PART I, LINE 2:EACH GRANTEE IS AWARDED FUNDS BASED ON THEIR REQUEST FOR FUNDS AND DIRECT OBSERVATION OF THE NEED VIA THE BGC TEAM. AFTER CAREFUL OBSERVATION AND AN INFORMAL INTERVIEW, THE BGC TEAM THEN MEETS TO DISCUSS WHAT FUNDS ARE AVAILABLE PER THE GRANTEE'S REQUEST. AFTER THIS MEETING, AND AMOUNT IS DECIDED UPON AND THE GRANTEE IS NOTIFIED OF THE AVILABLE FUNDS THAT BGC IS TO PROVIDE. THE GRANTEES MUST MEET THE FOLLOWING CRITERIA: 1. BE IN EXISTENCE FOR AT LEAST THREE YEARS. 2. HAVE AT LEAST TWO YEARS EXPERIENCE IN PROVIDING THE SERVICE NEED IDENTIFIED IN THE REQUEST FOR FUNDS 3. A WORKING BANK ACCOUNT WHERE FUNDS CAN BE DISBURSED AND WHERE DOCUMENTATION OF FUNDS RECEIVED CAN BE PRESENTED TO US AS FUNDERS AN ANNUAL PROCESS EVALUATION IS DONE TO ADDRESS THE USE OF GRANT FUNDS PER THE DEMONSTRATED NEED THAT IS DOCUMENTED DURING THE INTERVIEW PROCESS. THE PROCESS EVALUATION DOCUMENTS THE NUMBER OF CLIENTS SERVED OR THE AMOUNT OF NEED BEING MET IN THE AFFECTED AREA OR POPULATION. THIS IS DONE QUARTERLY OR AT LEAST ONCE DURING THE USE OF PROGRAM FUNDS IF THE PERIOD IS LESS THAN ONE YEAR. OUTSIDE OF THE UNITED STATES, DIRECT OBSERVATION IS REQUIRED TO DETERMINE WHERE GRANT FUNDS ARE BEING USED AND WHAT CHANGES IN THE POPULATION OR INFRASTRUCTURE OF THE ORGANIZATIONS HAVE IMPROVED. GRANTEE FUNDS ARE MONITORED ON A MONTHLY BASIS BY REQUIRING UPDATES OF WHAT THE FUNDS WERE USED FOR. THIS IS DONE BY TELEPHONE AND E-MAIL. EXPENDITURES ARE TRACKED FOR FISCAL MANAGEMENT.
