Descsee Schedule O for the description on the special events programSpecial eventsWPDDMA events bring people downtown. In FY 16/17, WPDDMA events brought over 38,000 people to downtown White Plains which stimulated direct expenditures of over $745,000 on parking, food, beverages, hotel stays, and other items. Additionally, these special events help to establish downtown White Plains as a vibrant and enjoyable place to be for all who live, work and our visit the city. The goal is to provide each worker, resident or visitor with a unique and exciting downtown experience that creates an affinity for the downtown and its many shops, restaurants, and attractions. With such a diverse population in White Plains and the surrounding area, the WPDDMA strives to provide something for everyone. Proud cultural events include the Saint Patrick's Day, Oktoberfest, and our Cinco de Mayo celebrations. Other WPDDMA events include the largest New Year's Eve celebration in Westchester County, a five-day Jazz Festival and a movie screening of Disney's Born in China. In addition, in FY 16/17 The WPDDMA hosted its second Summer Solstice Celebration, an evening designed to bring downtown workers and residents together to celebrate the longest day of the year with food and music. In FY 16/17 the WPDDMA also partnered with Doug Panero Presents and City Center to host ten concerts on Thursday evenings in the courtyard at City Center.First launched in 2015, the WPDDMA's Art in Vacant Spaces program was created to improve the visual appearance of several vacant downtown storefronts, thereby enhancing the overall ambiance and pedestrian experience in the downtown. Art in Vacant Spaces is a collaboration among Purchase College of the State University of New York, the WPDDMA, downtown property owners, Poet Judith Sloan, Professor Warren Lehrer and students attending his Community Design Class. In FY 16/17, as in last year, Professor Warren Lehrer's senior level Community Design class created artwork based on poetry by Judith Sloan. Judith researched and interviewed people in White Plains and wrote site-specific poems for the project which represent the hopes, desires, and memories of people working and/or living in White Plains, leaving room for evocative interpretations by the student designers. The students then visualized the texts using various design elements and tools including typography, color, and shape. This year, for the first time, they also used light, photography, animation, projections, and laser cuts. Four of the 14 artworks on display include these media. The FY 16/17 Art in Vacant Spaces project features ten works across one continuous swath of 50 plus windows and doorways at the corner of East Post Road and South Broadway. These pieces were debuted on Small Business Saturday, November 26, 2016. This installation transformed this highly visible vacant street corner into a large art wall which dramatically changed the character of this downtown intersection.Desc

Descsee Schedule O for the description on the Clean Sweep programClean Sweep programThe White Plains Downtown District Management Association's (WPDDMA) Clean Sweep and Gum Removal Program is designed to improve the cleanliness and attractiveness of the downtown. Without this program downtown, litter baskets would quickly be overwhelmed by the volume of pedestrians on the streets during lunch and evening hours. The WPDDMA's Clean Team, clad in highly recognizable and brightly colored tee shirts, hats, and coats works 7 days a week, 52 weeks a year to insure that the litter baskets are emptied and any loose trash on the street is removed. In Fiscal Year 2016/2017 the Clean Team helped to remove 519 lbs. of trash bags per week, equaling 373,680 lbs. per year, from the Business Improvement District's (BID) 99 trash receptacles. The team also alerts WPDDMA management to unsightly conditions on the street that need to be addressed. The WPDDMA works closely with the City's Department of Public Works to address these conditions and to keep the downtown clean. We are proud to partner with them in these efforts and are grateful for their support.Gum removal is a laborious task, as the gum is removed spot-by-spot from the city's sidewalks. The BID contains over 27,000 linear feet of sidewalk. During the last Fiscal Year the WPDDMA was able to remove gum from 416 linear feet (6,240 square feet) of frontage along Mamaroneck Avenue. At the average of one gum spot per every 15 square feet, 416 gum spots were removed. Gum removal will continue well into the next FY with the goal to remove all the gum on both sides of Mamaroneck Avenue and Main Street in the BID.Street PlantingDuring the last fiscal year, the WPDDMA once again contracted with the Casa Verde Corporation of White Plains to plant and maintain 36 large street planters and two tree wells with a dazzling array of flowers including Canna Pretoria, Nicotiana Saratoga, Coleus, Angelonia, Impomoea and Scaevola. These plantings coupled with many more done by the City of White Plains brought significant beauty to our downtown corridors.Desc

DescSee Schedule O for the description on Business OutreachBusiness OutreachThe WPDDMA undertakes a number of activities to promote the downtown and its businesses.Shop White Plains Discount Card ProgramThe WPDDMA's discount card program helps generate traffic to downtown shops and restaurants. Shop White Plains cardholders are provided with the ability to obtain discounts on goods and services purchased within the BID. The program is free to participating merchants, of which there were 32 at the end of FY 16/17. Each business owner has the ability to uniquely structure their own discount, with the majority offering at least a 10% reduction in price. All discounts are advertised on the Shop White Plains page of WPBID.com with each participating merchant's complete contact information easily accessible to cardholders. Shop White Plains cards are available for lifetime purchase on the WPDDMA website.white plains bid dining guideIn FY 16/17, the WPDDMA reproduced its Fourth Edition of the White Plains BID Dining Guide. This version is in a fold out map form showing the locations of over 90 restaurants in the guide. The Dining Guide is organized alphabetically as well as by cuisine. The guide also shows the location of important business centers, public parking facilities, city hall and the city's Metro North Station stop and downtown bus terminal. Eight thousand copies of the guide were produced and will be distributed to area residents, hotels, government buildings, major employers and at WPDDMA events.Small Business SaturdayThe WPDDMA became an American Express Neighborhood Champion in order to promote the small businesses of downtown White Plains on Small Business Saturday, November 26. As a Neighborhood Champion, the WPDDMA received Shop Small branded merchandise from American Express and a listing on shopsmall.com. On November 26, the WPDDMA hosted a table at 30 Mamaroneck Avenue and distributed balloons, buttons, stickers, pens, tote bags, and Shop White Plains discount cards to shoppers. The WPBID also gave away parking validation codes for up to 2 hours of free parking through the city's ParkWhitePlains app. To market Small Business Saturday at no direct cost to the business owners, the WPDDMA:-Provided Shop Small merchandise to small businesses downtown, including doormats, window decals, posters, and tote bags-Highlighted the special day on WPBID.com, the weekly e-newsletter and on social media -Promoted Small business saturday on digital signage throughout white plains and on a banner at city hall-Advertised Small Business Saturday in White Plains on Facebook, the white plains examiner, and the journal newsWeekly E-Newsletter and E-BlastsMore than 1,300 interested constituents receive the WPDDMA's weekly online newsletter. In FY 2016/2017, a 20-30% open rate was reported for each electronic communication. The e-newsletter regularly features events, promotions, and activities being hosted by local merchants and not-for-profit organizations in the area. When appropriate, the WPDDMA highlights important city-wide information, events and specials offered by local merchants through additional email blasts. The BID and Social MediaFacebook consumers currently rate the WPDDMA a 4.2 out of 5 stars, with 3,218 page likes, a 40% increase in likes from FY 15/16. The WPDDMA Twitter page had a 30% increase in followers since the end of last fiscal year. Over the year, it had an average of 209 impressions per tweet, an average of 119 impressions per day and a 1.5% engagement rate per tweet. The WPDDMA continues to regularly and consistently retweet and share posts from WPDDMA businesses and organizations to continue a conversation and increase interest and visibility for the WPDDMA, its businesses and all events.Government regulationsThe WPDDMA represents the interests of local property and business owners in downtown White Plains. Government regulations are reviewed by the WPDDMA which attempts to work with the regulatory agencies to ensure that business interests are taken into consideration when new regulations are promulgated. In FY 16/17 the WPDDMA worked with the City of White Plains to amend a proposed Sign Ordinance so that it would take into consideration concerns raised by local businesses and property owners. The end result was an ordinance that protects the visual character of the street while taking into consideration new technologies and the marketing needs and investments.Survey of Retail SpacesIn the fall of 2016, WPDDMA staff conducted a ground floor survey of all retail store fronts in the BID. A total of 264 four ground floor storefronts were identified. These storefronts comprise approximately 1,039,728 square feet of space. WPBID staff identified 39 vacant retail spaces in the BID which comprise approximately 158,561 square feet. With this data in hand the availability rate for ground floor retail space in the BID was computed at approximately 15%. WPDDMA staff also obtained retail availability rates for 12 Manhattan submarkets from Cushman and Wakefield as of the second quarter of 2016. Six of these 12 submarkets including Fifth Avenue between 42 and 49th Streets, Madison Avenue, the Times Square Bowtie, Meatpacking, SoHo and Herald Square had availability rates between 18% and 27%. International Council of Shopping Centers NYC Deal Making ConferenceIn December of 2016 WPDDMA staff once again attended the International Council of Shopping Centers Deal Making Conference at the Javits Center in NYC. The conference is the largest gathering of real estate developers, property owners, retail brokers, lenders, property asset managers and product and service providers on the East Coast. The WPDDMA had a booth at the Public Pavilion where we marketed the City of White Plains and vacant office and retail spaces within the city. The WPDDMA prepared an information packet for the event which discussed recent retail and office leasing within Downtown White Plains as well as major sales transactions. Brochures of available spaces, our downtown retail market study and our Daily News Discover Westchester piece were also distributed. Con Edison Area Growth ProgramIn September of 2016 the WPDDMA informed property and business owners within the BID about the filing deadline for the CON Edison Area Growth Program. This program allows buildings within the city's boundaries to be eligible to connect to the Con Edison gas system at no capital cost for the associated street work.Energize NYEnergize NY attended the WPBID's November 2016 Board Meeting to discuss its financing programs for installing energy efficient technologies. Energize NY offers, long-term, affordable financing to commercial building owners and not-for-profits for energy efficiency and renewable energy projects. Access to capital is based on a building's potential energy savings not personal credit. They offer extended loan terms for up to 100% of project costs, repayment as a charge on the property's tax bill, and automatic transfer of the financing to a new owner if the property is sold.Desc

Form 990, Part VI, Section B, line 11bWhite Plains Downtown District Management Association, Inc. has its form 990 prepared by an independent Certified Public Accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the Form 990 has been prepared, reviewed by management, and the executive committee of the board and is ready to be filed with the Internal Revenue Service, it is electronically sent to board members of the organization for any comments. Any comments are then grouped, summarized and provided to the independent Certified Public Accounting firm. Each issue is documented and addressed until the return is finalized and approved for filing.
Form 990, Part VI, Section B, line 12cTHE conflict of interest POLICY IS APPLICABLE TO EMPLOYEES, BOARD MEMBERS AND MEMBERS OF ANY COMMITTEE. THE POLICY WILL BE MONITORED BY THE executive director, executive committee and chairperson. Interested persons are required to complete an annual disclosure statement, disclosing any actual or potential conflicts. An interested person may make a presentation at the governing board or committee meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. The chairperson of the governing board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement. The governing board or committee, after exercising due diligence, shall determine whether the Organization can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest. If a more advantageous transaction or arrangement is not reasonably possible under circumstances not producing a conflict of interest, the governing board or committee shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the Organization's best interest, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination it shall make its decision as to whether to enter into the transaction or arrangement. If the governing board or committee has reasonable cause to believe a member has failed to disclose actual or possible conflicts of interest, it shall inform the member of the basis for such belief and afford the member an opportunity to explain the alleged failure to disclose. If, after hearing the member's response and after making further investigation as warranted by the circumstances, the governing board or committee determines the member has failed to disclose an actual or possible conflict of interest, it shall take appropriate disciplinary and corrective action.
Form 990, Part VI, Section B, line 15aThe organization's top management is comprised of the Board of Directors, which are uncompensated, and the Executive Director. The Board of Directors, acting through the Executive Committee, reviews the compensation of all employees. The committee makes recommendations which are then approved or rejected by the Board. The Executive Committee has the authority and may act on its own to approve staff compensation. The Committee reviews the wages and compensation of similar employees doing similar functions in other organizations. Comparability data and information is compiled from Guidestar, particularly with respect to the Executive Director, and other sources (e.g. labor department data and conversations with other employers). In FY 2015/2016 Two large surveys of salary data for organizations doing similar work as the White Plains Downtown District Management Associations were reviewed. These surveys included a 2015 Staffing and Salary Survey Report from the International Downtown Association and a report from the PNP Staffing Group titled 2015-2016 Non Profit Salaries & Staffing Report. The analysis was summarized in a four page memorandum prepared by the Executive Director and presented to the Board for discussion and action at the June 2016 Board Meeting. On June 28, 2017, the Executive Committee approved a 1.8% increase for all BID staff which was based on the CPI increase for the NY/NJ Area.
Form 990, Part VI, Section C, line 19The Organization's form 990 and form 1023 is available for public inspection as required under section 6104 of the Internal Revenue Code. The return is posted on guidestar.org and other similar types of websites. In addition, the financial statements, conflict of interest policy, articles of incorporation, Form 990, Form 1023, and by-laws are also available upon written request or by calling the organization directly.
