DescTSF expanded its technical assistance offerings through its Energy Program. Under the CivicPace program which is funded by the U.S. Department of Energy's SunShot Initiative, the team established the enabling policy foundation for tax-exempt entities to take advantage of PACE and worked with the Housing Authority in Washington, DC and the U.S. Department of Housing and Urban Development to approve the first ever use of PACE on a mixed-finance affordable housing complex in the District. Through speaking engagements around the country and targeted meetings with lenders, PACE administrators, and other stakeholders, the CivicPACE team began to popularize the new term and interest in this underserved solar market sector. In 2015, the CivicPACE collaborated with the Phyllis Wheatley Young Women's Christian Association (YWCA) redevelopment project, to ensure the long-term preservation of 84 units of affordable housing in a gentrifying neighborhood of Washington, D.C. Project financing, enabled by CivicPACE, made solar and energy efficiency upgrades possible which took the renovated facility beyond basic building code, and reduced operating costs for the facility by nearly $6,000 per year. This project marked the first use of PACE financing for a U.S. Department of Housing and Urban Development (HUD) assisted mixed-finance public housing property, and is being examined for replication by other local housing authorities around the country.Under the Solar Outreach Partnership program, the team continued to provide current and actionable information on solar energy and best practices for reducing local barriers to solar through educational workshops across the country. To date, TSF staff have collectively delivered nearly three dozen workshops through the program. Under the technical assistance portion of the SolarOPs program, TSF provided support to the first Solarize campaign in the state of Georgia (Solarize Tybee) and served as a source of resources and information for one of the follow-on programs in the state, Solarize Athens.Desc

DescThe Solar Foundation made significant strides in 2015 through its work on the Solar Jobs Census which provided relevant workforce and employment data to policymakers, industry leaders, and other energy stakeholders. In early 2015, TSF published its annual National Solar Jobs Census report (Census 2014). Shortly thereafter, TSF updated its solarstates.org map and published six stand-alone State Solar Jobs Census reports which provided stakeholders with important jobs and policy information for informed decision making.Desc

DescTSF continued to establish itself as a leader in advancing the use of solar on schools through the development of a toolkit for installing solar on K-12 schools and advising on the procurement process for schools interested in going solar. Other technical assistance successes include advising municipalities on the solar procurement process and developing model design guidelines for the use of solar in communities governed by homeowners' associations.Desc

$93,161During 2015, TSF entered into two cooperative agreements with the US Department of Energy to promote the use of solar energy. The CivicPACE Program, led by TSF and launched in 2015, is working to support solar energy deployment by bringing property assessed clean energy (PACE) financing to tax-exempt organizations, such as nonprofits, affordable housing, faith based institutions, and schools. TSF's CivicPACE work is supported by a three-year, $1.2 million award by the U.S. Department of Energy's SunShot Initiative, as one of 15 Solar Market Pathways award recipients.
TO ASSIST WITH THE COMPLIANCE UNDER THE CLEAN POWER PLAN, TSF PARTNERED WITH 5 LAKES ENERGY TO CREATE ENERGY SCENARIO MODELS FOR THE STATES OF GEORGIA AND NORTH CAROLINA. THE MODEL CALLED STATE TOOL FOR ELECTRICITY EMISSIONS REDUCTION (STEER) PROVIDES STAKEHOLDERS WITH A TOOL THAT GIVES CONSIDERATION TO THE MOST COST-EFFECTIVE IMPLEMENTATION STRATEGIES. WORK ON THE MODELS BEGAN IN 2015 AND WAS COMPLETED IN SPRING 2016.WHILE MUCH OF THE EFFORT IN 2015 WAS FOCUSED ON PROGRAM PLANNING UNDER THE SOLSMART/SPARC PROGRAM, TSF BEGAN CONDUCTING PROGRAM OUTREACH TO AROUND 300 HIGH-PRIORITY COMMUNITY TARGETS AND DEVELOPED AN "EARLY ADOPTER" CAMPAIGN DESIGNED TO BRING A LIMITED NUMBER OF MOTIVATED COMMUNITIES INTO THE SOLSMART PIPELINE AND PROVIDE THESE COMMUNITIES WITH ADDITIONAL PROGRAM INCENTIVES BEYOND THOSE NORMALLY OFFERED BY THE PROGRAM. TSF SUCCESSFULLY BROUGHT 28 COMMUNITIES (OF THE ORIGINAL 30 COMMUNITY TARGET) INTO THE PROGRAM AS EARLY ADOPTERS.

Form 990, Part III, line 2During 2015, TSF entered into two cooperative agreements with the US Department of Energy to promote the use of solar energy. Solar Powering America by Recognizing Communities (SPARC) was launched in 2015 and seeks to develop a designation program to recognize communities that have taken steps to become more "solar friendly" by addressing local soft cost issues and promoting the use of solar within their jurisdiction. Communities pursuing designation will be eligible for complimentary technical assistance from the TSF team.
