| Description | RESIDENTIAL SERVICES ARE PROVIDED TO APPROXIMATELY 85 PERSONS WITH INTELLectual and DEVELOPMENTAL DISABilities who reside in one of ten group homes or in supervised apartments or supported living apartments in the county. Persons residing in group homes receive the most intense supervision, based upon their level of need. Persons who live in supervised or supported living apartments generally receive less intensive support, with the degree based on identified needs. The Arc of Monmouth also provides supports to persons with disabilities who live independently or with their families in the community but choose supports to maintain themselves in their living situation. | Description | Adult services offers day program opportunities for approximately 135 persons with intellectual and developmental disabilities. The Arc operates five adult training centers and a crew labor program in which the participants do janitorial work for community businesses and citizens. Two of the five adult training centers are special needs centers; one serves persons with severe developmental disability and physical disabilities and the other serves persons with dual diagnoses of developmental disability and psychiatric diagnoses or severe behavior problems. The adult training centers provide opportunities for paid subcontract work and for volunteering, as well as building daily living skills such as food preparation, clothing care, community recreation and personal care. | Description |

| Schedule D, Part X, Line 2 | Accounting principles generally accepted in the United States of America require management to evaluate tax positions taken by the Organization and recognize a tax liability (or asset) if the Organization has taken an uncertain position that more likely than not would not be sustained upon examination by the Internal Revenue Service. Management has analyzed the tax positions taken by the Organization, and has concluded that as of June 30, 2012 there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the consolidated financial statements. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes it is no longer subject to income tax examinations for years prior to 2009. In addition, there have been no tax related interest or penalties for periods presented in these financial statements. Should such penalties and interest be incurred, the Organizations policy would be to recognized them as operating expenses. |

| PART III, 4D | THE Arc of Monmouth operated the Dorothy B. Hersh High School for approximately 12 students with intellectual and developmental disabilities. In addition to academic instruction, the school also provided vocational training and experiences in the community and assisted students to find employment. The Arc also offers employment services to assist adults with disabilities to find and maintain community jobs. The agency operates an Ambulatory Care Center in Tinton Falls that provides health and mental health services. The Arc Recreation Department helps individuals with developmental disabilities participate in a variety of recreational experiences including supervised trips and activities. Saturday Respite is offered for persons with severe disabilities. The Arc responds to hundreds of calls each year from persons seeking information on services for persons with intellectual and developmental disabilities, and offers support services and informational meetings for families of persons with developmental disabilities. |

The actions taken by the Committee enable the Organization to receive the rebuttable presumption of reasonableness for purposes of Internal Revenue Code Section 4958 with respect to the total compensation of certain members of the senior management team, including the Executive Director, Associate Executive Director and the Assistant Executive Director. The three factors which must be satisfied in order to receive the rebuttable presumption of reasonablemenss are the following: 1. The Compensation arrangement is approved in advance by an "authorized body" of the applicable tax-exempt organization which is composed entirely of individuals who do not have a "conflict of interest" with respect to the compensation arrangement. 2. The authorzied body obtained and relied upon "appropriate data as to comparabiltiy" prior to making its determination; and 3. The authorized body "adequately documented the basis for its determination" concurrently with making that determination. |
