Part V, Line 4: Intended uses of the endowment fund.Endowment funds are designated for purposes that align within the organization's exempt purpose.
Part X : FIN48 FootnoteEMHS, its hospitals, and certain other affiliates have been determined by the Internal Revenue Service to be tax-exempt charitable organizations as described in Section 501(c)(3) or 501(c)(2) of the Internal Revenue Code (the Code) and, accordingly, are exempt from federal income taxes on related income pursuant to Section 501(a) of the Code. Accordingly, no provision for federal income taxes has been recorded in the accompanying consolidated financial statements for these organizations.Tax-exempt charitable organizations could be required to record an obligation for income taxes as the result of a tax position they have historically taken on various tax exposure items including unrelated business income or tax status. Under guidance issued by the Financial Accounting Standards Board (FASB), assets and liabilities are established for uncertain tax positions taken or positions expected to be taken in income tax returns when such positions are judged to not meet the "more-likely-than-not" threshold, based upon the technical merits of the position. Estimated interest and penalties, if applicable, related to uncertain tax positions are included as a component of income tax expense. The System has evaluated its tax position taken or expected to be taken on income tax returns and concluded the impact to be not material.Certain of the System's affiliates are taxable entities. Deferred taxes related to these entities are based on the difference between the financial statement and tax basis of assets and liabilities using enacted tax rates in effect in the years the differences are expected to reverse. The deferred tax assets and liabilities for these entities are not material.

Part V, Line 5 - Account Input from Persons Who Represent the CommunityThe Maine Shared CHNA research team conducted a statewide survey among stakeholders to identify and prioritize significant health issues in communities across the state. The survey, coordinated with the Maine CDC, engaged public health expertise throughout the process. The survey was administered using a snowball approach where stakeholder agencies agreed to send the surveys to their members and stakeholders for participation. 1,639 people, representing more than 80 organizations and businesses in Maine, completed the survey. Respondents represented health care agencies, public health agencies, law enforcement, municipalities, schools, local businesses, social service agencies, and nongovernmental organizations. In addition to the stakeholder survey, each county conducted a number of community engagement opportunities (forums) to ensure broad interests of the local community were represented; Obtain stakeholder input on identifying significant health needs based on review of shared CHNA data; Solicit stakeholder feedback on prioritizing significant health needs, and; Identify local assets and resources that potentially may address local health priorities. The local forums were conducted in collaboration with the Maine CDC to solicit input from individuals representing populations with health disparities. The following organizations were in attendance at the December 10, 2015 DCC SHNAPP Waterville Shared CHNA Community Engagement Input Forum and provided valuable feedback on the Shared CHNA.Details about organizations: Sample of organizations KVCAP, Waterville Main Street, Kennebec Messalonskee Trails, Maine Childrens Home, NAMI Maine, American Lung Assn., Healthy Northern Kennebec, Somerset Public Health, Healthy Sebasticook Valley, MaineGeneral (MG), Inland Hospital, Redington Fairview General Hospital, EMHS, HealthReach Community Health Centers, Kennebec Behavioral Health, MG Community Care, Assistance Plus, MSAD 59, Waterville/Vassalboro Before/After School Programs, MG Board of Directors, Maine CDC. Hospitals (MaineGeneral, Inland, EMHS, Redington Fairview), health care providers (HealthReach Community Health Centers), and behavioral health care providers (Kennebec Behavioral Health, MG Community Care) serve low income patients through Medicare/MaineCare and provide low-cost/no- cost services to medically underserved residents. Many public health programs and services (Healthy Northern Kennebec, Somerset Public Health, Healthy Sebasticook Valley), non-profit agencies (KVCAP, Maine Childrens Home, NAMI Maine), and local/state government agencies (Maine CDC) specifically serve low-income and medically underserved residents.
Part V, Line 6a - List Other Hospital Facilities that Jointly Conducted Needs AssessmentThe Shared CHNA was conducted through the Maine Shared Health Needs Assessment Planning Process (SHNAPP) a collaborative effort among Maines four largest health-care systems Central Maine Healthcare, Eastern Maine Healthcare Systems (EMHS), MaineGeneral Health, MaineHealth and the Maine Center for Disease Control and Prevention, an office of the Maine Department of Health and Human Services (DHHS). Part I, Line 6a - Related Organization Community Benefit ReportThe Inland Hospital community benefit report is contained in an annual community benefit report prepared by Eastern Maine Healthcare Systems which is the parent organization of all related organizations.
Part I, Line 7 - Explanation of Costing MethodologyRatio of Patient Care Cost-to-Charges is used in calculations.
Part I, Line 7, Column F - Explanation of Bad Debt Expense$5,100,008 of bad debt expense, $2,215,897 of charity care, $60,344,671 of contractual allowances is included on Form 990, Part IX, line 25, column (A).
Part III, Line 2 - Methodology Used To Estimate Bad Debt ExpenseThe costing methology used to determine the amount is cost to charge ratio.
Part III, Line 4 - Bad Debt ExpensePatient and trade accounts receivable are stated at the amount management expects to collect from outstanding balances. Management provides for probable uncollectible amounts through a charge to earnings and a valuation allowance based on its assessment of the current status of individual accounts. Balances that are still outstanding after management has used reasonable collection efforts are written off through a charge to the valuation allowance and the applicable patient accounts receivable. Credit is extended without collateral.
Part III, Line 8 - Explanation Of Shortfall As Community BenefitMedicare losses should be treated as a community benefit because the losses are incurred in performing an important public service, and Maine hospitals experience one of the lowest Medicare reimbursement rates in the country.
Part III, Line 9b - Provisions On Collection Practices For Qualified PatientsAll account guarantors who express an inability to pay inpatient and outpatient services will be screened for eligibility for charity care using an application and guidelines established by Inland Hospital. An account may be reconsidered for charity care at any time when new information is available about a patients inability to pay.
Part VI - Patient Education of Eligibility for AssistanceAt Inland Hospital, Patient Account Representatives are available to assist and answer any questions our patients may have regarding Financial Assistance. Additional interactive strategies are in places that include billing statements that have contact information added for the patient's convenience, providing all uninsured patients with financial assistance packets at point of registration. When a patient states that they are under-insured Financial Assistance Packet information is provided. For any other patient requests we receive (via emails and phone calls) packets are mailed. All patient accessible areas, such as hospital waiting areas, contain information to direct patients on how to receive financial assistance. Additionally, Inland Hospital provides online resources and tools to assist our patients with the necessary information regarding charity/financial assistance via www.inlandhospital.org. Inland Financial Counselors are Certified Application Counselors for the Federal Market Place and will assist customers with the Healthcare Market Place as requested. It is the policy of Inland Hospital to treat all patients requiring care without regard for ability to pay and to assist patients in arranging for settlement of their financial obligation. Under this program, medically necessary services will be provided to Maine residents at no cost. If a patient does not qualify for free hospital care, he or she is entitled to ask for a fair hearing.
Part VI - Community InformationInland Hospital is a not-for-profit, community hospital located in Waterville, Maine with a mission to care for and serve our community. We serve residents in parts of Kennebec, Somerset, and Waldo Counties (mostly Kennebec). We are a 48-bed medical-surgical facility, with Lakewood, our 105-bed continuing care facility on the hospital campus, along with 17 primary and specialty care physician practices in Waterville and our surrounding communities of North Anson, Unity, Oakland, and Madison. We also offer our primary care patients a Weekend Care service to help them avoid unnecessary, costly emergency room visits. Inland has three rural health centers in Unity, North Anson and Madison serving medically underserved populations.Inland is the only inpatient hospital serving Waterville. The next nearest inpatient hospital is located 15 miles south of Waterville in Augusta. The nearest tertiary hospital is located 60 miles north of Waterville in Bangor.2013 data shows that Kennebec County has 121,000 residents (63% ages 18-64/17% over 64.) Median household income is $47,000. 13% of individuals and 18% of children are living in poverty. Somerset County has 52,000 residents (61% ages 18-64 and 18% over 65.) Median household income is $37,000. 18% of individuals and 25% of children are living in poverty.
Part VI - Community Building ActivitiesInland Hospital gets involved and gives back to our community to improve quality of life in Greater Waterville its how we help fulfill our community service mission to care for and serve our community. Whether its sponsoring scholarships to the local colleges, supporting physical activity and nutrition initiatives in our local schools, funding local public transportation, or supporting a cultural or economic development effort, Inland is proud to support and collaborate with groups that foster health and well-being. Our Community Benefit program contributed $60,000+ in 2016 towards health and community-building organizations and initiatives. In addition, we offer free health screenings and education to the public through our health events, and contribute to health improvement through numerous community collaborations and public events.
Part VI - Explanation Of How Organization Furthers Its Exempt PurposeAt Inland we strive to live up to our non-profit mission every day by caring for community members who otherwise would have limited access to quality healthcare. Besides providing charity care and financial assistance, we believe we can also affect the health of the communities we serve beyond care inside our hospital. We agree with the World Health Organization which states, Health is a state of complete physical, mental, and social well-being, and not merely the absence of disease or infirmity. We have a vision to be a responsible corporate citizen whose actions can impact our communitys overall well-being through commitments to priority issues. A hospital task force considered priority issues from the 2014 Community Health Needs Assessment and other data, and identified areas of significant needs to be addressed, as well as areas of need unable to be addressed by the hospital. An Implementation Strategy was developed and consisted of actions the hospital took to address the health need. Programs/resources the hospital committed to address the health need were identified along with planned collaborations with other area organizations. Inland Hospital focused on four key areas:1-Obesity - Goal: Obesity weight classification among Inland Family Care pediatric patients ages 2-18 will stop upward trend by Sept. 30, 2017.2-Mental health- Goal: Increase access to outpatient mental health services.3-Substance abuse- Goal: Reduce prescription drug abuse and misuse in Inlands service area.4-Economic Opportunity/Poverty - Goal: Reduce the poverty rate among adults living in Somerset County by October, 2018.In addition to efforts led by Inland and our collaborating partners on the issues above, resources such as in-kind staff time and community benefit funding were dedicated to the following secondary issues:-Domestic Violence-Homelessness-Dental HealthInland's 2016 Community Wellness initiatives included:a)The "World of Womens Wellness", the hospitals annual health fair for women. 450 women attended the 19th annual event on April 2, 2016 and received 1,800 free health screenings including, blood pressure, cholesterol, blood glucose, and bone density. More than 50 exhibitors linked attendees to local resources and services to improve health; 18 of the exhibitors focused on priorities in our Community Health Improvement Plan.b)In an effort to combat the childhood obesity epidemic, in 2016 we continued our year-long program to reach families with children to encourage active lifestyles and healthier eating. Our "Let's Go! Family Fun Series" offers activities each month to engage families with children to be physically active and eat healthier through free and low cost resources and activities such as hiking, swimming, and cross-country skiing. We also provided funding support for Let's Go! in 10 local schools through our Community Benefit program. Lets Go! is a nationally recognized childhood obesity prevention program that focuses on healthy habits and changing environments where children and families live, learn work and play.c)We utilized the Lets Go! program in the healthcare sectorspecifically our family practices. Six of Inland's family practices were recognized as Let's Go! Sites of Distinction in 2016 for their efforts to curb childhood obesity in our patient populations. Components of the program include displaying posters with the 5210 healthy habits messages, tracking weight classification for patients ages 2-18, and using the Healthy Habits survey at all well-child visits to inspire respectful conversations around weight status and lifestyle behaviors.d)We added a full-time Community Health Program Coordinator to our Community Wellness staff to provide Lets Go! technical support to local schools, after-schools, and childcare sites.e)We continue to maintain and improve the Inland Woods Trail on the hospital campus (created in 2010) with support from several local organizations. The trails were developed to create a lasting way to impact health, and give residents an easy, free resource for regular activity. The trails are used regularly by residents, hospital staff, and local schools for walking, biking, and snowshoeing. In 2016, we added the family-friendly Little Lets Go! Loop, and also a Little Free Library at the trailhead.f)We provided ongoing support for the Quarry Road Recreation Area, investing $40,000+ since 2013 in annual support, event and youth program sponsorships and in-kind contributions of staff volunteer hours and board participation.g)Inland provided Community Benefit funding: $5000 to the Greater Waterville Area Food Bank for a new industrial refrigerator; $7500 to the city of Waterville and Friends of Green Street Park for water fountain installation in local parks; $3000 to Kennebec Behavioral Health to support outreach to homeless youth; and $2500 to Kennebec Valley Dental Coalition for oral care for uninsured people. In addition, a majority of Inland Hospitals board of trustees is comprised of people who reside in our primary service area who are neither employees nor independent contractors of the organization, nor family members thereof. Inland extends medical staff privileges to qualified physicians in its community for some or all of its departments or specialties. The Inland Hospital Foundation helps by raising funds for everything from capital expansion projects to residential activities to help offset normal operating expenses.Inland Hospital utilizes surplus funds to support a medical simulation center on the hospital campus that is used for training of clinical staff. Examples of training include Advanced Cardiac Life Support, Neonatal Resuscitation Program, and Pediatric Advanced Life Support. Training is not limited to employees at Inland Hospital - we also offer courses to local Emergency Medical Technicians and to clinicians at other hospitals in our region. Inland Hospital invites men, women, and young adults to volunteer their time to further the hospital's mission. In 2016, volunteers from our community donated 10,000 hours of their time to Inland and Lakewood, our continuing care center. Some volunteers work in areas with direct contact with patients and families; others are involved in our community events and "behind the scenes" activities which enhance the care provided by the hospital. In 2016, 109 Inland and Lakewood employees engaged in our community by volunteering on local boards, committees and projects that helped contribute to a vital community.
Part VI - Affilated Health Care System Roles and PromotionThe 2016 Shared Community Health Needs Assessment conducted by EMHS (Eastern Maine Healthcare Systems) in collaboration with several member/affiliated hospitals and the many public health and community organizations across the state. The Shared Community Health Needs Assessment informs initiatives to promote community health across the system as well as within each member hospitals local service area. Each member hospital adopted a local implementation strategy and community health improvement plan, tailored to meet local needs.Inland Hospital has been part of EMHS (Eastern Maine Healthcare Systems) since 1998. As part of EMHS, we conducted the 2016 Shared Community Health Needs Assessment in collaboration with several member/affiliated hospitals and many public health and community organizations across eight Maine counties.

He reminds us, "... the things you can find, if you don't stay behind!" Dr. Seuss teaches us that innovation, leadership, and curiosity are noble traits that take us far in life. As leaders, we carry these lessons with us today. EMHS tirelessly seeks opportunities to innovate delivery of care by challenging the status-quo and pushing our organization to fearlessly exceed expectations in today's ever-evolving healthcare landscape. When taking a look back at 2016, we celebrate the amazing work being done across EMHS. Here, leaders come in all forms and nowhere is it more evident than in our 2016 Annual Report. Within these pages, you will meet some 'Girls on the Run' in Hancock County who are joyful, healthy, and confident; a family that welcomed a new baby and was grateful for excellent Neonatal Intensive Care; and a homecare nurse who travels thousands of miles each year to care for her patients. You will also learn how EMHS is collaborating with our communities on core concerns, such as food insecurity and overcoming Maine's opioid epidemic, and about the continued advancement of our population health efforts. Finally, as a proud Maine company, EMHS was pleased to be a part of the Acadia National Park Centennial; we share a look at our participation in the celebration. And, in an effort to bring the EMHS experience even closer to you, we've created an interactive online report in addition to our printed version. On the web, you will find beautiful videos of the inspiring stories discussed here along with interactive graphs and maps. We are proud to be a leader in this dynamic healthcare world. EMHS continues to embrace today's challenges all the while reflecting on how we can use our resources to create outstanding experiences for our customers and help shape vibrant, healthy communities. We have a lot of work ahead of us in 2017, or, to paraphrase Dr. Seuss, "You're off to great places! You're off and away!"M. Michelle Hood, FACHEEMHS President and CEOEvelyn S. Silver, PhDEMHS Board ChairOn your mark, get set...EMHS youth programs start kids off right for the race of lifeRaising children in today's world provides unique challenges. Issues such as childhood obesity and the prevalence of mental health issues like anxiety and depression among our youth have garnered the attention of parents and healthcare providers.Fortunately, research has shown that providing our children with healthy activities that teach them the value of exercise, eating well and being part of their communities can make a big difference in their long-term well-being.With that in mind, EMHS organizations offer creative programs and activities designed to support the healthy development of kids, many times in collaboration with other area organizations.A shining example of this approach can be seen in Presque Isle, where The Aroostook Medical Center(TAMC) partnered with the University of Maine at Presque Isle and Healthy Aroostook to organize The REDY Youth Triathlon in September, 2016 as part of TAMC's ongoing Fit and Fun Series.Children, ages 7 through 14, swam, biked, and ran different distances based on their age category. Event organizers named the triathlon after REDY, a well-known mascot of Let's Go 5-2-1-0 (5 or more fruits or vegetables a day, 2 or less hours of recreational screen time, 1 hour of physical activity, and 0 sugary drinks),a nationally recognized youth obesity prevention program that has partners throughout Maine.Jayden Harvell age 8, who according to her mother, Heather, is very athletic, participated in the event, which was her second triathlon. Before Jayden participated, she commented, "Yeah, I'm growing up and I'm getting healthier and smarter, and this helps me get fit. I think it will be fun!"The concept of 5-2-1-0 is also reflected in Inland Hospital's Family Fun Series, now in its fifth year. Inland Hospital, located in Waterville, works with other local organizations to provide a monthly family-oriented event that promotes an active lifestyle. The hospital's community wellness team leader, Ellen Wells, plays an integral role in making the series run smoothly. "We are trying to engage the whole family to make physical activity a way of life. Down the road, that will mean lower adult obesity rates and the related chronic disease that goes along with that."In addition to the Family Fun Series, every Tuesday evening during the summer of 2016, Inland sponsored the Quarry Road Fun Run series. The Fun Run series was very popular, with an average of 15 participants for the nine-week program.Another innovative program that focuses on healthy weight and food choices is the Eastern Maine Medical Center (EMMC) Way to Optimal Weight program (WOW); it focuses on helping children and adolescents who are at higher risk for weight-related health problems. The program recently expanded to Maine Coast Memorial Hospital (MCMH) in Ellsworth, as well as TAMC via televideo technology in Presque Isle.MCMH, in partnership with the Down East Family YMCA, is also using physical activity as a conduit for developing the full spectrum of health-mind, body, and spirit-for young girls through the Girls on the Run (GOTR) curriculum. This is vital, as girls and young women face an overwhelming amount of exposure to images and messages that leave them questioning their personal value."One of the things I love about Girls on the Run is that it's big picture. It's not just about running. Its about teaching the girls life skills that will benefit them for the rest of their lives," explained Kimberly Formby, GOTR coach and Occupational Therapy supervisor at MCMH. "It is my hope that every third through fifth grade girl in our area has the opportunity to participate in this program." Meeting twice a week in small teams, Girls on the Run teaches life skills through dynamic, interactive lessons and running games. The curriculum is taught by certified Girls on the Run coaches and includes three parts: understanding ourselves, valuing relationships and teamwork, and understanding how we connect with and shape the world at large. Running is used to inspire and motivate girls, encourage lifelong health and fitness, and build confidence through accomplishment. Important social, psychological, and physical skills and abilities are developed and reinforced throughout the program. The program is in its second season and has already had 16 girls participate, with plans for another session in the spring of 2017.A program that focuses on a young person's psycho-social-emotional development, in the context of the broader community is Challenge Day, a nonprofit out of California. For 15 years, Acadia Hospital, the only EMHS psychiatric hospital, has coordinated and supported Challenge Day in dozens of Maine high schools, affecting thousands of students and hundreds of volunteer adult facilitators. This past fall, more than 400 high school students experienced Challenge Day at participating schools: Hermon High School, Freeport High School, Maine Central Institute in Pittsfield, and George W.Stearns High School in Millinocket. One Stearns High School student echoed the sentiments of those who wrote reflection papers after their experience, "Challenge Day was an extraordinary experience, unlike any other. The day is a great way to express your true feelings to one another, learn about other people, see what they have gone through, learn empathy and change who you are for the better."In an era where youth report feeling increasingly judged and isolated, Challenge Day provides a proven experiential program that helps transform individuals and entire school cultures. At Hermon High School, which is the only school to host Challenge Day continuously over the past 15 years, the positive effect has been remarkable.Retired Hermon High School health teacher Shelley Gavett, who was instrumental in Hermon's involvement, continues to coordinate the event in a volunteer capacity. "Kids that go to Challenge Day never forget their experience. The program has changed th
