DescriptionRegional Extension Center (REC): One of the most significant advances in health IT is the shift away from paper records, the ones often found in filing cabinets at a medical office. NYeC's Regional Extension Center program assists physicians, clinics, nursing homes and other healthcare providers make the transition from paper-based to electronic health records. We provide consulting and training services, and offer guidance from adoption of new technologies all the way to achieving Meaningful Use and beyond. The NYeC regional Extension Center (REC) on Dec. 15, 2011 reached its goal of enrolling 5,107 eligible healthcare providers into its program to help them transition from paper-based to electronic medical records. The nation's 4th largest REC in terms of its enrollment goal, NYeC reached this goal two weeks early and was only the 2nd of the nation's largest RECs to do so. NYeC met that target via an intensive educational and outreach campaign directed at providers throughout New York State. As part of that campaign, NYeC held a 7-location EHR Adoption & Meaningful Use Summit Series during the spring of 2011 in the Buffalo, Albany, Binghamton, Syracuse, Rochester, Hudson Valley, and Long Island regions. Each of these events had a program tailored locally, with the partnership of that region's Regional Health Information Organization (RHIO), and included presentations from local providers. More than 1,000 providers attended this series.Description

DescriptionStatewide Collaborative Process (SCP): As healthcare technology grows, new policy must be written. NYeC's Statewide Collaborative Process allows for as many minds and voices as possible to contribute to this. An essential undertaking of NYeC is to develop and improve policy, to set standards, and to insure complete patient privacy and security. We believe that the best way to do this is by creating a fully transparent forum for discussion and debate. In 2011, NYeC formed and ran seven distinct workgroups to help guide its development, including in the areas of policy to protect the privacy and security of patient's health data. The seven groups were: Policy and Operations Council, Consumer and Provider Engagement, SHIN-NY Architecture, Privacy and Security, Public Health, Collaborative Care, EHR Implementation. During 2011, the workgroups, run by a NYeC staff member and chaired by workgroup volunteers and State representatives, met on a monthly or twice-monthly basis. Additionally during 2011, NYeC hosted two "face-to-face" meetings in Albany, where all of the workgroups gathered to talk as a whole group and update each other on progress. Lists of workgroup members and the materials each workgroup created during the 2011 session, including meeting minutes, are available at nyehealth.org. EHR/HIE Interoperability Workgroup:In a group created by NYeC during 2011, seven states representing almost a third of the U.S. population took a huge step in their ability to share electronic health records (EHRs) across state lines by collaborating and eventually releasing a set of technical specifications to link all their regional medical networks and healthcare providers. These specifications were released in November, 2011. Until this workgroup was formed, the effort to expand EHR usage had been limited by the many custom interfaces used between EHRs and health information exchanges (HIEs)- the local networks that link healthcare providers-making it difficult to share information across incompatible systems, while keeping patient data safe. Workgroup members included the federally-designated health IT advancement organizations in California, Colorado, Maryland, Massachusetts, New Jersey, New York, and Oregon. They were joined by eight leading EHR vendors- Allscripts, eClinicalWorks, e-MDs, Greenway Medical Technologies, McKesson Physician Practice Solutions, NextGen Healthcare, Sage Healthcare Division, and Siemens Healthcare- and three HIE vendors: Axolotl, InterSystems, and Medicity.Description

DescriptionStatewide Health Information Network of New York (SHIN-NY):The Statewide Health Information Network for New York (or the SHIN-NY) is what will enable health information exchange. As more providers go digital, there is a greater opportunity for sharing patient data between those entrusted with patient care. The expansion, security and management of this network is a long-term project for NYeC. A connected New York will offer better, safer, and faster treatment for all patients. In October of 2011, NYeC issued a request for proposals for the initial phases of developing and deploying the Statewide Health Information Network for New York (SHIN-NY), its future exchange of electronic health records (EHRs). The RFP solicited bids for the underlying core service required to provide statewide interoperability through the creation of a Nationwide Health Information Network (NwHIN) Direct complaint HISP service for the SHIN-NY. The service will support the secure and effective transfer of health information within the State of New York, and provide the integration/interoperability point for connecting to the NwHIN or other HINs as deemed appropriate. While similar statewide networks for EHRs are under way in several other states, New York's plan may well be the largest both in cost and scope, potentially serving thousands of medical practitioners and facilities that serve the state's 19 million patients.2011 Digital Health Conference:On December 1 and 2, 2011 NYeC held its inaugural, annual Digital Health Conference in New York City. The event was designed to convene persons from across the healthcare and health technology fields to showcase innovation, inspire collaboration and share best practices in support of the mission to improve healthcare through technology. The first-time event exceeded all expectations, hosting more than 600 attendees and garnering very positive feedback. Attendees included healthcare providers of all kinds, IT innovators, hospital administration, public officials, academics, start-ups, group practice managers, venture capitalists, and entrepeneurs.Description
