DescriptionThe Advanced Center to Improve Pediatric Mental Health Care (ACIPMHC) research agenda has a strategic focus on improvement of public pediatric mental health care, primarily in the mental health and child welfare service sectors, through improved integration of evidence-based practice and usual care. The center's program of practice research spans clinical epidemiology studies linked to evidence-based practice, effectiveness, and implementation studies. The research agenda will have a primary focus on effectiveness and equity as two of the six aims for improving health care from the "Crossing the Quality Chasm" report. An overarching center perspective of cultural exchange will guide active partnership with major stakeholders in youth mental health care, including youth and family consumers, providers, program and funding managers, system administrators, policy makers, and intervention and services researchers. Several articles were published during this time period: - Goldhaber-Fiebert, J. D., Bailey, S. L., Hurlburt, M. S., Zhang, J., Snowden, L. R., Wulczyn, F., ... & Horwitz, S. M. (2011). Caregiver reports of serious injuries in children who remain at home after a child protective services investigation. Maternal and child health journal, 1-8. A special issue of the journal Administration and Policy in Mental Health and Mental Health Services Research focused on Advanced Center to Improve Pediatric Mental Health Care (ACIPMHC) research is in press with publication anticipated by late 2013. The long term objectives of the study are to conduct effectiveness and implementation research that will inform strategies for improving mental health care delivered to children involved in public mental health and child welfare service sectors by achieving greater integration of evidence-based practice (EBP) and usual care and to support the development of innovative strategies to address emerging methodological issues in effectiveness and implementation research. The objectives during 2011 - 2012 were 1) simulation modeling in dissemination and implementation research, 2) the development of papers for the Administration and Policy in Mental Health and Mental Health Services Research special issue, 3) the application of a conceptual model of evidence-based practice implementation to child welfare systems in the US, and 4) the revision of the UK Cost Calculator for use in California child welfare agencies.Description

DescriptionThis project is now complete. The project was designed to adapt Pivotal Response Training (PRT), an evidence-based intervention for children with autism, for use in public special education classrooms. The adapted intervention is called Classroom Pivotal Response Teaching and the procedures are published in an implementation manual (Guilford Press). The project not only translated PRT into schools, but also serves as a model for translating other evidence-based interventions into school settings. Program service accomplishments include: - 4 presentations at academic conferences (both domestic and international). - 6 special education teachers (preschool - 3rd grade) of students with autism participated in a pilot study of CPRT effectiveness (total over the course of the project: 32 teachers). - 10 students in participating teachers classrooms were enrolled in the CPRT pilot study, received pre/post teacher training assessments from the research team, and were filmed monthly during typical teaching interactions to assess progress (total over the course of the study: 58 students) - 24 students within participating teachers classrooms, both with and without autism, enrolled in the study as part of the weekly video recordings of teaching interactions in the classroom (total over the course of the study: 101 students). The primary long-term objective of the DOE project was to adapt an evidence-based practice, Pivotal Response Training, for use in community classrooms through collaboration with teachers and school administrators and testing in real-word settings. The primary activity during the period was the conclusion of the pilot effectiveness study of Classroom Pivotal Response Teaching procedures in 6 final local San Diego classrooms. A multiple-baseline across teachers design was used to examine the influence of CPRT training on teachers' use of evidence-based practice in the classroom and student gains. Student improvements were measured by standardized language assessments as well as engagement in teaching activities and progress on Individualized Education Plan (IEP) goals. Preliminary data from the pilot study have been presented at the International Meeting for Autism Research (Toronto, 2012) and additional data analysis is ongoing.Description

DescriptionThe Child and Adolescent Services Research Center (CASRC) has been contracted to provide System of Care Evaluation (SOCE) services for the County of San Diego, Department of Health & Human Services. The SOCE Team works with more than 100 San Diego County Behavioral Health Services (BHS) providers serving approximately 18,000 youth annually. The SOCE contract focuses on data management and program evaluation for publicly-funded mental health services provided to children and youth in San Diego County, California. As part of this contract, SOCE developed and maintains a computerized, multi-site outcomes data collection system, comprised of the Data Entry System (DES) and the Data Management System (DMS). We provide ongoing training, technical support, data management, and evaluation services for the DES/DMS. The DES allows each contractor to generate outcomes reports for their own reporting needs, and the DMS allows SOCE to report at the system, unit and subunit level. Outcomes measures are also linked to administrative data from Anasazi, the County's billing system, for additional reporting on system-wide service use, demographics, outcomes, and compliance. These data are also linked to information on clients involved in other public systems of care (Probation, Child Welfare, Alcohol & Drug, and Special Education) in order to examine the overlap and collaboration between these sectors. In addition to overseeing outcomes, SOCE also supports BHS quality assurance efforts, and provides consultation to BHS leadership on program and client outcome measures and standards. Other research consultation services include gap analyses, disparities reporting, client satisfaction focus groups, distribution and processing of the biennial Youth Services Survey (YSS), development of the EPSDT PIP, and myriad regular and ad hoc reporting requests. In addition to public reports generated for BHS, manuscripts, abstracts and posters have been submitted to professional journals and conferences. The following manuscripts have been submitted for publication: 1 Fawley-King, K., Haine-Schlagel, R, Trask, E.V., Zhang, J., & Garland, A.F. (2012). Caregiver participation in community-based mental health services for children receiving outpatient care. Submitted to: Journal of Behavioral Health Services and Research. 2 Trask, E.V., Fawley-King, K., & Garland, A.F. (2012). Do aftercare services reduce risk of psychiatric rehospitalization for children? Submitted to: Journal of Behavioral Health Services and Research. Although the project does not serve clients, it produces an annual report for use by the County of San Diego Health and Human Services Departments to guide its decision makers in the appropriate use and application of service programs for children in the county. FORM 990, PART III - PROGRAM SERVICE, LINE 4D Rady Children's Hospital Research Center (RCHRC) is committed to restoring, sustaining and enhancing the health and developmental potential of children through the discovery of treatments and cures for childhood disease and injury. RCHRC performs pediatric biomedical research and is primarily funded by grants and contracts from agencies of the US government and other entities. Research activities include studies covering a wide range of pediatric medical and psychosocial issues. Specific projects, in addition to the largest three programs disclosed separately herein, included, but were not limited to: - Engaging Victims of Partner Violence in Services - Examining Parent & Family Factors in Child Mental Health - Gene Expression in Kawasaki Disease - Research on Infant/Toddler Mental Health: Building a Community Partnership - Retrospective Review of Rotavirus-Associated Hospitalizations - Rare Disease CRC for New Therapies & New Diagnostics This research provides RCHRC with additional understanding of a variety of healthcare issues. This knowledge can then be applied to the pediatric patients served by RCHRC's tax-exempt affiliates. This investment, over time, benefits patients by increasing the healthcare knowledge base used to treat patients at RCHRC's affiliates and elsewhere in the country. Results of these research efforts are published in the biomedical literature and mass media, and also presented at local, regional and national professional and scientific conferences.Description

Form 990, Part VI, Section B, Line 11B The Form 990 was reviewed by the CFO and then provided to the organization's Audit and Corporate Responsibility Committee for review. Following review by the Committee, the returns were finalized, signed and submitted to the Internal Revenue Service. A complete copy of the form 990 was provided to each voting board member prior to filing. FORM 990, PART VI, SECTION B, LINE 12C On an annual basis and upon election or appointment, the policy and disclosure statement is distributed to all Board members, officers, and key employees and medical staff leaders. All completed and signed statements are returned to the Corporate Compliance Officer for review. If a person discloses a potential or actual conflict, the person with the conflict of interest is excluded from any discussion or approval of such transaction. Financial interest disclosures by board members and officers are brought to the RCHHC Board of Trustees or the Audit and Corporate Responsibility Committee for review and, as needed, appropriate action. Financial interest disclosures by key employees and medical staff leaders are reviewed by the Corporate Compliance Officer and referred to the President and Chief Executive Officer or to the RCHHC Board of Trustees. The Compensation Committee is comprised of independent, lay members of the Board of Trustees. Prior to conducting its review, the Chair of the Compensation Committee determines whether any member has a conflict of interest with respect to the matter(s) under review. In determining and approving the compensation arrangement, the Committee considers all components of compensation. It considers comparability data and retained an independent compensation consultant to provide comparability data to the committee. Total compensation is targeted to be between the 50th and 75th percentiles of the comparability data. The Committee's deliberations and decisions are documented in minutes that are reviewed at its next meeting. The Committee's written records include the (1) terms of the arrangement with the disqualified person (including the date the arrangement was approved); (2) a list of members present during the discussion of the transaction (and how the members voted when it was approved); and (3) a description of the comparable data relied on by the Committee.
FORM 990, PART VI, SECTION C, LINE 19While federal tax laws do not mandate that the organization's governing documents, conflict of interest policy and financial statements be made available for public inspection, the organization makes it financial statements available upon request.
