DescPublic Policy - The Council of State Governments tracks public policy issues in various areas across the country, including in education, health, energy and environment, and transportation at its headquarters office. In addition, several policy programs offer an expanded look into specific categories, such as public safety and justice issues at the national Justice Center, public health issues at Healthy States, combined state efforts in areas of common interest through the National Center for Interstate Compacts, and model legislation through the Suggested State Legislation program. CSG recently launched the Comparative Performance Measurement Project, which seeks to collect, analyze and publish comparative performance data so states can better set reachable targets for their services and identify successful state practices.Desc

ExplanationThe Council of State Governments Justice Center worked in FY 14 to advance criminal justice issues on Capitol Hill and with the Administration, including 1) efforts to ensure funding, reauthorization, and the successful implementation of the Second Chance Act; 2) efforts to ensure funding, reauthorization, of the Mentally Ill Offender Treatment and Crime Reduction Act; 3)secure funding support for a Justice Reinvestment Initiative; and 4) raise awareness on Capitol Hill about state corrections challenges, prisoner reentry and recidivism reduction efforts. Second Chance The Justice Center coordinated efforts to secure funding for the grant programs that the Second Chance Act authorizes for fiscal years 2014 and 2015. Activities included work with the Hill to submit to Congress a letter in support of FY2015 funding. The FY15 Criminal, Justice, Science appropriations bills released by the House included a mark of $62.8 million and $70 million in the Senate. In November of 2013, the Second Chance Reauthorization Act of 2013 was introduced in both the House and Senate by Senators Leahy and Portman and Congressmen Sensenbrenner, Davis, Coble, Scott, Bachus, Conyers, Chabot, and Fudge. In the past year CSG has organized several events to highlight the importance of recidivism and reentry, including several congressional staff briefings in House and Senate offices to discuss the Second Chance Act. In November 2013, the Justice Center also released a report highlighting Second Chance grantees. Coordinating closely with key congressional champions, CSG helped disseminate the report to over 200 key Members of Congress, including a large volume of staff meetings to reinforce existing congressional support for reentry and cultivate new champions. And in June 2014, CSG released a report highlighting recidivism reductions in eight states. To promote the report, CSG held a Congressional staff briefing that featured the governors of West Virginia and Pennsylvania and several Members of Congress. Justice Reinvestment The Justice Center coordinated efforts to secure funding for the Justice Reinvestment Initiative (JR) for fiscal years 2014 and 2015. Activities included work with the Hill to submit to Congress a letter in support of FY2015 funding. The FY15 Criminal, Justice, Science appropriations bills released by the House included a mark of $30 million and $22 million in the Senate. In June 2014, CSG released a report highlighting recidivism reductions in eight states. To promote the report, CSG held a Congressional staff briefing that featured the governors of West Virginia and Pennsylvania and several Members of Congress. CSG disseminated the Idaho, Nebraska, Washington, and Alabama JR reports to their Congressional delegations and held staff briefings to discuss JR efforts in North Carolina, Alabama, and Pennsylvania. Mentally Ill Offender Treatment Crime and Reduction Act The Justice Center coordinated efforts to secure funding for the Mentally Ill Offender Treatment and Crime Reduction Act (MIOTCRA) for fiscal years 2014 and 2015. Activities included work with the Hill to submit to Congress a letter in support of FY2015 funding. The FY15 Criminal, Justice, Science appropriations bills released by the House included a mark of $13 million and $9 million in the Senate. CSG worked on an amendment to the CSJ bill that increased funding for MIOTCRA by $2 million. In June 2013, the Justice and Mental Health Collaboration Act (which would reauthorize MIOTCRA) passed the Senate Judiciary Committee by unanimous consent. CSG is has had several meetings with Members of Congress to increase support for the bill. State Lobbying The Justice Center registered as lobbyist in Idaho to raise awareness and educate policymakers regarding justice reinvestment legislation being considered by the legislature. This legislation was informed by analyses and technical assistance we provided both states at the request of their governor, legislative leaders, and other state officials. The State of Idaho's definition of lobby includes rulemaking work that may occur post legislation. Justice Center remains registered as lobbyists while we provide technical assistance guidance to redraft parole rules, as required by statute.ExplanationTxt
