Pt I Line 3cPart 1. Line 3C: The Organization provides charity care to
Pt I Line 3cqualifying individuals and families based on a sliding scale, using
Pt I Line 3cFederal Health & Human Services Poverty Guidelines accounting for family
Pt I Line 3csize at 300% of the poverty level for free care, a 75% discount for
Pt I Line 3cfamilies at 350%, a 50% discount for families at 400%
Pt I Line 3cand a 25% discount for families at 450%
Pt I Line 6aPart 1 Line 6a See attached Community Benefit Report.
Pt I Line 7gPart 1 Line 7g Family Medicine & Family Planning Clinic Subsidy
Pt III Line 4There is no bad debt footnote required for the financial statements
Pt III Line 4audited by Deloitte & Touche LLP. Cost of bad debts in Lines 2 and 3 is
Pt III Line 4based on calculations of cost to charges applied to bad debt charges.
Pt III Line 8The Organization believes the entire shortfall of reimbursement
Pt III Line 8versus cost ($5,615,360) should be considered community benefit
Pt III Line 8since it results in a loss therefore lessening government burden. Costs associated with
Pt III Line 8the shortfall were determined from the Organization's cost accounting system.
Pt III Line 9bWithin the Organization's bad debt/collection policy, there is
Pt III Line 9breference to the fact that patients are provided several options,
Pt III Line 9bone of which being the application for Charity Care in satisfying the
Pt III Line 9boutstanding balance of their account. If the patient pursues Charity
Pt III Line 9bCare, there is a separate policy detailing the steps
Pt III Line 9brequired to qualify for Charity Care.
Pt VI Line 2The Organization assesses community health care needs
Pt VI Line 2in several ways. Utilization of services, especially inpatient and
Pt VI Line 2emergency department, are reviewed at least annually to determine the top
Pt VI Line 2reasons for admission/seeking care. Available health statistics data is
Pt VI Line 2reviewed at least annually from the Pennsylvania Department of Health to
Pt VI Line 2measure the status of health conditions in Beaver and Allegheny Counties
Pt VI Line 2including data on performance compared to Healthy People in 2010.
Pt VI Line 2Administration is in continuing dialogue with its Medical Staff and other
Pt VI Line 2health professionals regarding community health needs.
Pt VI Line 2Periodically the organization holds a strategic planning process
Pt VI Line 2for selected service lines. Previous strategic clinical planning study
Pt VI Line 2groups have included the topics of diabetes care, breast health, emergency
Pt VI Line 2services and cardiology. In 2009, the Organization completed a
Pt VI Line 2Community Health Needs Assessment. The assessment included 600 household
Pt VI Line 2telephone surveys conducted by an area market research firm with
Pt VI Line 2additional input gathered from patients, employees, medical staff,
Pt VI Line 2citizens and management. The assessment affirmed the Organizations's
Pt VI Line 2current Community Health Services and indicated some additional areas to
Pt VI Line 2consider for expansion.
Pt VI Line 3The Organization is committed to assisting all self
Pt VI Line 3pay patients in applying for State Medicaid. Currently the Organization
Pt VI Line 3engages a third party service to interview and complete the Medicaid
Pt VI Line 3application on all patients admitted with no health insurance.
Pt VI Line 3During the application process, patients are made aware of the Charity Care
Pt VI Line 3Program in the event they are denied State Medicaid. The financial
Pt VI Line 3information obtained during this process is used in determining if the
Pt VI Line 3patients qualify for the Charity Care Program.
Pt VI Line 3If the patient is denied for Medicaid, they receive monthly statements
Pt VI Line 3reflecting the outstanding balance owed. The Organization makes the
Pt VI Line 3patients aware of the Charity Care Program on the back side of all self pay
Pt VI Line 3patient statements. The statement directs all inquiries regarding Charity
Pt VI Line 3Care to the Patient Accounting Department. The patients are provided with
Pt VI Line 3the guidelines of the program at the point they contact Patient Accounting.
Pt VI Line 3This phone call usually results in the application along with the current
Pt VI Line 3guidelines being mailed to the patient for completion.
Pt VI Line 3In addition, reference to the Charity Care Program is included in the
Pt VI Line 3"Patient Guide" which is provided to all patients admitted.
Pt VI Line 4Service Area & Population - the Organization serves
Pt VI Line 4residents in the Western Pennsylvania counties of Allegheny, Beaver, Butler
Pt VI Line 4and Lawrence; Columbiana County in Eastern Ohio; and the panhandle
Pt VI Line 4of West Virginia. Our primary service area includes all of Beaver County,
Pt VI Line 4Northwestern Allegheny County, Southwestern Butler County, Southern
Pt VI Line 4Lawrence County, Eastern Columbiana County (Ohio), and Hancock and Brooke
Pt VI Line 4Counties (West Virginia). The population in our primary service
Pt VI Line 4area is approximately 458,000 people. The area is predominantly
Pt VI Line 4surburban although it includes towns, boroughs and rural areas.
Pt VI Line 4Selected Demographic Statistics
Pt VI Line 4Beaver County is emphasized as a plurality of the Organization's patients
Pt VI Line 4are residents of this county.
Pt VI Line 4The percentage of those 65 and older ranges from a low of 15.3% in
Pt VI Line 4Butler County to a high of 19.4% in Brooke County; Beaver County is 18.3%,
Pt VI Line 4substantially higher than the United States average of 12.9%.
Pt VI Line 4Median household income ranges from a low of $39,004 in Columbiana
Pt VI Line 4County to a high of $54,803 in Butler County; Beaver County is $44,557.
Pt VI Line 4substantially lower than the United States average of $50,221.
Pt VI Line 4The percentage of those below the poverty level ranges froma low of
Pt VI Line 48.9% in Butler County to a high of 16.4% in Columbiana County; Beaver
Pt VI Line 4County is 11.5%, substantially lower than the United States average of 14.3%.
Pt VI Line 4Uninsured adults ranges from a low of 9% in Allegheny and Butler
Pt VI Line 4Counties to a high of 26% in Columbiana County; Beaver County is 12%
Pt VI Line 4In Summary, the Organization's service area is older and less affluent
Pt VI Line 4than the United States average but the percentage at or below the poverty level is
Pt VI Line 4lower as the National Average includes inner cities.
Pt VI Line 4In Fiscal 2010, Medicaid was 7.0 Percent of net patient revenue at the
Pt VI Line 4Sewickley Campus and 6.4 percent at the Beaver Campus for a Weighted
Pt VI Line 4Average of 6.6 Percent. This is typical for most suburban service areas.
Pt VI Line 4In our community health needs assessment survey, 9.3% of the adult
Pt VI Line 4respondents stated that they did not have health insurance coverage of some
Pt VI Line 4kind. In comparison, 13% of Pennsylvania adults reported no health
Pt VI Line 4insurance. However, the Pennsylvania result is for adults aged 18 to 64,
Pt VI Line 4while the needs assessment included some people over age 60, of whom only
Pt VI Line 44% reported not having health insurance of some kind. Rates of adults
Pt VI Line 4without health insurance are expected to climb until unemployment levels
Pt VI Line 4decrease when the current economic recession starts to abate.
Pt VI Line 4Medically Underserved Areas (MUAS) & Medically Underserved Populations (MUPS)
Pt VI Line 4MUAS in the Organization's primary service area include:
