| Desc | Partnerships for Skills Gains With funding from the W. K. Kellogg Foundation, Mobility launched an initiative, Partnerships for Skills Gains, to identify and support partnerships between employers and workforce development intermediaries to upgrade workers skills. The project seeks to promote greater investment in workers skills. Mobility has adopted three primary strategies to support this initiative: (1) create a suite of at least 40 case studies documenting the practices of innovative partnerships; (2) disseminate the themes and key findings that emerge from the case studies and a review of academic and professional literature; and (3) give business planning grants to local partnerships to spur their spread and scale. In 2018, Mobility published a brief on the project, Partnerships for Skills Gains: Investing in Frontline Workers, as well as profiles of 40 partnerships that emphasize good jobs, require employers to cover some or all of the costs of skills training, and feature relationships with community colleges, nonprofits, and/or workforce development boards. | Desc |

| Desc | Baltimore Responsible Fatherhood Evaluation Mobility worked with the Center for Urban Families (CFUF) to conduct a randomized-controlled trial evaluation of the Baltimore Responsible Fatherhood Program (BRFP). CFUF provides fathers and their families parenting and family stability services, job-readiness and occupational skills training, job placement and re-employment services, retention and advancement assistance, and healthy relationship activities. In addition, through its intensive case management and supportive services team and partner agencies, CFUF provides services to address the complex needs of fathers and their families, including assistance in the areas of housing, physical and mental health, substance abuse, domestic violence, child support, legal aid, personal development, and work supports. Mobility designed and implemented the evaluation to assess the impact of BRFP on fathers engagement with their children, financial support of their children, co-parenting skills, economic stability, healthy relationship skills, and criminal justice involvement during the 12 months after enrollment. | Desc | MA Pathways to Economic Advancement Pay for Success (PFS) ProjectThe MA Pathways to Economic Advancement Pay for Success project is a collaboration of the Commonwealth of Massachusetts, Jewish Vocational Services (JVS), and Social Finance to increase access to programs that assist adult English-language learners in making successful transitions to employment, higher wage jobs, and higher education. JVS provides limited English speakers, including documented immigrants and refugees, vocational English language classes, integrated with job search assistance and coaching. JVS offers four distinct program tracks to accommodate varying language levels, employment objectives, and educational goals among program participants. The project will deliver services to approximately 2,000 adults in Greater Boston over three years. Pay for Success provides a tool for results-based government financing, leveraging private capital to enable government and society to respond to chronic social issues. The success payments the Commonwealth will make to investors are dependent upon the achievement of agreed-upon outcome metrics. Mobility is conducting the evaluation of the project. The evaluation design differs for each program track, including tracking post-program outcomes and comparing pre- and post-program outcomes to assess change over time. For one track, the evaluation uses a randomized controlled trial design to assess program impacts on earnings two years after study enrollment. The outcomes will be measured using administrative records data from state agencies on participants earnings and educational attainment.
