Description	Adding to its work in more than 30 countries, EDC began new education programs in Benin, Rwanda and Liberia. Programs continued to focus on basic education and teacher training, with an emphasis on women and girls. Large-scale, country-wide Interactive Radio Instruction (IRI) projects in the Democratic Republic of Congo, India, Mali, Somalia, Sudan, Tanzania and Zanzibar are now reaching approximately 45 million children and youth. Thousands of teachers in Botswana have received training to teach HIV prevention in the classroom, and with UNESCO Caribbean, we continue to provide HIV prevention training to ministries of education in 17 countries	Description

Description	Learning and Teaching: EDC's research and programs can be found in all 50 U.S. states. Work in school reform, mathematics, science, technology, and literacy continued to expand with such projects as the development and testing of hand-held games to enhance classroom learning and a study of the effectiveness of online learning. The U.S. Department of Education funded Regional Educational Laboratory Northeast and Islands (REL-NEI), based at EDC, conducted many large-scale studies and fast response reviews on requested issues such as dropout prevention and the use of data. A leader in early childhood education innovations and staff professional development for more than 20 years, EDC provided HeadStart training and support to sites throughout New England.	Description

Description	Health and Human Development: Health initiatives expanded to address the underlying social and economic factors of issues such as violence and suicide prevention, alcohol, tobacco and other drug use, HIV and AIDs. EDC continued to create, apply and evaluate health-related curriculum, training materials, interventions and evaluation tools for policy makers, providers and consumers to improve prevention, treatment and palliative care. EDC continued to support practitioners at local, state, and national levels as well as operate several national centers including the Center for the Application of Prevention Technologies (CAPT) to offer strategies to prevent substance abuse and mental disorders, the U.S. Department of Education's Higher Education Center for Alcohol and Other Drug Abuse and Violence Prevention which supports college and university campuses, and the Suicide Prevention Resource Center. Explanation	EDC is exempt from income taxes under Section 501 (c) (3) of the Internal Revenue Code; however, income from certain activities not directly related to its tax-exempt purpose is subject to taxation as unrelated business income. EDC had no unrelated business income for the years ending September 30, 2011 and 2010. EDC has determined that no provision for income tax is required. Accordingly, no provision for income taxes has been included in the accompanying financial statements. EDC adopted ASC740 " Accounting for Uncertainty in Income Taxes" for the year ending September 30, 2010. The interpretation clarifies the accounting for uncertainty in income taxes recognized in an enterprise's financial statements. The clarification prescribes recognition and measurement for a tax position taken or expected to be taken in a tax return ans also provides guidance on de-recognition, classification, interest and penalties, accounting in interim periods, disclosure, and transition. EDC applies a "more likely than not" threshold to the recognition and derecognition of income tax positions. EDC recorded no unrecognized tax benefits or liabilities related to uncertain tax positions at September 30, 2011 or as of September 30, 2010. Explanation	Education Development Center, Inc. (EDC) is a global nonprofit organization that develops, delivers, and evaluates innovative programs to address some of the world's most urgent challenges. We seek grants and contracts from public-sector and private sponsors to carry out programs consistent with EDC's charitable and educational mission: to improve education, health promotion and care, workforce preparation, communication technologies, and civic engagement. Our services include research, training, education materials and strategy, with activities from seed projects to large-scale national and international initiatives. EDC partners with a wide variety of organization to implement our overseas programs, including US and Non-US Non-govermental organizations (NGOs), community based organizations, universities, and for-profit organizations through project specific subgrants and subcontracts. The capabilities of subawardees are examined by EDC either before it submits a proposal to its sponsor or post-award. Subawardees must usually be approved in advance in accordance with EDC's sponsors' requirements. For overseas subgrant programs that are implemented post award, EDC customizes a selection and evaluation RFA process that reflects the technical needs of the program and the local capacity. Selection factors include a review of technical capacity, past performance, and financial/managerial capacity, as well as an evaluation of the programmatic proposal submitted by applicants. For every EDC subgrant or subcontract a written agreement is made with the subawardee to carry out a substantive part of the work for which EDC has received its funding. These agreements are drafted by EDC's Office of Sponsored Programs, with the guidance of EDC's General Counsel as needed, with technical guidance from the EDC Project Director and local management staff. In some situations, local subgrants are drafted by EDC's field office staff using templates provided by EDC's Office of Sponsored Programs. These agreements contain detailed technical work statements, budgets, reporting requirements, audit requirements and any other flow-down clauses, terms, and conditions, necessary to ensure that the subawards are carried out in a manner compliant with applicable federal, state and local law and the terms of EDC's grants and contracts from its sponsors. Prior to issuing any subgrant, and pursuant to Executive Order 13224, EDC obtains a certification from prospective subgrantees that recipient did not provide within the previous ten years material support or resources to any individual or entity that commits, attempts to commit, advocated, facilitated, or participates in terrorist acts. EDC also confirms that the organization, official signatory, and key personnel are not listed on any of the major databases of persons and organizations linked with terrorism. The international grant agreements also contain specific provisions to protect against grant funds being used to support terrorist organizations or activities, to support or oppose any candidates for political office, for lobbying puropses, or in violation of any applicable laws. Payment provisions range from cost reimbursement, to advance and reconciliation, to fixed obligations, and payments are regularly monitored to help ensure that significant grant amounts are not at risk for improper use or diversion. Technical and Financial monitoring of Subgrantees is accomplished in several ways and could include review of programmatic and financial reports, desk reviews, periodic site visits, and review of supporting documentation. (EDC) is a global nonprofit organization that develops, delivers, and evaluates innovative programs to address some of the world's most urgent challenges. We seek grants and contracts from public-sector and private sponsors to carry out programs consistent with EDC's charitable and educational mission: to improve education, health promotion and care, workforce preparation, communication technologies, and civic engagement. Our services include research, training, educational materials and strategy, with activitites ranging from seed projects to large-scale national and international initiatives. EDC partners with a wide variety of organizations, including nonprofits, universities, hospitals and for-profit organizations throughout the United States through project-specific subgrants and subcontracts. The capabilities of subawardees are examined by EDC before it submits a proposal to its sponsor or post-award. Subawardees must usually be approved in advance in accordance with EDC's sponsors' requirements. For every EDC subgrant or subcontract a written agreement is made with the subawardee to carry out a substantive part of the work for which EDC has received its funding. These agreements are drafted by EDC's Office of Sponsored Programs, under the guidance of EDC's General Counsel, with technical guidance from the EDC Project Director. These contracts contain detailed technical work statements, budgets, reporting requirements, audit requirements and any other terms necessary to ensure that the subawards are carried out in a manner compliant with applicable federal, state and local laws and the terms of EDC's grants and contracts from its sponsors. Performance by the subrecipient is monitored by the EDC Project Director, who is responsible for technical monitoring of subawards. The EDC Project Director is assisted by a unit financial manager to review and authorize payment of subrecipient invoices.
