MONITORING THE USE OF GRANTS OUTSIDE THE USSCHEDULE F, PART I, LINE 2Children International (CI) operates child sponsorship activities internationally in eleven countries and serves more than 335,000 children. All of these field locations follow guidance as prescribed in a Field Manual (written and maintained by CI) outlining key procedures from child selection to program monitoring. The accounting portion of this manual describes the various procedures and controls surrounding the accounting of all funds sent from CI. As described in the accounting portion of the Field Manual, each field location is responsible to CI headquarters for monthly and quarterly reports comparing actual results to budget and explaining significant variances. These reports are due by the 15th of the month following the month or quarter. In addition, each field location is subject to an annual audit conducted by an independent CPA firm and one semi-annual audit performed by CI internal audit staff. A financial review involving "agreed upon procedures" is performed by the independent CPA firm at the 6 month mark of every fiscal year, focusing on testing of cash disbursements. The CI Regional Controllers also perform an internal review of each field location annually, which is in essence a second internal audit. Each program location prepares an annual budget based upon guidelines established by CI. These budgets are reviewed by CI regional office staff and ultimately by the CI Regional Directors, Director of International Finance, Director of Programs and VP of Programs at CI and the CI Executive Committee at CI Headquarters.

DESCRIPTION OF ORGANIZATION'S MISSIONFORM 990, PART III, LINE 1Children International's mission is to bring real and lasting change to children living in poverty. In partnership with contributors, we reduce their daily struggles, invest in their potential, and provide them with the opportunity to grow up healthy, educated and prepared to succeed and contribute to society.
PROGRAM SERVICE ACCOMPLISHMENTSFORM 990, PART III, LINE 4A & 4BLINE 4A ------- Children International provided support and services to more than 335,000 children and their families in 2010. Sponsorship is about making progress. Children International recognizes the full potential that lies in children and young people who are often overlooked by society because of their socioeconomic conditions. We've made it our goal to make sure each child has a chance to develop properly - in mind, body and character. Children may enter the program as early as 3 years of age, and the goal is for them to remain in the program until they graduate at age 19. During the intervening years, children receive free medical care, regular dental exams and nutritional support. Additionally, the children are provided school supplies, uniforms or other educational support to help ensure a good education. Finally, the youth program strives to impart lasting values, life skills and leadership abilities that will help them break the grip of poverty and enter adult life as responsible, productive and self-reliant citizens. Sponsorship is not a quick fix for poverty. But with the help of caring sponsors and generous donors, Children International works steadily and methodically to improve communities, one child at a time. Each year is started with established goals that align with their strategic plan. Following are some of this year's accomplishments and milestones. Children International celebrated important anniversaries. The U.S.-based program celebrated 15 years of service to underprivileged children in Little Rock, Arkansas. And in Chile, children, staff and volunteers celebrated the program's 30th year of operation. Children International launched important new initiatives. Besides the core programs of health care, nutritional assistance and educational support, they also launched new programs designed to teach children life skills through sports, how to handle money responsibly, and to prepare them for employment as they graduate from the sponsorship program and enter adult life. Health - Working Toward Wellness The sponsored children and their families depend on the medical and dental assistance they receive through sponsorship. For example, this year, dental staff in the Dominican Republic carried out the first fluoride campaign some communities had ever seen. And around the globe, sponsored children received regular dental checkups and curative services. Another key initiative offered by Children International is the anti-parasite campaign. Children in poor communities are frequently exposed to parasitic infection from contaminated water sources resulting from the abundance of garbage and human and animal waste in their environment due to the absence of trash or sanitation services. The effects of parasitic infection are serious, ranging from physical deterioration and discomfort to the inability to concentrate, affecting children's ability to perform well in school. Additionally, sponsored youth have become some of the greatest advocates for health in their communities. Through the Youth Health Corps, young people are educating their peers about hygiene, reproductive health and other issues. By caring for children's physical needs, Children International is creating healthier communities - an important step in getting the upper hand on poverty. Children International's staff screens children for nutrition problems. Those who are deficient are placed in programs to help them recover. Both parents and children are taught about eating healthy on limited budgets, and qualified children are enrolled in feeding programs. Some feeding programs are school-based, like the one in Lusaka, Zambia. But in Colombia, children visit feeding stations set up in the homes of community volunteers and are monitored by agency staff. In Barranquilla, Colombia, alone, approximately 2,200 children are being treated for malnutrition. During 2010 the following health and nutrition benefits were provided to the sponsored children: - 598,332 anti-parasite treatments were given - 496,246 medical exams were administered - 99,746 dental exams were provided - 43,411 hygiene kits were distributed Education - Working to Nurture Knowledge Education is a child's greatest hope of breaking out of poverty. Families struggle educating their children as they often are not educated themselves. They are acutely aware of the limitations that result because of a lack of education. But the families of the sponsored children are hopeful that Children International's education programs will provide their children with the uniforms, school fees, tutoring programs and health services that are needed to succeed in school. In addition, Children International's HOPE scholarship program helps underprivileged youth have a chance to attend college or vocational school - Something many poor children never dream of accomplishing. During 2010 the following education benefits were provided to Children International's sponsored child population: - 319,868 school-supply kits were distributed - 92,038 backpacks were supplied - 24,418 children were awarded tuition assistance - 7,633 children received tutoring
PROGRAM SERVICE ACCOMPLISHMENTS CONTINUEDFORM 990, PART III, LINE 4A & 4BYouth - Working on Winning as Teams There are many pitfalls facing young people growing up in impoverished communities. That's why the Children International youth programs are geared toward helping them steer clear of negative influences and involves them in more positive activities that help develop their values and sense of self-confidence. Leadership training, value formation and skills development have always been core components of the youth program, which includes young people ages 12-19. Youth councils in each country receive an annual disbursement - in most cases $20,000 - for projects chosen by the youth and approved by Children International. In a shining example of community involvement and responsibility, our youth council in Honduras used part of their fund to build a water tank to provide a reliable source of clean water for an entire community. In addition to the core functions of the youth program, three exciting initiatives for youth were launched or expanded in 2010. The Aflatoun program teaches children and young people about their basic rights, how to carefully manage their money, and how to be responsible members of their communities. Our job-readiness program, Into Employment, teaches youth to develop their social and technical skills, manage their personal resources and gain practical, hands-on experience through partnerships with local employers. And the Game On! program uses sports to teach young people vital life skills such as leadership, fair play, teamwork and discipline. Family and Community Support - Working to Overcome Disaster While Children International is always concerned with the welfare of the communities where the sponsored children live, there are times when help is needed even more acutely than usual. Natural disasters are often cruelest to families who live in poverty, because in many cases the only land available for them to build is land that is typically undesirable because of its vulnerability to the ravages of nature. In Guatemala, Tropical Storm Agatha revived fearsome memories of the devastation caused just five years ago by Hurricane Stan. Mudslides resulting from torrential rains swept through rural villages, destroying homes, claiming lives and affecting numerous families of sponsored children. In a heartwarming show of solidarity, agency staff and sponsored youth threw themselves into the recovery efforts. And in the wake of the storm, nine families whose homes were totally destroyed received new houses thanks to the generous sponsors of Children International. Chile also felt the wrath of nature when it was rocked by a massive earthquake followed by numerous aftershocks, causing widespread damage to the homes of many sponsored children. Families of sponsored children whose homes were completely destroyed received temporary but sturdy emergency houses, while those whose houses were damaged but still structurally sound received materials to repair them. During 2010 Children International provided the following to the communities of its sponsored children and families: - Nine new homes were built for survivors of Tropical Storm Agatha in Guatemala. - In Chile, 36 families affected by the earthquake received new emergency homes, and 35 received materials to repair damages to their homes. - Nine homes were also completed in Legazpi, Philippines, for families left homeless by Typhoon Durian. LINE 4B ------- Children International reached deeper into impoverished communities. As an integral part of the sponsorship model, Children International builds community centers - multi-function service centers offering medical and dental care, nutritional monitoring and a host of other services - conveniently located in the heart of the communities where the sponsored children live. Because they are usually centrally located, children and their families can often walk to the centers, sparing them the time and expense of using public transportation. In 2010, new community centers in Colombia, the Dominican Republic, Ecuador, Mexico and Zambia were opened. Each community center is designed to serve the needs of at least 5,000 children. The power of sponsorship is compounded by the generous assistance received from corporate partners in the form of product donations. In 2010, Children International shipped over $55 million in product donations, including clothing, shoes, wheelchairs, arts and crafts supplies, household items and textbooks in English and Spanish. In strategic alignment with Children International's emphasis on education as a means to lift children out of poverty, donations of textbooks remained a high priority. A number of other companies also assisted in its mission to help children, including Plaid Enterprises, who donated $2 million of arts and crafts supplies; Men's Wearhouse, with a donation of $1 million of clothing in adult and youth sizes; and Visa Inc., whose "Click for a Cause" campaign provided $50,000 to purchase books to stock the libraries at community centers around the world. Other entities collaborating with Children International include Eli Lilly, HSBC, Microsoft, W.K. Kellogg Foundation, International Alliance for Youth Sports (IAYS), Crocs, Fresh Produce, Hewlett-Packard, Citi Foundation, Exxon Mobil, Colgate-Palmolive, USAID, Barnum Charitable Trust, Guru Krupa Foundation, and Monsanto, among others.
