Mission DescriptionPYN'S VISION IS THAT ALL PHILADELPHIA'S YOUNG PEOPLE WILL TAKE THEIR RIGHTFUL PLACES AS FULL AND CONTRIBUTING MEMBERS OF A WORLD-CLASS WORKFORCE FOR THE REGION. OUR MISSION IS TO SERVE AS A CATALYST FOR COLLECTIVE ACTION BY MAKING CONNECTIONS AMONG INDIVIDUALS, ORGANIZATIONS AND SYSTEMS AND TO INCREASE CAPACITY AND RESOURCES IN ORDER TO PROVIDE WORLD-CLASS PREPARATION SO ALL OUR CITY'S YOUTH CAN THRIVE IN A REGIONAL AND GLOBAL ECONOMY. CREATED AS A VEHICLE TO SUSTAIN AND EXTEND THE WORK OF THE CITY'S HIGHLY SUCCESSFUL SCHOOL-TO-CAREER SYSTEM, PYN HAS GROWN SINCE ITS 1999 INCORPORATION INTO A NATIONALLY-RECOGNIZED, INTERMEDIARY ORGANIZATION FOR PUBLIC AND PRIVATE INVESTMENTS TARGETED TOWARD IMPROVING THE EDUCATIONAL AND WORKFORCE DEVELOPMENT OUTCOMES OF PHILADELPHIA'S YOUTH.MissionDescription

DescriptionWORKFORCE INITIATIVES - Through its Workforce Initiatives, PYN focuses on developing and delivering models that provide opportunities for youth to gain work experience, exposure to career opportunities, employment skills, and an understanding of the connections between education and economic success. Many of these services are delivered through WorkReady Philadelphia, a system of summer and year-round programs for low-income students and out-of-school youth ages 14-24. On behalf of the Philadelphia Workforce Investment Board and the Philadelphia Council for College and Career Success, PYN contracts with several dozen youth-serving organizations to operate WorkReady programs and provides the technical assistance, training on best practices, youth payroll services and connections to employers and schools. More than half of the eligible youth participating in these programs each year are recommended by certified teachers to receive academic credit for their projects or portfolios. Work in this area also includes overseeing five E3 Centers that serve out-of-school and youth returning from juvenile placement. E3 stands for Empowerment, Education and Employment. These centers offer skill-building experiences for out-of-school and other disconnected youth designed to help them achieve long-term goals in the areas of education, occupational skills, life skills and employment. PYN contracts with youth-serving organizations to operate the centers, each of which offers a schedule of diverse activities that provide opportunities for holistic development. As an essential component of their new reintegration initiative youth returning to the community from the six juvenile place facilities that serve the majority of the city's youth, Philadelphia's Department of Human Services and the Juvenile Probation Department support the E3 Centers to provide a variety of mandatory services for young offenders with the greatest risk of recidivism. Early data showed a lower recidivism rate for these participants.Description

DescriptionEDUCATIONAL INITIATIVES - Through its educational innovations work, PYN focuses on developing and delivering models that provide opportunities, supports and motivation for youth to stay in school and excel academically or, for those who have dropped out, to re-engage in academic skill-building, credit-bearing and diploma-granting programs. Work in this area includes managing Project U-Turn, Student Success Centers, and Gear-Up Initiatives. Through Project U-Turn, PYN manages a citywide collaborative of leaders and stakeholders focused on bringing much-needed attention to the city's dropout crisis and develop strategies to resolve it. Since it's launch, Project U-Turn has resulted in increased resources ($200 million) dedicated to the issue, more than over 2,000 additional slots in alternative education options as part of a multiple pathways approach, and the opening of a central re-engagement center at the School District. Student Success Centers are based in eleven neighborhood high schools and offer connections to internships, college and career information, and support systems. According to a study by branch associates, participation in the student success centers "had an independent and statistically significant effect on several student outcomes: including increased likelihood of promotion, higher grades, and lower percentage of total school days missed due to unexcused absences or suspension compared to non-SSC participants. Gear UP is a discretionary federal grant program designed to increase the number of low-income students who are prepared to enter and succeed in post-secondary education. Grants are awarded by the United States Department of Education. Gear Up grantees serve an entire cohort of students beginning no later than the seventh grade and follow the cohort through high school. The Philadelphia Youth Network has received a six-year state Gear Up grant to facilitate the provision of services at 18 high-poverty middle schools and 4 high schools.Description

PYN's annual report, which also contains summary financial information along with contact information to obtain a copy of our audit, is distributed widely via mail to funders, partners, contractors, and other stakeholders. PYN's 990 is also available on the web via guidestar.org.

The meeting results and the final approved audit are shared at the next Board meeting. Additionally, all Board members have the contact information for the independent auditors and can contact them directly at any time. In addition to the board committees reviewing and approving the 990, legal counsel also reviews the 990 before filing.
