| Description | Transit Green Jobs Training Partnership - This program is funded under the 2009 American Recovery and Reinvestment Act, through the U.S. Department of Labor's Employment and Training Administration. Working with partners in Utah, Ohio, New York and New Jersey, the Center has been able to offer over 6,800 training opportunities to front-line transit workers to date. | Description | Transit Elevator-Escalator Training Consortium - The Consortium was created to address three major problems in the transit vertical transportation industry: aging of workforce, equipment problems (more complex new equipment & aging of old equipment), and limited budgets. The Center working on behalf of the Consortium has made major strides in achieving the stated goals.The Program's accomplishments are: Identify/validate existing courseware and develop new courseware material. Developing both classroom and hands-on instruction to include the transit industry's best practices, agencies' procedures & Federal, State and local code requirements to properly and safely maintain the Consortium members' vertical transportation systems (elevators & escalators);Develop a team of the transit industry's subject matter experts and hold meetings to develop courseware materials. Also, have a Technical oversight committee to approve direction, budget and address major issues;Pilot and validate newly developed courses. | Description | Initiating a National Joint Transit Industry Rail Vehicle Technician Certification Program - Building for Success, brings together expert management and labor representatives to help design and implement a new joint system for qualifying the skills of transit technicians - transit rail vehicle technicians in this first instance. The E-7 project necessarily builds upon and links to other elements in an emerging joint system of training and apprenticeship for technical jobs in the transit industry. This effort derives from a broader joint program for developing a comprehensive system of consensus standards for transit technical training and a national joint framework for transit apprenticeship. There has been a well-grounded consensus among transit labor and management that development and implementation of a national system of skill qualification makes sense only if it is preceded by the development and implementation of training at the national and local levels. With this foundation, and with the E-7 Panel's commitment to joint industry participation and consensus, this project aims to achieve the goal of widespread adoption of this emerging joint national system of training and qualification through local training and qualification agreements. | Description |

It is also e-mailed to the entire governing body before filing with the Internal Revenue Service. |
| Form 990, Part VI, Section B, line 12c | The Center's policies and procedures handbook clearly states its policy on a Conflict of Interest of employees and Board members. Each new staff and Board member is required to review a copy of this policy and to acknowledge in writing that he or she has done so. Each staff and Board member annually completes a disclosure confirming that he or she does not have a Conflict of Interest or identifying any relationships, positions or circumstances in which he or she is involved that he or she believes could contribute to a Conflict of Interest arising. The Conflict of Interest policy is reviewed annually by each member of the Board of Directors. Any changes to the policy are communicated immediately to all staff and Board members. If a staff or Board member has an interest in a proposed transaction with the organization in the form of a significant personal financial interest in the transaction or in any organization involved in the transaction, or holds a position as trustee, director, or officer in any such organization, he or she must make full disclosure of such interest before any discussion or negotiation of such transaction. Any Board or committee member who is aware of a potential conflict of interest with respect to any matter coming before the Board or Committee shall not be present for any discussion of or vote in connection with the matter. In addition, the Center's projects are actively discussed and reviewed at additional Board meetings and in communications throughout the year. Board members are aware that they should reveal any conflicts in the event that a new project would present such a situation. |
| To determine salary ranges for a cluster of similar positions, the Center uses compensation surveys from sources such as the Maryland Nonprofits Salary Survey, Greater Washington Area Association Compensation and Benefits Study, Nonprofit Times Salary Survey, and the Office of Personnel Management salary table. Individual salaries of officers and key employees are then determined by the Center's management team based on the person's qualifications and experience. | |
