| Desc | In addition to building our governance structure, the Consortium is advancing four pilot projects, including projects on groundwater accounting and data reporting; urban water reporting; LiDAR data acquisition; and streamlined water use reporting in the San Francisco Bay Delta. The Consortium has also developed several programs to engage the water data community in our work and promote more equitable water solutions. These programs include i) a free, virtual Data for Lunch series providing a venue for the Consortiums Board and Steering Committee members, Working Group Co-Chairs, and the public to learn about new and innovative and ii) a racial equity working group that provides guidance on racial equity in water data in California. Finally, the Consortium has been facilitating an organization-wide strategic planning process to guide the Consortiums work for the next three years. | Desc |

Our first fiscal year was devoted to building the organization, including seating a 9-member board of directors, obtaining 501(c)(3) public charity status, developing and adopting bylaws, developing data streamlining pilot projects, and conducting a nationwide search for the Consortium's first Chief Executive Officer (CEO). A CEO was hired in FY 20/21. The CEO has continued building the organization, including hiring a Program Operations Manager; seating an 11-member steering committee, including 6 state agency representatives and 5 non-state partners; and seating 4 working group co-chairs. | Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management | Prior to hiring the Chief Executive Officer in August 2020, the Consortium compiled data regarding compensation levels for individuals in comparable positions. The Board assessed the comparability data prior to determining the compensation offered to the preferred candidate. The Board also relied on a number of other factors in making its determination regarding the CEOs compensation: 1) the experience of numerous Board members working in nonprofit and governmental entities to ensure that the compensation being offered to the CEO was consistent with the range of compensation and benefits provided to the head of similar organizations; and 2) the independent Boards assessment of the CEOs capabilities and qualifications to ensure that the total remuneration opportunity for the Consortium's CEO was within a reasonable range of competitive market practices applicable to like positions among like organizations under like circumstance. The compiled compensation data for comparable positions was documented and is part of the Consortium's corporate record, as are the terms of the employment offer. Additionally, and consistent with Consortium bylaws, a record of all Directors of the Consortium who voted to approve the compensation structure and employment offer for the CEO was recorded and is part of the Consortium's corporate record. In the fall of 2021, the Consortium Board of Directors approved a CEO evaluation process requiring that the committee recommending CEO compensation to the Board of Direction reference benchmark data on CEO compensation and that this data be updated at least once every two years. |
