MONITORING THE USE OF GRANTS OUTSIDE THE USSCHEDULE F, PART I, LINE 2Children International (CI) provides vital benefits, services and comprehensive skill building activities for needy children and youth through its child sponsorship program. All of these international field locations follow guidance as prescribed in a Field Manual (written and maintained by CI) outlining key procedures from child selection to program monitoring. The accounting portion of this manual describes the various procedures and controls surrounding the accounting of all funds sent from CI using a standardized chart of accounts and accounting system around the world. As described in the accounting portion of the Field Manual, each field location is responsible to Kansas City for monthly and quarterly reports comparing actual results to budget and explaining significant variances. These reports are due by the 15th of the month following the month or quarter. In addition, each field location is subject to an annual audit conducted by an independent CPA firm and at least one audit performed by CI internal audit staff. A financial review involving "agreed upon procedures" is performed by the independent CPA firm at the 6 month mark of every fiscal year, focusing on testing of cash disbursements. The CI Regional Controllers also perform an internal review of each field location annually. Each child sponsorship program location prepares an annual budget based upon guidelines established by CI. These budgets are reviewed by CI Programs staff and ultimately by the CI Regional Directors, Director of International Finance, Director of Programs and VP of Programs at CI and the CI Executive Committee at CI Headquarters.

ExplanationCHILDREN INTERNATIONAL PROGRAMS ARE MADE POSSIBLE THROUGH A VARIETY OF FUNDING METHODS, INCLUDING CHILD SPONSORSHIP, A CONTINUITY PROGRAM WHERE AN INDIVIDUAL AGREES TO SPONSOR A NEEDY CHILD BY MEANS OF ONGOING MONTHLY CONTRIBUTIONS. DUE TO THE CONNECTION BETWEEN THE INDIVIDUAL AND CHILD, MANY SPONSORS CONTINUE THEIR COMMITMENT FOR MULTIPLE YEARS. BECAUSE OF THIS LONGEVITY, IT IS NECESSARY, WHEN LOOKING AT THE VALUE OF A FUNDRAISING CAMPAIGN, TO CONSIDER THE INCOME GENERATED BY THOSE SPONSORS OVER SEVERAL YEARS. THEREFORE, INCOME RESULTING FROM THE FUNDRAISING SPENDING IN 2013 WILL BE REALIZED OVER THE NEXT SEVERAL YEARS. IN 2013, 83% OF ALL INCOME WAS USED TO PROVIDE BENEFITS AND SERVICES TO CHILDREN, YOUTH, FAMILIES AND COMMUNITIES IN DESPERATE NEED.Explanation

DESCRIPTION OF ORGANIZATION'S MISSIONFORM 990, PART III, LINE 1CHILDREN INTERNATIONAL'S MISSION IS TO BRING REAL AND LASTING CHANGE TO CHILDREN LIVING IN POVERTY. OUR VISION IS THAT EVERY CHILD GRADUATES FROM OUR PROGRAM AS A HEALTHY, EDUCATED, SELF-RELIANT ADULT WITH THE JOB SKILLS AND DRIVE TO BREAK FREE FROM POVERTY WHILE IMPROVING THEIR OWN COMMUNITY.
PROGRAM SERVICE ACCOMPLISHMENTSFORM 990, PART III, LINE 4A & 4BLINE 4A ------- Children International's approach to helping children and youth overcome poverty is effective. Our internal reports and case studies have always supported the positive benefits of sponsorship. A group of economists recently published a study revealing that sponsored children were up to 80 percent more likely to complete a university education, up to 35 percent more likely to get white-collar jobs and up to 75 percent more likely to become community leaders than their non-sponsored peers. Although the study focused on another charity, the researchers noted that sponsorship organizations like Children International "retain a focus on the nurturing and development of individual children," which is critical to helping children overcome the effects of poverty. That may be groundbreaking research to economists, but it is no surprise to those of us directly involved with sponsorship. Children International and its sponsors have provided life-changing benefits and services to more than a million young people and families going on four decades now. Our community centers, and the caring staff who work in them, make sure that young people have access to medical, dental and nutritional care, library and computer resources, training and enrichment opportunities, and recreational activities. Sponsors foster confidence and determination in children and youth by exchanging letters and photos and providing extra support as they are able. They can track a child's growth through annual progress reports and stay informed about community developments through our web and print updates. They can even visit children and families in person and see for themselves the important difference sponsorship makes. All of these factors work together to ensure that every child has the chance to graduate from our program as a healthy, educated, self-reliant adult with the job skills and drive to break free from poverty while improving their own community. Health The first and most important priority for a good life is good health. So, it is no coincidence that health exams are the first benefit newly sponsored children receive at our community centers. Annual exams are mandatory for children under 12, and all children have access to curative care. Additional health benefits include free medicines, parasite screenings and treatment, health education, referral services for specialized care and financial support for emergency medical and operative care. We monitor and chart children's health information using an Electronic Medical Records System (EMRS), which is now integrated into all our medical clinics. The EMRS provides our staff with a highly accurate and thorough diagnostic tool based on clinical guidelines established by the World Health Organization. We provide dental services to children as well - a significant benefit that sets CI apart from other sponsorship organizations. Dental problems can keep children out of school and negatively impact their diets. Fortunately, our staff dentists and assistants conduct regular oral health screenings and provide preventive care, such as cleanings, fluoride treatments and sealants. Whether it is access to basic services, lifesaving medicine or health education, our health programs are designed to meet the particular needs of individuals and the unique difficulties in their communities. Education It's a fact: Getting an education is essential to escaping poverty. Education lowers crime, increases civic engagement, reduces mother and infant mortality rates and decreases early pregnancies. To encourage children to stay in school, we provide educational benefits such as school and transportation fees, uniforms, books and other supplies. Youth who are out of school or at risk of dropping out are eligible for additional school assistance to maintain enrollment, and we encourage those who want to complete secondary school or enter college or vocational training to apply for Children International's HOPE (Helping Overcome Poverty through Education) scholarship. In addition to school supplies and scholarships, children and youth have full access to our community center libraries. The libraries give children a safe place to study, attend tutoring sessions or participate in reading programs and games - resources that are rare in their neighborhoods. Many of our community centers also feature computer labs, where children, youth, their parents and local volunteers can attend classes to learn basic computer operations and improve their digital literacy. Combined with basic educational assistance, CI's libraries and computer centers not only empower children and youth to stay in school, they open doors to a world of opportunities and set young people on a path out of poverty. Nutrition Nearly 33 percent of children in developing countries are affected by malnutrition, according to the Food and Agriculture Organization (FAO). Even worse, poor nutrition plays a role in nearly half of all worldwide child deaths each year. We are helping reduce hunger and malnourishment through our nutrition rehabilitation and Lifeline Food programs. All sponsored children under 12 receive malnutrition screenings during their annual medical exams. We enroll those who are diagnosed with moderate to severe malnutrition in a rehabilitation feeding program. Meanwhile, our staff teaches their parents how to identify early warning signs of malnutrition and how to prepare local, low-cost nutritional foods. We offer other unique solutions to hunger and poor nutrition in the communities we serve, too. These include household and community gardens in crowded urban areas of the Philippines, Mexico and Ecuador, school-feeding programs in Zambia and volunteer-led community-feeding programs in Colombia. In addition to those services, our Lifeline Food program addresses the short-term nutritional needs of families who face extreme circumstances, such as disasters, illness or the death of a caregiver.
Youth"Investment in youth programs and services can reduce conditions that limit the potential for a demographic dividend, including, for example, high rates of unemployment, school dropout, early pregnancy, HIV and AIDS, and poor nutrition," reports USAID, the United States Agency for International Development. Such investment, it states, will "amplify and sustain important health and social gains from childhood interventions." We offer a comprehensive set of programs to all youth 12 and older to supplement the core benefits sponsorship provides from early childhood through adolescence. Our programs use peer education to help youth manage the challenges of adolescence while equipping them with the skills, training and education they need to transition into adulthood and gainful employment. At the same time, they empower youth to fully participate in both personal and community development - an approach that has been shown to reverse the negative effects of poverty. 82% of active participants say that CI's youth programs have taught them how to solve problems in their communities. Our Into Employment program, for instance, pairs working-aged youth with trade schools and businesses that teach them job skills that are in demand in areas such as information technology, automotive repair and hospitality services. The youth gain on-the-job training in formal work settings, which improves their employability and their future earning potential. "I will never forget the training I attended as a youth," said Edmarie, a registered nurse and a youth graduate from Quezon City, Philippines. "My experiences in the Youth Program became my root, my foundation. I can apply them even now." CI's Youth Programs at a Glance Our comprehensive curriculum is designed to help youth stay safe and healthy, complete school or job training, find gainful employment and give back to their communities. Social and Financial Education Teaches young people about their rights and responsibilities and how to earn, save and budget money and natural resources. Sports for Development Promotes safety, teamwork, conflict resolution and perseverance through organized sports leagues. Youth Health Corps Employs peer education to raise awareness about reproductive and sexual health, substance abuse and preventable diseases. Leadership and Community Development Equips youth with communication, problem-solving and decision-making skills and encourages participation in democratic activities and community-service projects. Continuing Education Awards scholarships through our HOPE Fund to qualified youth who need assistance to complete high school, go to college or learn a trade. Into Employment Matches youth with trade schools and formal work experience so they can acquire job skills that are in demand in their communities.
PROGRAM SERVICE ACCOMPLISHMENTS CONTINUEDFORM 990, PART III, LINE 4A & 4BLINE 4B ------- Family and Community From school-feeding programs in Zambia to clean-water and sanitation services for underdeveloped areas in the Dominican Republic, we are able to carry out extensive community-wide initiatives because our community centers are strategically located in the heart of underserved areas. We operate more than 80 community centers that are staffed exclusively with local professionals and volunteers who understand the specific challenges and needs of the residents. The centers provide safe spaces for children to play and to study, for youth to engage in skills training and constructive activities, and for parents to participate in personal-enrichment workshops or avail of services that aren't offered elsewhere in their communities. In 2013 twenty-five hundred deeply impoverished children in Delhi, India, began receiving life-changing benefits for the first time. When CI built a new center in her neighborhood in Guayaquil, Ecuador, 11-year-old sponsored youth Fernanda said people in her community were so proud they were inspired to make additional improvements. "Everyone joined together to talk about improving the entire block," she remarked. Our Youth Councils are contributing to community development, too. They oversee community-service projects such as environmental cleanup campaigns, funding micro-businesses and repairing houses. Providing emergency food, water, clothing and temporary housing in the wake of disasters is another way we help families in need. We are able to distribute aid swiftly and efficiently because our centers are well-established in the communities we serve, offering security and stability in volatile areas. Partnerships Collaboration is the key to providing effective, economical humanitarian relief. That's why we are committed to securing partnerships and product donations. The additional support allows us to provide a higher volume of direct assistance to children and their families. In 2013, Children International became a TOMS Giving Partner. Through this special partnership, hundreds of thousands of new pairs of TOMS Shoes were distributed to children around the world. The shoes are protecting children and youth from soil-based parasites that enter through bare feet, while promoting regular school attendance and easing the financial burden on families. Children International's outreach to communities can also be seen through our Community Literacy Program that promotes the love of reading, a culture of literacy and the acquisition of knowledge among school children, youth and adults by providing quality text books, children's books, reference materials and other educational items for classrooms and libraries through our partnerships with communities and other organizations. In addition, the program helps provide school desks, librarian and teacher training as well as innovative solutions such as mobile libraries, community reading tents, and container libraries. Through collaborations and partnerships with organizations, businesses and government entities, we are multiplying the benefits and increasing the impact on children, youth, families and communities suffering the effects of severe poverty and providing real hope for the future. By partnering with organizations, businesses and government entities, we are multiplying the benefits of sponsorship and widening the circle of support that protects children, their families and their communities.
