We served more than 800 children through placement services in FY12, with more than 700 of these children receiving foster care services. | Explanation | OHU, including each of the consolidated partner agencies, is exempt from federal income taxes under Internal Revenue Code Section 501(c)(3). On July 1, 2009, OHU adopted the FASB-issued guidance for uncertainty in income taxes, which addresses the determination of whether tax benefits claimed on a tax return should be recorded in the financial statements. Under this guidance, OHU may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of OHU and the various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. The guidance on accounting for uncertainty in income taxes also addresses derecognition, classification, interest and penalties on income taxes, and accounting in interim periods. At June 30, 2011 and June 30, 2012 there were no unrecognized tax benefits identified or recorded as liabilities. OHU files Forms 990 in the U.S. federal jurisdiction and in the State of Illinois. | Form 990, Part VI, Section B, line 11 | The completed Form 990 draft is presented to management for review by the paid tax preparer. Management reviews the Form 990 draft both for accuracy and any questions they might have. Management schedules a meeting with the Federation Audit Committee for review of the draft of Form 990. The draft report is sent out to Committee Members approximately one week prior to the meeting. Audit Committee Members meet with the tax preparer, and management to review the draft of Form 990. Audit Committee Members then either request changes or recommend that the the Form 990 be accepted. Their recommendation is then forwarded to the partner boards and the Federation Board. Partner Boards are presented a copy of the Form 990 draft and the opportunity to raise questions/request changes.
