DescPublic Policy - The Council of State Governments tracks public policy issues in various areas across the country, including in education, health, energy and environment, and transportation at its headquarters office. In addition, several policy programs offer an expanded look into specific categories, such as public safety and justice issues at the national Justice Center, public health issues at Healthy States, combined state efforts in areas of common interest through the National Center for Interstate Compacts, and model legislation through the Suggested State Legislation program. CSG recently launched the Comparative Performance Measurement Project, which seeks to collect, analyze and publish comparative performance data so states can better set reachable targets for their services and identify successful state practices.Desc

ExplanationThe Council of State Governments Justice Center worked in FY 16 to advance criminal justice issues on Capitol Hill and with the Administration, including 1) efforts to ensure funding, reauthorization, and the successful implementation of the Second Chance Act; 2) efforts to ensure funding, reauthorization, of the Mentally Ill Offender Treatment and Crime Reduction Act; 3) secure funding support for a Justice Reinvestment Initiative; and 4) raise awareness on Capitol Hill about state corrections challenges, prisoner reentry and recidivism reduction efforts. The Justice Center coordinated efforts to secure funding for the grant programs that the Second Chance Act authorizes for fiscal years 2016 and 2017. Activities included work with the Hill to submit to Congress a letter in support of FY 2017 funding. The FY 17 Criminal, Justice, Science appropriations bills released by the House included a mark of $68 million and $75 million in the Senate. In June of 2015, the Second Chance Reauthorization Act of 2015 was introduced in the Senate by Senators Leahy (D-VT) and Portman (R-OH). Congressmen Sensenbrenner (R-WI) and, Davis (D-IL) introduced the House version of the bill. CSG has had several meetings with Members of Congress to increase support for the bill. In January 2016, the House Judiciary Committee unanimously approved the bill. The Justice Center coordinated efforts to secure funding for the Justice Reinvestment Initiative (JR) for fiscal years 2016 and 2017. CSG Justice Center played a pivotal role in garnering continued congressional approval for critical criminal justice programs, including the Justice Reinvestment Initiative. Again this year, activities included work with the Hill to submit to Congress letters in support of FY2017 funding. The FY17 Criminal, Justice, Science appropriations bill was introduced in late April in the Senate including $25 million for the Justice Reinvestment Initiative. The House Appropriations Committee approved their FY17 bill in late May, noting $27.5 million in support for Justice Reinvestment programs. Final appropriations are awaiting passage by the full House and Senate. The Justice Center coordinated efforts to secure funding for the Mentally Ill Offender Treatment and Crime Reduction Act (MIOTCRA) for fiscal years 2016 and 2017. Activities included work with the Hill to submit to Congress letters in support of FY2017 funding. The FY17 Criminal, Justice, Science appropriations bills released by the House included a mark of $12 million and $11 million in the Senate. In April 2015, Senators Al Franken (D-MN) and John Cornyn (R-TX) and Congressman Doug Collins (R-GA) and Bobby Scott (D-VA) introduced the Comprehensive Justice and Mental Health Act of 2015 (which would reauthorize MIOTCRA). CSG has had several meetings with Members of Congress to increase support for the bill The Senate Judiciary Committee approved the bill by unanimous consent on April 30, 2015. The bill passed the Senate by unanimous consent on Dec. 10, 2015 and the House Judiciary Committee unanimously approved the bill in January 2015. CSG also provided input on Senator Cornyn's (R-TX) Mental Health and Safe Communities Act of 2015, which also reauthorizes MIOTCRA. During FY 16, three Justice Center staff registered as lobbyists in Rhode Island to supplement efforts to raise awareness and educate policymakers about justice reinvestment legislation being considered by the state legislature. This legislation was informed by analyses and technical assistance provided at the request of the governor, legislative leaders, and other state officials. As part of the lobbying effort in Rhode Island, CSG Justice Center also hired a government affairs and lobbying consulting firm called Pannone, Lopes, Deveraux and West, LLC to assist Justice Center staff with messaging, communications and setting up key meetings legislators, and other elected officials and stat leaders as necessary to further justice reinvestment legislation. By the end of FY16, Justice Center staff had completed all lobby work, filed all required reports and terminated registrations in Rhode Island.ExplanationTxt
