ExplanationBefore making a grant to a grantee in the U.S., HUCF performs due diligence, including determining the grantee's U.S. tax status, performing anti-terrorism checks and making a formal "pre-grant inquiry," as defined in the federal tax regulations, when appropriate. Grantees (U.S. and non-U.S.) are also required to enter into a detailed written grant agreement that governs the use of grant funds and includes financial and narrative reporting requirements, which may include heightened "expenditure responsibility" restrictions and reporting requirements for those grantees that are not 501(c)(3) public charities. Grantee reporting under the grant agreement is reviewed and approved by program and grants management staff, and these approvals are documented. The grantee's written reporting under the grant agreement is frequently supplemented by meetings, phone conversations and emails between HUCF and grantee staff, and may include site visits by HUCF staff to grantees when appropriate.ExplanationTxt
