During fiscal year 2010, Pew received grants and contributions from more than 158 donors, including individuals, public charities, private foundations, corporations and government entities. Its programs and activities have broad appeal to members of the public that share an interest in its many different areas of focus. 4. Representative governing body. Pew is governed by a fourteen member board of directors. The members of Pew's board have backgrounds in philanthropy and share a deep and abiding commitment to Pew's mission and programs. All but one of the members of the board of directors are independent. Board members include community leaders, civic leaders, and philanthropists who bring to Pew's board a broad cross-section of the views and interests of the communities we serve. 5. Availability of public facilities or services; public participation in programs or policies. Pew conducts a variety of programs and activities that are designed to inform the public, the media and policymakers about the subjects of its research and analysis. ExplanationPew is driven by the power of knowledge to solve today's most challenging problems. Pew applies a rigorous, analytical approach to improve public policy, inform the public and stimulate civic life. Pew uses fact-based solutions and goal-driven investments to improve society. Pew is an advocate for policy solutions on important issues facing the American people when the case for change is compelling and where the facts are clear. From a base of rigorous, nonpartisan research, study and policy analysis, Pew supports a range of focused, well-considered initiatives. The goal is to inform decision makers about options and help them form consensus on policies that will drive positive change for Americans. The following list represents the issues which Pew focused on at the federal level during this fiscal year: Support for passage of The Global Conservation Act of 2010; support for legislation to reform and strengthen the nation's financial system; support for reforms to reduce the environmental impacts caused by concentrated and industrial animal feeding operations; support for the Coastal Jobs Creation Act; support for reform of the Outer Continental Shelf Lands Act; support of reform of the Oil Pollution Act; protection of the nation's fisheries and ocean wildlife; support for reform of the Credit Card Act of 2009 to protect consumers from unfair and deceptive practices; support for reform of the nation's food safety laws; support for federal funding of grants to states for criminal justice reform and recidivism reduction efforts; support for enactment of the Shark Conservation Act of 2009; support for passage of H.R. 1549, the Preservation of Antibiotics for Medical Treatment Act; enactment of the Military and Overseas Voter Empowerment Act to ensure that military personnel and overseas voters are better able to register to vote and have their absentee ballots cast and counted; enactment of the Omnibus Public Land Management Act of 2009; support for climate change legislation to reduce the threats posed by global warming; support for the Physician Payments Sunshine Act to increase transparency between the manufacturers of drugs, medical devices and biologics and the physicians who prescribe their products; support for efforts to ensure dental coverage is provided for in federal children's health insurance programs; support for the 'Education Begins at Home Act' to expand programs of early childhood home visitation; support for the Hardrock Mining and Reclamation Act of 2009; support for the Ready to Learn Act to create competitive matching grants to states for quality pre-k programs; support for ratification of the Law of the Sea Treaty; support for the Kid-Safe Chemicals Act that would overhaul the Toxic Substances Control Act to improve EPA's ability to safeguard public health and the environment. The following list represents the issues that Pew focused on at the state level during this fiscal year: Programs that strengthen early education for children, especially at the Pre-K level; efforts to improve oral health and children's access to the dental care they need; support for reform of state-level voting systems in an effort to guarantee that all Americans have the opportunity to make their voice heard at the ballot box; adoption of smart, fact-based programs of early visiting for new and expectant families; research and policy solutions to states seeking ways to keep the public safe while reducing what they spend on corrections; and development of state marine parks and reserves. Pew also focused on support for policies that strengthen national and international protections for fragile ecosystems and protect endangered and threatened species from overexploitation so these vital resources are conserved for future generations.Explanation

Form990 Schedule F Part IV Form990ScheduleFPartIV (4 entries)

IdentifierIdentifierExplanationExplanation
FORM 990, SCHEDULE F, PART 1, LINE 1The process for monitoring the use of grant funds outside the United States is the same as monitoring those within the United States. As with domestic applicants, Pew requests the following supporting documents from all international applicants: (1) Board of directors list, (2) three years of audited financial statements, and (3) documentation to validate the potential grantee's 501(c)(3) foreign equivalency status. Documentation to validate the 501(c)(3) status includes IRS letters and certificates from foreign countries indicating tax exempt status. Legal Affairs' approval of the organization's 501(c)(3) foreign equivalency status is included in the permanent grant file. Grantees are required to submit narrative and financial reports at least once per year and final reports are due at the end of the grant term. A financial report Form IS PROVIDED FOR EACH GRANTEE AND IT contains the approved budget as stated in the grant agreement. For project grants, the grantee provides an accounting of the project expenses and an accounting of the expenses allocated to the Pew funds. For operating support grants, an accounting of the operating expenses for the grant period and the total amount of Pew funds expended is required. FOR EACH GRANT a narrative report form IS PROVIDED for use in documenting how THE GRANTEE performed against each expected deliverable (project grants) or objective (operating support grants) as stated in the grant agreement. ALL NARRATIVE REPORTS ARE REVIEWED AND APPROVED BY PROGRAM STAFF. The FINANCIAL reports are submitted to the Pew finance Department for review. The finance department CONDUCTS A REVIEW OF THE FINANCIAL REPORT FOR COMPLIANCE TO THE TERMS OF THE GRANT AGREEMENT AND, IF COMPLETE, forwards the reports to the respective program officer with a recommendation that the report be approved. Program officers approve ALL reports. ALL REPORT APPROVALS ARE DOCUMENTED WITH THE DATE AND THE APPROVER'S NAME AND FILED WITH THE REPORTS. Additionally, site visits are conducted at the discretion of program staff.
FORM 990, SCHEDULE F, PART I, LINE 3State and Federal Fiscal Policy: Pew identifies and advances effective policy approaches to critical issues facing the states. By researching emerging topics and developing comparisons, Pew identifies the innovative approaches states employ to tackle today's complex problems. Pew currently has major state-based initiatives focusing on early education and sentencing and corrections. Pew also works to elevate fiscal responsibility as a primary element of federal and state executive and legislative leadership, promotes reforms to the budget process that enable greater transparency, and supports policies that are critical to ensuring the nation's long-term economic health. Protecting ocean life: pew promotes policies around the world to protect oceans and the life they sustain. This work includes helping to win passage of measures to curb unsustainably high fishing rates, support creation of large marine reserves, protect endangered shark populations, and end illegal fishing on the high seas. Clean Energy Program: Pew has worked both to document the emerging clean energy economy through key reports and to articulate its benefits, including enhanced American competitiveness and national security; the creation of jobs and increased revenue generation at the state and federal levels; and a significant reduction in the amount of money ($1 billion a day) that the U.S. sends overseas to purchase oil. The program's public opinion research has revealed strong support for action on creating a clean energy policy that helps achieve these goals. Wilderness protection and public lands: pew works for the protection of wilderness and other biologically diverse lands in the united states, Canada, and Australia. Health impact assessments: Pew, along with a major donor, launched a national initiative to promote the use of health impact assessments to inform policy-makers on the health effects of their decisions. Adults with Disabilities: Pew provides operating support and capital for an organization that provides services to adults with special needs.
FORM 990, SCHEDULE F, PART I, LINE 3Non-employee expenditures are reported based on the currency and the domicile of the bank account to which funds are transferred. Employee expenditures are reported based on the employee's home location. Per the IRS Form 990 instructions, Pew does not allocate indirect expenses to foreign activities.
FORM 990, SCHEDULE F, PART IIGRANTs are reported on the accrual basis, the same method used for the audited financial statements.

THE SPACE IS rentED BELOW fair market value. PEW TREATS such revenue AS related INCOME SINCE THE ACTIVITY IS RELATED TO PEW'S EXEMPT FUNCTION. ACCORDINGLY, PEW HAS REPORTED such income ON THE FORM 990, PART VIII, LINE 2c, COLUMN (B). THE EXPENSES RELATED TO THE activity are INCLUDED IN PART IX, FUNCTIONAL EXPENSES.
FORM 990, PART VIII, LINE 6D, COLUMN CPEW LEASES the garage IN THE BUILDING IT acquired at 901 E STREET NW, WASHINGTON, DC TO an entity that is NOT EXEMPT FROM FEDERAL INCOME TAXES UNDER IRC SECTION 501(C)(3). PEW TREATS such RENTAL PAYMENTs, NET of the RELATED EXPENSES, AS UNRELATED BUSINESS income. ACCORDINGLY, PEW HAS REPORTED THE NET LOSS ON FORM 990, PART VIII, LINE 6D, COLUMN (C) and on Form 990-T.
FORM 990, PART VIII, LINE 6D, COLUMN DPew leases certain space in the building it acquired at 901 E street NW, Washington, DC to entities that are not exempt from federal income taxes under IRC section 501(c)(3). However, less than 15% of the building is leased to such tenants. Therefore, as allowed under the IRC Section 512b and related Treasury Regulations 1.514(b)-1(b)(1)(ii), this revenue, net of related expenses, is excluded from unrelated business income. Accordingly, Pew has reported the net loss on form 990, Part VIII, Line 6d, column (D). In addition, Pew subleases space to entities in space that it rents at 18th Street, F and K Streets in Washington, DC, as well as various office spaces throughout the country. Due to the business need to have the space occupied, the space is subleased below Pew's cost. Included in the sublease agreement terms are the tenants' right to use the existing furnishings and certain office services. Pew considers the net value of the personal property to be less than 10% of the total rents under the lease and the value of the shared services to be insignificant in terms of the agreement as a whole. Therefore, pew treats such rental payments, net of the related expenses, as excluded income under IRC section 512(B)(3). Accordingly, Pew has reported the net loss on Form 990, Part VIII, Line 6d, column (D).
FORM 990, PART VIII, LINE 11APew provides information technology and research support services to the Pew Research Center, a subsidiary which is tax-exempt under IRC Section 501(c)(3), based upon a contractual agreement; accordingly, the activity is related to Pew's exempt purposes. FORM 990, PART VIII, LINE 11B Pew received funds related to unclaimed property and has reflected those amounts on Part VIII, line 11B.
form 990, part ix, line 11apew has included on Part IX, line 11a fees paid to its property manager for managing the property it owns at 901 e street nw, washington, dc. and fees paid to the organization that provides staffing, catering, and other services for the conference center at the building.
Form 990, Part IX, line 18Pew hosts many educational conferences as part of its educational program services that are widely attended by the public, interested parties, and government officials. Occasionally Pew pays for travel, lodging and food for government officials that attend these events. Pew does not pay for entertainment expenses for government officials. All expenses paid for by Pew attributable to attendees, including government officials, are documented and comply fully with all applicable ethics laws and Pew's accountable plan. FORM 990, PART X, LINE 15 The beginning balance of other assets has been adjusted, along with other liabilities, in order to show the deferred rent asset portion in Other Assets (Part X, line 15) and the liability portion in Other LIabilities (Part X, line 25), rather than the net amount in Other liabilities. There is no impact on net assets. Form 990, Part X, Line 21 The beginning balance of the escrow or custodial account liability has been adjusted to agree to the audited financial statements, which are prepared in accordance with US GAAP. In previous years, tax entries were made to the balance sheet (Part X), statements of revenue (Part VIII), and statements of functional expenses (IX) for custodial funds received and expensed as grants. The custodial funds were reflected as revenue on the Form 990 when received and as grant expense when paid. By the end of the life of the custodial funds, these entries have no net impact to the net assets presented in the form 990. In order to be consistent with the audited financial statements, these entries are no longer being recorded for tax purposes. The public support calculation was never impacted by these entries.
FORM 990, SCHEDULE I, PART IPew makes various matching gifts throughout the year. Matching gifts to individual organizations in excess of $5,000 are reported on Schedule I, Part II. Form 990, Schedule K, Part I, Line A, Column F and Part II In February 2008, Pew purchased a building at 901 E Street NW, Washington, DC with a bridge loan from PNC totaling $150,000,000. The purchase price of the building was $155,000,000. On March 26, 2008, Pew utilized Variable Rate Revenue Bonds, Series 2008A (Bonds) issued by the District of Columbia in the original issue price of $180,000,000 to partially repay the bridge loan for the purchase of the building and to fund renovations to the building. (Taxable bonds in the amount of $20,000,000 were also issued on this date and the outstanding liability related to these bonds is reflected on Form 990, Part X, line 23.) As outlined in the Tax Certificate and Compliance Agreement dated March 26, 2008, Pew elected under Section 148(f)(4)(C)(v) of the Code to treat $135,377,105 of the issue price of the Bonds for the refinancing of the bridge loan (refinancing portion). The remaining portion of the Bonds was used for the renovation of the building (construction portion) and $900,000 was used to pay program and consulting fees to the District of Columbia as reflected on Part Schedule K, II, line 6. The cumulative interest earned on the bonds from the time of issuance through June 30, 2010 was $436,751. This is added to the issue price of $180,000,000 for total proceeds of $180,436,751 as reflected on Schedule K, Part II, line 1. The interest earned, plus the construction portion of the proceeds, were used for the renovation. The total cost of renovation expenditures were $44,159,645, plus $135,377,105 for the refinancing of the bridge loan for total capital expenditures of $179,536,750, as reflected on Schedule K, Part II, line 7. The building renovations were substantially completed during fiscal year 2009 and Pew fully occupied its space in the building on December 17, 2008. A final allocation election was not made as noted on Schedule K, Part II, line 11, however, the books and records of Pew support the accurate and complete accounting of the bond funds. At June 30, 2010 Pew had $1.00 remaining related to the proceeds from the Bonds and $180,000,000 payable on the Bonds. The information on Schedule K, PArt II, is reflecting the activity from inception through June 30, 2010. As noted in Part III, there were management contracts in force during the tax year. Pew's management contracts are compliant with Rev. Proc. 97-13 "Private Activity Bonds - Private Business Use Safe Harbor PRovisions." Accordingly, there is no private business use resulting from the above management contracts. Pew met the 6-month exemption to the rebate for the refinancing portion of the bonds and the construction portion qualified for the 2-year exemption to the rebate.
