Schedule D, Part III, Line 1The University follows a policy of not recording or capitalizing its collection of works of art, historical treasures, and similar assets.
Schedule D, Part III, Line 4Nash Library maintains the Gannon University archives which seeks to collect and preserve selected documents and artifacts related to the history of the University, particularly the achievements of the university faculty, students, and staff, as well as its relationship to the Catholic Diocese of Erie and the greater Erie community.
Schedule D, Part IV, Line 2bCustodian for funds of student groups
Schedule D, Part V, Line 4The University endowment funds are invested over the longer time horizons to earn a return that supports programs of the University as described by donors. The endowment funds primarily support student scholarships, along with faculty research and development and other academic programs.
Schedule D, Part X, Line 2The University accounts for uncertainties in income taxes in accordance with authoritative guidance, which prescribes a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurements of the tax uncertainty occurs if the recognition threshold has been met. Management determined there were no tax uncertainties that met the recognition threshold at June 30, 2023 and 2022. At June 30, 2023, the University had net operating loss carryforwards resulting from its unrelated business activities which may be applied against future years' taxable income. A valuation allowance has been recorded to offset the resulting deferred tax asset due to the uncertainty of the future use of these net operating losses. The University's policy is to recognize interest related to unrecognized interest related to unrecognized tax benefits in interest expense and penalties in operating expenses

ExplanationThe University awards scholarships to freshman and transfer students who meet eligibility standards for merit based aid such as academic and leadership awards. In addition, need-based aid is considered for students who demonstrate financial need by filing the required applications and adhering to deadlines. Award packages are renewed each year to students who remain in academically good standing and continue to meet the required eligibility standards for both types of merit and need-based aid. Students need not apply for specific scholarships since they will automatically receive consideration for all funds for which they may be eligible when they submit the FAFSA. HEERF (Higher Education Emergency Relief Fund) payments were disbursed to qualifying students from funds received under the federal American Rescue Plan (ARP) as direct emergency aid to students.ExplanationTxt

Form 990, Part VI, Section A, Line 7aThe Bishop of the Roman Catholic Diocese of Erie has the sole and exclusive power and authority to approve nominations to the Board of Trustees, and to the offices of the Vice Chairperson and Secretary.
Form 990, Part VI, Section A, Line 7bThe Bishop of the Roman Catholic Diocese of Erie has the sole and exclusive power and authority to: Establish the mission and philosophy according to which the University operates. The doctrinal and moral holdings of the Catholic faith as enunciated by the teaching office of the Church, the Magisterium, are the philosophy by which the mission of the university as well as of its Catholic identity shall be preserved; Amend the Corporate Charter and Bylaws; Approve nominations to the Board of Trustees, and to the offices of Vice Chairperson and Secretary; Lease or sell corporate assets in excess of $100,000 or encumber corporate assets with liens of more than $100,000; Merge or dissolve the corporation.
Form 990, Part VI, Section B, Line 11bA copy of Form 990 is provided to all members of the Board of Trustees and management before it is filed. The Audit Subcommittee of the Board of Trustees is delegated the responsibility of review of the Form 990 before it is filed. The University's independent audit firm (Baker Tilly US, LLP) also reviews the form.
Form 990, Part VI, Section B, Line 12cGannon has two conflict of interest policies; one for members of the Board of Trustees and one for employees. Each Board Member is required to complete a conflict of interest form at the September Board meeting. These are gathered by the President's Office. The Risk management coordinator analyzes the disclosures made with the assistance of the Controller and Vice President for Finance and Campus Operations and prepares a summary of any relationships disclosed. Family and business relationships are stated in the policy as sources of potential conflicts. All employees are required to sign a conflict of interest form upon hire. If any relationships are disclosed a copy of the form is sent to be analyzed by the risk management coordinator. Key employees are required to complete and update the form annually. In May of each year, the list of key employees is analyzed and updated as necessary by the risk management coordinator with the assistance of the Vice President for Finance and Campus Operations. In December of each year, the forms are sent to the individuals identified as key employees. The completed forms are then analyzed by the risk management coordinator, Controller and Vice President for Finance and Campus Operations and a summary is prepared of any relationships disclosed. Both summaries are then presented to the Audit Subcommittee of the Board of trustees at the February meeting. If Board of Trustees members report a relationship conflict they would recuse themselves from decisions related to those transactions.
Form 990, Part VI, Section B, Line 15The Evaluation/Executive Compensation Committee of the Board of Trustees meet regularly to consider compensation packages of the President and Vice president and to approve any changes to current written employment contracts. The Committee reviews the compensation surveys, comparable industry compensation data, and 990's from comparable institutions. As it relates to the President, the Committee engages an independent consultant. The Methods used are to assure that compensation is within fair market value for the industry. Minutes are kept for Committee meetings.
Form 990, Part VI, Section C, Line 19The University makes its governing documents, conflicts of interest policy, and financial statements available to the public upon request.
