DescThe Committee to Protect Journalists promotes press freedom worldwide and defends the right of journalists to report the news without fear of reprisal. CPJ ensures the free flow of news and commentary by taking action wherever journalists are attacked, imprisoned, killed, kidnapped, threatened, censored, or harassed.Since its establishment in 1981, CPJ has grown to be a leader in the global press freedom movement. The organization is distinguished by the high quality of its reporting, a reputation for political independence, decades of experience, and an influential board of directors. Its professional staff of journalists and regional experts report on press freedom violations, advocate for reforms, and provide emergency aid to journalists at risk. CPJ pursues direct engagement with government officialsincluding meetings with heads of stateto secure results. The organizations reporting is routinely used as the basis for protests and appeals by a range of influential actors, such as other international human rights groups, political leaders, and diplomats. CPJs reporting is amplified by major media coverage. All of its published work is available online at cpj.org.CPJ operates five regional programs and does thematic work around Internet Advocacy, Journalist Security, and Journalist Assistance. We run longer-term advocacy projects, including a campaign against impunity for journalist murders and a campaign to free imprisoned journalists. The organization has expanded its global reach to respond to the greater demand for its services. CPJs International Program Network includes team members in Mexico City, Bogot, So Paulo, London, Brussels, Moscow, Istanbul, Cairo, Abuja, Nairobi, Bangkok, and Hong Kong. The Africa program is led by a program coordinator based in Cape Town. In 2013, CPJ formed a regional advisory board in Latin America made up of leading journalists to provide strategic guidance. Press freedom around the world is at risk as never before, with record numbers of journalists coming under attack. CPJ is also responding to a widening range of threats to free expressionincluding digital censorship and surveillance on an unprecedented scale. CPJ now serves a broader constituency of journalistsincluding growing numbers of freelancers, bloggers, and citizen journalists. This new generation of independent journalists typically works with little to no institutional support. They rely on CPJ for solid reporting on press freedom conditions, high-level advocacy to end abuses, and direct aid in emergency situations. In 2013, CPJ carried out missions and special projects focused on Brazil, Colombia, Ecuador, Mexico, Russia, Turkey, Syria, Egypt, Iran, Iraqi Kurdistan, Afghanistan, Pakistan, Burma, China, Vietnam, Kenya, Tanzania, and Uganda. CPJ also published its first-ever comprehensive report on the United States, examining the chilling effect of widespread surveillance and the administrations war on leaks. Through its work in 2013, CPJhelped win the early release of 43 imprisoned journalists provided emergency aid to 153 journalists at riskput the issue of impunity for journalist murders on the United Nations agendastrengthened government accountability in Mexico for attacks on the pressdrew international attention to Turkeys record as the worlds leading jailer of journalistsexposed the unprecedented threats to press freedom in the U.S.Syria remained the most deadly place for journalists on the job in 2013. At least 65 journalists have been killed in the course of reporting on the conflict since 2011. Ninety percent of those journalists were locals, including large numbers of citizen journalists who used digital tools to get news to the outside world. More than 70 Syrian journalists have been forced into exile. In 2013, CPJ established the Syria Response Group with a dozen other organizations to coordinate emergency aid, advocate on behalf of exiled journalists with the United Nations refugee agency and host governments, and produce an online resource center for journalists reporting in Syria. Worldwide, CPJ documented the cases of 70 journalists killed in 2013. CPJ maintains a database with detailed records on journalist deaths in 1992. The organization applies strict journalistic standards when investigating each case to determine whether a death was work-related. CPJs data is widely used by journalists, activists, and policymakers. CPJ stepped up its Global Campaign Against Impunity to ensure that the killers of journalists are brought to justice. The organization pushed for implementation of the United Nations action plan on impunity, which incorporates many of CPJs recommendations. In July 2013, CPJ Vice Chair Kathleen Carroll addressed a historic UN Security Council open debate on the protection of journalists. In December, the General Assembly approved a resolution to make the International Day to End Impunity an official UN day, thanks to intensive advocacy by CPJ and other groups. CPJ has received political commitments to tackle impunity in meetings with heads of state in Mexico, Pakistan, and the Philippines and with senior officials in Russia and Brazil. In 2013, CPJ documented a record number of six prosecutions in journalist murder cases. CPJ also welcomed passage of legislation in Mexico to make crimes against free expression a federal offense, a long-sought reform to strengthen accountability for attacks on the press.CPJs campaign to Free the Press works secure the release of imprisoned journalists through a combination of sustained reporting, strategic advocacy, and targeted assistance. This work is urgently needed as the number of imprisoned journalists has grown in recent years. There were 211 journalists behind bars at the time of our 2013 prison census, the second worst year on record. That grim tally would have been even higher without international advocacy. In 2013, CPJs efforts contributed to the early release of 43 imprisoned journalists worldwide. Turkey was the worlds leading jailer of journalists, surpassing the records of notoriously repressive states including Iran and China. CPJ carried out high-level advocacy to pursue recommendations made in its 2012 report exposing Turkeys Press Freedom Crisis. Prospects for reform stalled when the Turkish government used brute force to put down massive demonstrations that erupted in late May. During the turbulent summer months, CPJ documented dozens of attacks on journalists, mostly by police attempting to obstruct coverage of the protests. In September, CPJ carried out a high-level mission to meet with government officials and journalists. The delegation received a pledge from the Justice Ministry to provide information about all imprisoned journalists included on CPJs list. In November, CPJ gave its International Press Freedom Award to Nedim Sener, a leading investigative journalist who was imprisoned for a year without trial and granted conditional release due to CPJ advocacy.CPJ is building up its Internet Advocacy program to confront emerging threats to press freedom online, provide technical advice to journalists on digital security, and advocate with governments and corporations to protect freedom of expression in the digital age. Following media revelations about massive digital surveillance led by the U.S. National Security Agency (NSA), CPJ joined an unprecedented coalition of leading Internet companies and civil liberties activists to urge Washington to be more transparent about the scale of its surveillance programs. In October, CPJ issued its first comprehensive report on press freedom conditions in the U.S.: The Obama Administration and the Press: Leakinvestigations and surveillance in post -9/11 America. The report, written by Leonard Downie Jr., former executive editor of The Washington Post, documented the chilling effect of unchecked surveillance in the U.S. and abroad. CPJ issued a series of recommendations alongside the report and is pushing for reforms.CPJ reached out to journalists around the world to raise awareness about the critical importance of digital security, a major focus of its Journalist Security Guide (available at cpj.org in Arabic, English, French, Russian, Somali, and Spanish). The guide is intended to help journalists navigate the growing dangers of reporting. It includes chapters on covering conflict, crime, civil disturbances, and natural disasters. The section on risk assessment features the organizations pioneering research on sexual violence against journalists. The guide has been used in a variety of training workshops, including in Somalia, the most dangerous country in Africa for journalists. CPJ scaled up emergency aid to journalists at risk. In 2013, its Journalist Assistance program helped 153 journalistsproviding support for urgent medical treatment, legal defense, and refugee claims. CPJ responded to an influx of cases from the Middle East amid ongoing conflict and political unrest. CPJ convened a major confDesc
