MissionFor more than 100 years, our mission has been to make life better for children. Since our humble beginnings in 1913 as the first free "baby camp" in the Southwest, an open-air tent hospital dedicated to the care of babies, we have maintained a commitment to our community that includes not only high-quality patient care but also advocacy, education and preventive care with an unwavering focus on our mission. Children's Health is the leading pediatric health care system in North Texas and one of the largest pediatric health care providers in the nation. A private, not-for-profit organization, Children's Health is anchored by two full-service hospitals. The system includes an extensive network offering specialty, urgent, primary and virtual care, as well as much more, to the children of North Texas and beyond. In addition, Children's Health is the official pediatric teaching hospital for UT Southwestern Medical Center's medical school.MissionDesc

DescChildren's Health is committed to making life better for children. As one of the largest and most prestigious pediatric health care providers in the country and the leading pediatric health care system in North Texas. A private, not-for-profit organization, Children's Health is anchored by two full-service hospitals. Children's Health Dallas: an academic medical center campus anchored by a 490-bed full-service hospital, including the only pediatric Level I Trauma Center in North Texas. Children's Medical Center Dallas continues to be the only North Texas hospital to be ranked in 10 out of 10 pediatric specialties by U.S. News & World Report. Children's Health Plano: a 72-bed full-service hospital with two specialty centers, including the Children's Health Andrews Institute for Orthopedics & Sports Medicine, and a new hospital tower to add 140 beds in 2024. The system includes an extensive network offering specialty, urgent, primary, virtual care and more to the children of North Texas and beyond. In addition, Children's Health is affiliated with UT Southwestern as the official pediatric teaching hospital for the medical school. This means access to a world-renowned medical faculty and transformative biomedical research. Through its academic affiliation with UT Southwestern Medical Center, Children's Health is a leader in life-changing treatments, innovative technology and ground-breaking research. Our mission - to make life better for children - extends beyond the walls of our hospitals and clinics, meeting families where they live, learn and play. With more than 50 pediatric specialty and subspecialty programs across North Texas and more than 1,300 medical and dental staff, we are providing the highest possible quality of care to more children in more places than ever before. Children's Health cares for children through more than 753,000 patient visits annually. The joint pediatric enterprise set forth its first-ever joint strategic plan, which outlines our collective roadmap to making life better for children for many generations yet to come. We will do this by investing in innovation and clinical program excellence, delivering an unparalleled consumer experience, growing alongside North Texas, and improving, expanding and uniting our physician network. Our singular focus on children makes us the very best at transformative pediatric medicine, and together we will provide family-centered, compassionate patient experiences designed entirely around the child. In 2022, Children's Health saw 219,709 unique patients and had 753,267 total patient encounters from the seven-county region that includes Dallas, Collin, Cooke, Denton, Fannin, Grayson and Tarrant counties.Desc

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Schedule H, Part V, Section B, Line 3EThe significant health needs of the community are included and prioritized within the joint CHNA conducted by Children's Health. The priority needs identified are health, economic security, safety, and education.
Schedule H, Part V, Section B, Line 5 Facility A, 1Facility A, 1 - Children's Medical Center Dallas and Children's Medical Center Plano. Every other year, Children's Health recruits a citizen advisory council made up of key stakeholders serving children and knowledgeable in public health. These community leaders meet regularly to discuss children's health care issues and to contribute their experience, insights and expert recommendations for the Beyond ABC report prepared by Children's Health. The citizen advisory boards for Beyond ABC identify recommendations for advocates and public officials in order to improve the lives and health of children. Recent advisory boards have included city and county officials, former legislators, members of law enforcement, school district administrators, nonprofit organizations' executives, child-advocacy representatives, chambers of commerce and senior staff from corporations and financial institutions. Additionally, Children's Health participates in the regional healthcare partnership (RHP) task force, which was created as part of the Texas healthcare transformation and quality improvement program. Hospitals within each region work together to identify needs and develop plans to respond to those needs and transform the health care delivery system. Children's Health participates in the (RHP) for regions 9 and 10. Some of the organizations from which input was solicited for this year's CHNA are as follows: Dallas Independent School District, City of Dallas, Habitat for Humanity, American Heart Association, Children at Risk, Catholic Charities, ChildCareGroup, The Commit Partnership, Dallas Children's Advocacy Center, Dallas County Health & Human Services, Dallas-Fort Worth Hospital Council, Dallas Housing Authority, Genesis Women's Shelter, Momentous Institute, North Texas Food Bank, Reese-Jones Center for Foster Care Excellence, The Concilio, United Way of Metropolitan Dallas, Dallas Regional Chamber, Dallas College, Jewish Family Service of Greater Dallas, Los Barrios Unidos, Axxess, Assistance Center of Collin County, Capital One, Children's Advocacy Center of Collin County, City of Plano, Collin County District Attorney's Office, Frisco Family Services, LifePath Systems, Plano ISD, Texoma Council of Governments, Veritex Bank, Raise Your Hand Texas, Texas Muslim Women's Foundation, Richardson ISD, Atmos Energy, First 3 Years, My Health My resources of Tarrant County, Leadership ISD Tarrant County.
Schedule H, Part V, Section B, Line 6a Facility A, 1Facility A, 1 - Children's Medical Center Dallas and Children's Medical Center Plano. As a part of Children's Health, Children's Health clinical operations collaborated on the 2022 Children's Health joint community health needs assessment (CHNA). The collaboration was conducted with Children's Medical Center Plano (CMCP) and OCH holdings doing business as our children's house (OCH). The Children's Health CHNA collaboration was conducted in compliance with the final federal regulations to section 501(r), specifically §1.501(r)-3(b)(6)(v) joint CHNA reports.
Schedule H, Part V, Section B, Line 11 Facility A, 1Facility A, 1 - Children's Medical Center Dallas and Children's Medical Center Plano. Upon conducting the CHNA and developing the community health implementation strategy, Children's Health decided on priority areas of the identified health needs that were reviewed. The priority areas are those areas which Children's Health has decided to focus its resources and integrate into its strategic and operational plans. Multiple goals were developed for each priority area, along with strategies to accomplish those goals. Children's Health has implemented and/or is working towards implementation of the strategies for accomplishing the developed goals. Full details of priority areas, goals, and strategies are contained with the publicly available CHNA and community health implementation strategy. Actions taken during the tax year to address significant health needs identified through its most recently conducted CHNA include the following: HEALTH: Nearly two-thirds of the children we serve at children's health depend on Medicaid or CHIP for their health care coverage. Children's Health participates in the Children's Health Coverage Coalition and North Texas Healthcare Collaborative, two coalitions that work on strategies to promote CHIP and children's Medicaid and reduce the number of uninsured children in the state. Dedicated outreach representatives at Children's Health help eligible families with children enroll in CHIP and Medicaid, ensuring North Texas families have access to health care. In 2022, Children's Health directly served 418 unique families by assisting with application for state benefits, including Medicaid and CHIP enrollment. The outreach team reported more than 1,200 family encounters in the process. Children's Health is using telemedicine to provide more children access to behavioral health care and address youth mental health issues such as anxiety, bullying and depression. Our Behavioral Health Team has two exciting programs available to more than 700 public and charter school campuses in North Texas. Both programs provide mental health services to students during the school day using a tablet provided by Children's Health. Our Legacy School-Based Tele-behavioral Health program, started in 2017, provides up to eight counseling sessions to students with behavioral health concerns including, but not limited to, depression, anxiety and attentional concerns. Our state-funded Texas Child Health Access Through Telemedicine (TCHATT) program partners with UT Southwestern and is fully funded by the Texas Child Mental Health Care Consortium. TCHATT offers short-term therapy as well as psychiatric consultation. Both programs include case management, psychoeducation and referrals to community resources. Both programs are of no cost to families. ECONOMIC SECURITY: Children's Health participates in the Collin County Early Childhood Coalition and the Early Matters Dallas Coalition. These broad-based coalition groups are dedicated to working together to raise awareness about the importance of quality early education, coordinate advocacy efforts and increase funding for quality early learning to ultimately ensure a strong future workforce. Children's Health serves as a member of the Dallas Coalition for Hunger Solutions, which is focused on providing education and advocacy opportunities for different programs that impact food security for families such as the Supplemental Nutrition Assistance Program (SNAP), and the public charge. The Children's Health Community Relations team also helps eligible families and children enroll in other government assistance programs, such as SNAP and TANF, and provides referrals to additional community resources and services. SAFETY: The Rees-Jones Center for Foster Care Excellence at Children's Health is the only clinic in North Texas dedicated to exclusively providing integrated primary medical care for children in foster care. Our providers are experienced in treating victims of abuse and neglect and provide a wide range of support to caregivers and families. Through health services, research, policy analysis and medical education, the Center's experts promote policies and practices that advance care and outcomes for children and families in the child welfare system. EDUCATION: Children's Health Behavioral Health team meets with educators, parents, and others across the community to provide training on behavioral health topics to continue to increase awareness and end the stigma of mental illness. Of significant interest to the community this year was education surrounding drug and alcohol use and educational sessions in response to the current fentanyl crisis. This has continued to increase in 2023. Developed in 2021, Children's Health launched a new initiative in March 2022, the Behavioral Health Integration and Guidance (BHIG), in conjunction with the Meadows Mental Health Policy Institute to train pediatric primary care providers to identify, diagnose and treat mild to moderate behavioral health conditions in the scope of their primary care practice. The initial training cohort finished in October 2022, with a second group kicking off immediately after. The training lasts 6-months and providers earn approximately 17.5 hours of continuing education. Through 2022, we estimate that an additional 96,000 children had improved access to behavioral health care as a result of this initiative. Additional training cohorts continue to begin each quarter with this initiative growing in the years ahead. BHIG also includes a best in practice integrated medical home in an underserved are where the clinical team provides Collaborative Care Management to support the pediatrician, assuring most of the patient's medical and behavioral health treatment needs can be met in their medical home. The clinic opened in June 2022 and continues to increase patient volumes. The child psychiatrist also treats more complex patients referred by community-based providers who completed the BHIG training.
Schedule H, Part V, Section B, Line 13 Facility A, 1Facility A, 1 - Children's Medical Center Dallas and Children's Medical Center Plano. Children's Health uses the federal poverty guidelines to determine eligibility for low-income individuals. 200% of the federal poverty guidelines is used for 100% charity adjustment, and 201% to 400% of the federal poverty guidelines is used for a sliding scale adjustment. Children's Health uses various documents and forms to verify income and expenses when determining the eligibility for financial assistance of a patient and their family. These documents include, but are not limited to, w2 form, wage and earning statement, paycheck remittance, worker's compensation, unemployment compensation determination letters, income tax returns, statement from employer, bank statements, copy of checks, documents of sources of income, telephone verification of gross income with the employer, proof of participation in government assistance programs such as Medicaid signed affidavit or attestation by patient, and veterans benefit statement.
Schedule H, Part V, Section B, Line 16 Facility A, 1Facility A, 1 - Children's Medical Center Dallas and Children's Medical Center Plano. In addition to ensuring that the Children's Health charity care criteria is posted prominently and continuously in common entry points of the facility, a director of patient financial service ensures that the Children's Health charity care criteria is published at all times on its web site.

Schedule H, Part VI, Line 7 STATE FILING OF COMMUNITY BENEFIT REPORTChildren's Medical Center of Dallas and Children's Medical Center Plano are required to file a Community Benefit Plan and Report with the State of Texas as required by Senate Bill 427.
Schedule H, Part VI, Line 5 PROMOTION OF COMMUNITY HEALTH (CONTINUED)Beyond ABC Road Show: Children's Health offers opportunities to present information gathered from the Beyond ABC report to community coalitions, non-profits, chambers of commerce and other groups to educate the community on issues and data associated with the state of children for Dallas County. In addition, Children's Health includes subject-matter experts on all four pillars - health, economic security, education and public safety - to also educate and share information on a particular topic stemming from the report. The goal is to present the data to community leaders in hopes of spearheading change and finding opportunities to collaborate. Medicaid/CHIP Outreach: The Children's Health CHIP and Medicaid outreach program helps families access low-cost or no-cost health insurance coverage through the Children's Health Insurance Program (CHIP) or Children's Medicaid, respectively. Both programs cover office visits, prescription drugs, dental care, eye exams, glasses and more. Dedicated outreach representatives help families apply for assistance throughout the community, whether it is at a child's school, library or other community-based location. In 2022, Children's Health directly served 418 unique families by assisting with application for state benefits, including Medicaid and CHIP enrollment. The outreach team reported more than 1,200 family encounters in the process. Children's Health Website: Our hospital web site, www.childrens.com, empowers parents with information about childhood illnesses, prevention, treatment and services available at our hospitals or locations. Schedule H, Part III, Line 2 Bad debt expense - methodology used to estimate amountChildren's Health uses its cost accounting system and the actual costs that are written off by patient accounts to calculate the bad debt expense attributable to patients eligible under the organization's charity care policy. Children's rationale for including a portion of bad debt as community benefit is that bad debt expense should be treated as a community benefit as it is similar to other unreimbursed financial assistance, as reported in part i, line 7a, but for a different population (namely, those patients who would qualify for charity care if they completed the financial assistance application).
Schedule H, Part III, Line 3 Bad Debt Expense MethodologyChildren's Health uses its cost accounting system and the actual costs that are written off by patient accounts to calculate the bad debt expense attributable to patients eligible under the organization's charity care policy.
Schedule H, Part III, Line 4 Bad debt expense - financial statement footnoteThe organization's financial statements do not contain a bad debt footnote. Children's Health has adopted ASU 2016-09 which treats the provision for doubtful accounts as an implicit price concession within net patient service revenue. the provision for doubtful accounts in no longer separately stated as a reduction to net patient service revenue.

Since 1996, Childrens Health has published Beyond ABC, a comprehensive report on the quality of life of children in North Texas. The report tracks not only health and safety factors, but also economic and education data. An advisory board, comprised of several dozen community leaders, meets throughout the year to discuss the data and to contribute input from the field.
Schedule H, Part VI, Line 3 Patient education of eligibility for assistanceChildren's Health makes extensive efforts to inform and educate patients and patient's families about eligibility for financial assistance. The Children's Health Financial Assistance Policy and financial assistance application are made widely available online and in print, along with a plain language summary of the financial assistance policy. The plain language summary of the financial assistance policy is provided at patient discharge. all three documents are available without charge and available in the primary languages spoken by LEP populations. In addition, Children's Health financial counselors or customer service representatives work with patients' guardians/guarantors to ensure that all public and voluntary assistance programs are fully explored. Children's Health has a financial program for patients who are considered indigent and do not qualify for a federal or state program. The eligibility criteria for financial assistance is based upon federal poverty guidelines published annually. Patients eligible for financial assistance will have charges reduced to the lowest level charged to individuals who have insurance covering such care. gross charges will not be used to calculate patient's bills.

Service to The Community Children's Health has a longstanding commitment to the community - one that reaches beyond hospital walls and into schools, social-service organizations, corporate boardrooms, city halls and legislative chambers. A large part of the Children's Health mission to make life better for children is a commitment to serving as a voice for the voiceless - an advocate for the children who have no vote and no lobbying group to speak on their behalf. Children's Health devotes itself solely to caring for the complex medical needs of children. Children's Health provides patient care ranging from simple eye exams to specialized treatment in areas such as heart disease, hematology-oncology and cystic fibrosis. In addition, Children's Health is a major pediatric kidney, liver, intestine and heart transplant center. Our school-based tele-behavioral health program connects students with licensed behavioral health providers at school via secure mobile technology, eliminating traditional barriers to access such as limited provider availability and transportation issues. We currently have more than 700 school-based behavioral health sites across North Texas. Safeguarding access to CHIP and Medicaid/increase the number of insured Texas children: Nearly two-thirds of the children we serve at children's health depend on Medicaid or CHIP for their health care coverage. Children's Health participates in the Children's Health Coverage Coalition and Enroll North Texas, two coalitions that work on strategies to promote CHIP and children's Medicaid and reduce the number of uninsured children in the state. Dedicated outreach representatives at children's health help eligible families with children enroll in CHIP and Medicaid. In 2022, Children's Health directly served 418 unique families by assisting with application for state benefits, including Medicaid and CHIP enrollment. The outreach team reported more than 1,200 family encounters in the process. These broad-based coalition groups are dedicated to raising awareness about the importance of quality early education, coordinating advocacy efforts and increasing funding for quality early learning. Combating Child Poverty: Children's Health serves as a member of the Dallas Coalition for Hunger Solutions, which is focused on providing education and advocacy opportunities for programs that impact food security for families such as the Supplemental Nutrition Assistance Program (SNAP), and the public charge. The Children's Health Community Relations team also helps eligible families and children enroll in other government assistance programs, such as SNAP and TANF, and provides referrals to additional community resources and services. Expanding trauma-informed care education, training and intervention throughout the child welfare system: The Rees-Jones Center for Foster Care Excellence at Children's Health provides integrated primary care for children in foster care, many of whom have experienced abuse and neglect. As a regional leader in trauma-informed care, the center collaborates with school districts, child welfare organizations and other community partners to facilitate trauma-informed trainings and curriculums for educators, providers, volunteers and caregivers. COMMUNITY-BASED PROGRAMMING: In recent years, Children's Health has strengthened and expanded our community programs and services to catalyze wellness from the ground up, ultimately creating a healthier community. By working with community leaders and organizations to meet families where they are, we connect health care providers across the community to better integrate care for children. Children's Health encourages organizations to provide wellness programs and primary-care options in non-traditional locations such as neighborhood churches and community centers. These programs include school-based health care, Asthma Management, Get Up and Go Weight Management, Injury Prevention, Children's Health Andrews Institute for Orthopaedics & Sports Medicine, and CHIP/Medicaid Outreach and Community Forums. Asthma Management Program: The nationally certified Asthma Management Program at Children's Health has proven to reduce asthma-related Emergency Room visits, as well as school and work absences. This three- to six-month program helps children aged 18 and younger better manage their condition for more symptom-free sleep, learning and play. It offers a wide range of FREE programs and services at several local YMCA/community locations in Dallas, Denton and Collin counties to empower families in making lasting healthy lifestyle changes. Injury Prevention: Injury is the number one cause of death for kids, but the good news is injuries are preventable. With evidence-based education tools, both in the hospital and community, the Injury Prevention Service at Children's Health helps keep children safe from traumatic injuries. From car seat safety to water safety and firearm safety, our program provides educational materials and interactive events in both English and Spanish. School-Based Telehealth: School nurses can now connect students with health care providers right from school using School-Based Telehealth by Children's Health Virtual Care. As one of the fastest-growing telemedicine programs in the country, our School-Based Telehealth program has expanded to 200+ schools throughout 28 school districts in Texas and has conducted more than 15,000 visits since 2014. A recent survey also showed the program has resulted in decreased absenteeism and a perceived 84% cost savings for families. In fact, out of the 465 survey respondents, more than 75% of them reported their child would have missed at least a half day of school without the program. School-Based Tele-behavioral Health and Texas Child Health Access Through Telemedicine (TCHATT): Our Behavioral Health Team has two exciting programs available to more than 700 public and charter school campuses in North Texas. Child Psychiatric Access Network (CPAN): Administered with UTSW under the Texas Child Mental Health Care Consortium, we responded to 1,539 calls from pediatric primary care providers who accessed our Child Psychiatry Access Network (CPAN). This service provides real-time assistance of behavioral health resources and psychiatric consultation for primary care providers. This allows the provider to treat their patients' behavioral health needs in the scope of their practice during a standard medical visit.
