebec County (42.9%) was about the same as the state average (43%). The unemployment rate in Kennebec County in 2009 (7.6%) was slightly lower than the state average (8.2%). (Poverty in Maine 2010, Maine Community Action AssociationMargaret Chase Smith Policy Center, 2010.)CommunityInformation
Community Building ActivitiesInland Hospital believes in getting involved and giving back to improve quality of life in Greater Waterville its how we help fulfill our community service mission to care for and serve our community. Whether its sponsoring a health literacy program with the local library, offering a new chronic disease management class, or supporting a cultural or economic development effort, Inland is proud to support and collaborate with groups that foster health and well-being. In addition, we offer regular free public health screenings, professional and community education, and other events such as blood drives, health fairs, and flu clinics. An example of one of our most popular health outreach activities is Inlands World of Womens Wellness, the hospitals health fair for women. This year, more than 400 women attended and 1500+ free health screenings were conducted - a 23% increase over the number of screenings from last years event, which inspired 84% of the attendants to take action to improve their overall health.CommunityBuildingActivities
Other InformationAt Inland we strive to live up to our non-profit mission every day by caring for community members who otherwise would have limited access to quality healthcare. Besides providing charity care and financial assistance, we believe we can also affect the health of the communities we serve beyond care inside our hospital. We agree with the World Health Organization which states, Health is a state of complete physical, mental, and social well-being, and not merely the absence of disease or infirmity. We have a vision to be a responsible corporate citizen whose actions can impact our communitys overall well-being through commitments to:improving access to primary care, especially for the medically underserved/needysupporting, providing and advocating for health education and promotion, and disease prevention especially for identified chronic conditions (such as diabetes and heart disease); malnutrition and obesity; and pneumonia care.collaborating with and supporting other organizations that share missions parallel to ours and are pursuing quality of life (community-building, economic, educational, civic, cultural) or healthy community initiatives.Inland created a Community Benefit program in 2007 with these main goals in mind:Serve documented community needs and deliver measurable results that will improve health and wellness;Demonstrate our commitment to charitable endeavors and community support through responsible stewardship of hospital resources;Provide a systematic approach to philanthropy and community health improvement; to link our charitable giving and partnerships with community needs and our mission of service;Document our benefit to the community and to be accountable to the public we serve. We dedicate $50,000 annually for Community Benefit projects in our community. From support of a school nutrition education program to combat obesity, to events that promote physical activity or contributing to the local Opera House and colleges - our Community Benefit Program contributes to improving the health and wellness of our community in many ways. We accept applications from the community to fund community-building initiatives that can be health & wellness related, educational, cultural, economic and beyond. Our Community Benefit Program Advisory Group oversees the community applications process. The group is a multi-disciplinary team of clinical and administrative professionals from the hospital, and community members, including hospital trustees and volunteers. It provides guidance, reviews requests for donations/support, makes recommendations to Inlands Administrative Staff and Board of Trustees, and evaluates the effectiveness of our Community Benefit Program.Inland Hospital Healthcare Charities helps by raising funds for everything from capital expansion projects to residential activities to help offset normal operating expenses.Inland Hospital invites men, women, and young adults to volunteer their time to further the hospital's mission. Volunteers can work several hours per week or just a few hours a month, whatever fits their available time. Some volunteers work in areas with direct contact with patients and families; others are involved in "behind the scenes" activities which enhance the care provided by the hospital.OtherInformation
Affiliated Health Care SystemInland has been a proud member of EMHS (Eastern Maine Healthcare Systems) since 1998. EMHS is a system of hospitals, physician's practices, extended care facilities, clinics, home health experts and other healthcare services made up of 7000 dedicated professionals in central, northern and eastern Maine. This integrated relationship benefits our community by bringing specialty services to Inland and connecting patients to advanced care when needed at Eastern Maine Medical Center, our system's tertiary hospital in Bangor. In addition, membership in EMHS offers Inland improved efficiencies through access to resources, best practices, quality initiatives, and purchasing power.AffiliatedHealthCareSystem

The first agenda item for board meetings and board committee meetings is for members to declare any conflict of interest with upcoming agenda items or deliberations. At any point when consideration is being given to purchase/contract with a party in interest, the member with the conflict is either excused from the discussion and consideration process or abstains from voting on the matter. All transactions identified with parties in interest are disclosed within the Form 990. All are deemed to be arm's length transactions.

OTHER PROGRAM SERVICES 5: In the 2009 EMHS Annual Report, we mentioned that healthcare reform would likely be passed, and that it would be a catalyst for significant changes in how we deliver healthcare. We noted at the time that care of the chronically ill would likely shift to community-based versus facility-based settings, and that the breadth of EMHS providers (including home health and long-term care) and our investments in information technology well positioned the system to embrace change.Today, as our 2010 report is published, healthcare reform is the law of the land. While details of the reform continue to be debated, many of the expected changes are underway. EMHS is not only positioned to embrace these changes, we are helping to lead the way, thanks in part to early planning and investments in our information technology infrastructure. For instance, healthcare reform brought the promise of federal stimulus funding to reimburse providers who have demonstrated "meaningful use" of information technology to improve patient care. By meaningful use, we mean that healthcare providers use technology to capture data in real time to support their treatment decisions and build on computerized protocols, or guidelines, for best practices. It also means that yourEMHS primary care provider uses computerized registries of chronic disease treatment plan elements that have been proven to improve quality of care in a preventative and proactive manner. In 2010, EMHS hospitals and physician practices initiated an ambitious project, which we call eQuest. While EMHS has already been recognized for its leadership in using information technology, the pace of investments, measured in terms of both dollars and staff expertise, needed to speed up if we were to maximize our opportunities for federal meaningful use funding. Literally hundreds of staff across our organization are intensely focused on taking EMHS to the highest levels of meaningful use in the months ahead.eQuest is organizing and focusing those efforts so that, together, we optimize this one time opportunity for federal funds.A second example of federal funding supporting a reformed delivery system is the Bangor Beacon Community initiative. Last spring, EMHS received a nearly $13 million dollar grant to demonstrate improvements in the delivery of care, using clinical information technology. EMHS' grant application is one of only 17 receiving federal funds through this competitive process across the United States. Our Beacon colleagues are among some of the most advanced healthcare systems in the nation. The EMHS Beacon application was highly regarded because of its inclusion of multiple providers (both within and outside EMHS) at multiple levels of care (including home health, long term care and other community based settings) and because of our already advanced state of linking providers via information technology. In fact, because EMHS already has a highly functioning information infrastructure in place, we have been asked to lead national Beacon affinity groups on leadership, communication, and project management. There is a statewide advisory committee attached to the Bangor Beacon Community so that learned experiences can be disseminated across all healthcare providers in Maine, continuing EMHS' commitment to sharing expertise and resources with other providers in our efforts to improve healthcare delivery for all Mainers. Additionally, at the end of the three year grant, all 17 Beacon grantees are to publish their results for nationwide learning and improvement. EMHS is extremely proud to be participating in this national effort.Within this 2010 annual report, you will read about the great work our member organizations do every day in caring for the people of Maine. We hope this will give you some valuable insight into the passion, dedication and expertise of our some 8000 employees. We appreciate your support of EMHS and all of our members.George Eaton, Esq.EMHS Board ChairM.
