Income Based CriteriaPart I, Line 3c - Not applicableIncomeBasedCriteria
Annual Community Benefit ExplnBoca Raton Regional Hospital, Inc (BRRH) does not prepare a community benefit report unto itself. However, BRRH's community benefit is contained within a report prepared for a related organization, the Boca Raton Regional Hospital Foundation (Foundation). The Foundation was formed to support the operations of BRRH. Both BRRH and the Foundation are 100% owned by the same parent, the BRRH Corporation. All activities sponsored by the Foundation are solely for the purpose of furthering the charitable mission of BRRH.AnnualCommunityBenefitExpln
Costing Method UsedIn order to calculate costs reported in Part I, Line 7, BRRH developed a Cost to Charge Ratio using Worksheet 2, included in the instructions to Schedule H. Total operating expenses for BRRH were adjusted for non-patient care activities and Medicaid provider taxes, community benefit expenses, and community building expenses. These expenses were divided by gross patient charges, to arrive at the cost-to-charge ratio.CostingMethodUsed
Subsidized Health Services ExplnNot applicable; BRRH does not include costs attributable to a physician clinic as subsidized health services.SubsidizedHealthServicesExpln
Percent Of Total Expense ExplnTotal expenses reported on Form 990, Part IX, Line 25, Column A include bad debt expense of $15,854,887. In order to calculate the "percent of total expense" reported in column f, this bad debt expense has been excluded from the calculation.PercentOfTotalExpenseExpln
Bad Debt FootnoteIn order to calculate costs reported in Part III, Lines 2 and 3, BRRH developed a Cost to Charge Ratio using Worksheet 2, included in the instructions to Schedule H. This cost to charge ratio was applied to bad debt gross charges to arrive at an approximation of cost. BRRH has used professional judgment to determine that approximately 20% of bad debt expense reasonably could have been attributable to patients who likely would qualify for financial assistance under BRRH's charity care policy. Patients with little concern for their credit rating, are too ill to complete paperwork, et cetera, are examples of such patients. BRRH makes every effort to qualify patients for charity care. BRRH accounts for bad debt expense using a reserve methodology which estimates historical write-offs as a percentage of patient accounts receivable. The estimated bad debt on current accounts which will be written off in future periods is accrued as expense in the income statement and is evaluated monthly. BRRH's audited financial statements do not include a footnote that describes bad debt expense.BadDebtFootnote

Debt Collection PolicyBRRH does not have a formal written debt collection policy; however it is BRRH practice to screen all uninsured patients for alternative funding sources, including Medicaid, Palm Beach County Health District (a local tax funded program), Medicare disability, and charity care. Charity care is advertised to patients both on the Organization's website, and on statement mailers to patients. Uninsured patients who are deemed likely to qualify for alternative funding are assisted with the application process until final disposition of the application. During the qualification process, patients continue to be billed, until alternative funding is obtained. If appropriate paperwork is not completed, patients may be referred to collections; however, if a patient account has been referred to collections and subsequently qualifies for alternative funding, such as charity care, the account is recalled from the collection agency and the patient's account is settled based on the alternative funding source.DebtCollectionPolicy

Needs AssessmentBRRH assesses the health care needs of the community it serves by analysis of the external and internal environments. One study showing the top five diagnoses in the Emergency Room at BRRH being heart-related and that one of five admissions were for cardiac related diagnoses led to the opening of the open-heart surgery and angioplasty program at BRRH. Each year during creation of the capital budget capital projects are evaluated with respect to their impact on patient care. Capital assets which will improve patient care are prioritized over capital assets which are more administrative in nature. During the fiscal year a linear accelerator was added to our Delray Cancer Center. This piece of equipment uses high energy radiation to treat cancer. The Novalis TX is the most advanced piece of equipment utilized today and costs nearly four million dollars. It treats patients using Intensity Modulated Radiation Therapy, Image Guided Radiation Therapy, Rapid Arc Technology, Steriotactic Body Radiotherapy, and Steriotactic Radiosurgery. With the Novalis TX Radiosurgery platform we can offer the community state-of-the-art, non- invasive treatment for a wide range of malignancies and other potentially debilitating conditions, without harming nearby health tissue and without involving traditional surgery.NeedsAssessment
Patient Education AssistanceBRRH screens all uninsured patients for alternative funding sources, including Medicaid, Palm Beach County Health District (a local tax funded program), Medicare disability, and charity care. Community InformationBRRH is located in Boca Raton, Palm Beach County, Florida. Boca Raton is bounded on the east by the Atlantic Ocean, on the west by the Florida Everglades. The population is dense (about 75,000 residents), and many residents are seasonal, living in the area from approximately October through April of each year. BRRH's service area is expected to grow 5% by 2015. 55% of residents of the service area have incomes greater than $50,000; about 4% of residents are below the federal poverty level. BRRH treats a disproportionately higher share of Medicare patients within the service area and a disproportionately lower share of Medicaid and self pay patients compared to other hospitals in the service area. There are approximately 9 hospitals within BRRH's service area.CommunityInformation
Community Building ActivitiesBRRH promotes the health of the community by hosting several events which encourage prevention and early detection of heart problems. As part of this education process, BRRH offers free blood pressure and cholesterol screenings, health education and brochures. The events are staffed by hospital employees and volunteers.CommunityBuildingActivities
Other InformationBRRH furthers its exempt purpose of promoting the health of the community in many ways. Recognizing the importance of reaching out to the community, the BRRH Board of Trustees launched the Community Outreach Program in July 1998. This program offers blood pressure and cholesterol screenings at different fairs and events which are staffed by BRRH employees and volunteers. The purpose of the program is to improve the cardiovascular health of our community. The program includes a van to visit Palm Beach and Broward counties providing the health screenings. Another of the ways in which BRRH promotes the health of the community is to utilitize a Mobile Mammography Van. The completely digital, handicapped accessible mobile mammography vehicle travels throughout Palm Beach County and beyond, providing affordable and convenient access to mammography as well as clinical breast exam and breast health education. The Lynn Cancer Wellness Program, named after the hospital's Lynn Cancer Institute, is a year-long monthly cancer awareness, prevention, early detection, screening and cancer diagnosis program. The program consists of a mini health fair with both hospital and community representatives, a presentation provided by one or more physicians and screenings following the presentations when appropriate. Some of the topics featured were Men's Health, Women's Health, Lung Cancer, Cervical Cancer, and other cancer related topics. Free presentations by physicians are offered frequently on topics ranging from smoking cessation to healthy eating. BRRH evaluates hospital needs in relation to patient care each year when preparing the capital budget. Our funds are reinvested in the organization. BRRH has continued to make investments in clinical programs focusing resources and growth initiatives in providing cardiac services, oncology, women's services, primary care and an expansion in imaging services. Alexander Kulik, M.D., a highly trained heart and endovascular surgeon, was recruited from the Arizona Heart Institute to replace a departing cardiac surgeon. Additionally, at the end of fiscal 2010, Anthony Lee, M.D., an internationally renowned endovascular surgeon also joined the Heart & Vascular Institute. The Hospital is investing in a state-of-the-art hybrid operating room to provide the community with the best possible care within the Heart and Vascular Institute during the upcoming year. During fiscal 2010, the Hospital's largest medical oncology group, Center for Hematology Oncology (CHO), relocated to the Harvey & Phyllis Sandler Pavilion. The relocation of CHO to the Sandler Pavilion completed the Hospital's clinical services in the Pavilion, including medical oncology, radiation oncology, multi-modality clinics and imaging. Our patients have access to all of these services in one location. The Lynn Cancer Institute is the fifth largest cancer program in the state of Florida, providing care to more than 2,700 new cancer patients annually. During fiscal 2010, the Hospital realized a 12% increase in radiation therapy services and a 9% increase in medical oncology/chemotherapy compared to the prior year. The Hospital implemented several cutting edge clinical therapies during fiscal 2010, including accu-boost for breast cancer patients, stereotactic body radio therapy and respiratory gaiting, as well as upgrading the radiation oncology equipment at the Lynn Cancer Institute Delray facility to state-of-the-art technology. The Institute for Women's Health & Wellness (Women's Center) continues to grow at unprecedented levels. The Women's Center now performs in excess of 90,000 procedures per year to patients at its main facility on the Hospital campus and two satellite facilities. A new mobile mammovan was added with the support of the community and has been busily deployed, generating new patient referrals to the Women's Center from Broward and North Palm Beach Counties. The Women's Center actively participates in several clinical trials that included 1,400 patients during fiscal 2010, provides more position emission mammography exams than any other center in the United States and participates in a tomosynthesis trial which is only offered at 20 centers throughout the country. BRRH has five outpatient imaging locations in the market in addition to the main Hospital campus which serves the community. Imaging services provided increased by 15% during fiscal 2010. The Deerfield Beach imaging center opened in late fiscal 2009 and continued to show modest growth in 2010. Midway through fiscal 2010, BRRH acquired the Boca Clinic Imaging Center which has added substantially to the Hospital's clinical offerings and volume of imaging procedures. The Boca Clinic Imaging Center provides over 20,000 tests per year to our community and is located in a medical office building with 60 multi-specialty physicians. The majority of BRRH's governing body is comprised of persons who reside in the organization's primary service area who are not employees or contractors. They are comprised of physicians, business owners, attorneys, bankers, politicians and other concerned citizens of the community. BRRH extends medical staff privileges to all qualified physicians in it community for all of its departments.OtherInformation
Affiliated Health Care SystemBRRH is part of an affiliated health care system (System). BRRH Corporation is the not-for-profit parent holding company of the System, and was formed exclusively for charitable, benevolent, educational and scientific purposes, to support and encourage health care services through the promotion of the services, activities, and objectives of the affiliate members of the System. The affiliates of the System include: BRRH, a 394 bed not-for-profit hospital formed to provide health care services; Boca Raton Regional Hospital Foundation, Inc., a not-for-profit corporation formed to raise funds to support BRRH and other related organizations; and BRRH Home Health Services, Inc., a not-for-profit corporation formed to assist BRRH in the furtherance of specialized care in the area of home health medicine.AffiliatedHealthCareSystem
