DescReentry Services: OAR journeys with individuals of all genders experiencing incarceration at the Arlington County Detention Facility, Alexandrias William G. Truesdale Adult Detention Center, and other facilities. OAR also supports individuals returning to or living in Arlington County, the Cities of Alexandria and Falls Church, the DC Metro region, and surrounding areas. During FY 2025, OAR had the privilege of journeying with more than 500 participants throughout their reentry process, along with their children and families. Our Peer Recovery Specialists and Community Navigators are individuals with shared lived experience and specialized training who collaborate with participants both pre-release and post-release. DescAlternative Sentencing and Diversion: Through OARs Alternative Sentencing and Diversion programs, people of all genders and ages are able to remain with their families, continue working or attending school, give back to the community, and avoid the lifelong collateral consequences of incarceration. Through these efforts, more than 1,000 adults and 100 youth have remained in their communities rather than experiencing incarceration each year. Through partnerships with the Offices of the Commonwealths Attorney in Arlington County and the City of Falls Church, eligible participants are referred to OAR in lieu of continued court involvement or fees. DescEducation, Outreach, Racial Justice, Liberation, Advocacy, and Legislative Change: Our reputation and impact in the community have allowed us to convene leaders and mobilize them to move the needle forward on racial justice and liberation. We address incarceration, the legal system, and all systems upstream, calling out the injustice that permeates these systems, and we seek true justice. Since individuals make up systems, we also support people confronting the daily harm they can cause. We lift the voices of those who've experienced incarceration and racial and other intersecting forms of marginalization. We challenge those who have benefited from the unjust system to become leaders in dismantling systemic injustice and redressing the harm caused. Continued in Schedule O . . .Desc

Part II-B, Line 1i - Other Activities DescriptionThe lobbying firm we hire works to get the nine of us PAPIS - Pre- and Post-Release Incarceration Services continued funding from the state. That means they meet with specific legislators, the governor, and the Department of Criminal Justice Services DCJS staff members. The firm also follows legislation and bills and then sends us updates. If there is a specific legislative item that all nine of us agree on, we ask them to connect and advocate for or against the legislation. In addition, we have another partnership with a firm in Richmond that helps us understand the legislative process and follows specific legislation we are interested in. We also shared the same information with our supporters, on our website, social media, and communications, so that they can also advocate for or against something.

* Participant reflectionsThe heart of OARs mission lies in the voices of the participants. Jay, who reentered the community after 10 years of incarceration, expressed gratitude for OARs support in securing housing and a full-time HVAC apprenticeship. With OARs guidance, he received coaching, tools, work attire, and renewed hope for his future. Facing everything alone seemed daunting, he shared, but OAR helped me believe I could do this. Abigail, a participant in OARs Diversion Program, faced barriers to employment due to her background but remained determined to pursue a career in healthcare. Through OARs coaching and peer recovery support, she secured a job offer and later obtained stable housing. Her success embodies OARs trauma-informed and person-centered approach. Joshua, who was required to complete 100 hours of community service, faced health challenges that limited his physical capacity. OAR collaborated with a local nonprofit to design virtual volunteer opportunities so he could fulfill his commitment while prioritizing his well-being. He completed his hours early and shared his gratitude for OARs flexibility and compassion. Damian began his journey with OAR through Community Service and later joined the Diversion Program. He said volunteering helped him feel connected to something good. With OARs continued support, he gained access to a licensed clinician, peer recovery specialists, and stable housing. He described OAR as a place of good energy, saying it was the first time he had truly felt seen and supported on his journey. These reflections are shared in keeping with OARs ethical storytelling practices, which prioritize dignity and privacy for every participant.
Part I Summary missionContinued . . . OAR strengthens communities and increases public safety through Upstream efforts focused on social justice, education, and legislative change, and through Downstream efforts focused on journeying with individuals and their families experiencing incarceration, supporting reentry after release, and providing alternative sentencing programs, including community service, and diversion options.
Part III Line 1 MissionContinued . . . In 2024, OAR marked its 50th year of journeying with individuals impacted by incarceration, reentry, and the criminal legal system. While OAR recognizes this milestone, the organizations long-term goal is to contribute to systemic change that, over time, reduces the need for its work. To advance this mission, OAR carries out both upstream and downstream activities. OARs upstream work includes education, advocacy, and support for legislative and systems change efforts that address inequities within the criminal legal system and related systems. OARs downstream work focuses on journeying with individuals of all genders who are incarcerated, returning to the community after release, or eligible for alternative sentencing and diversion, as well as their families. Together, these efforts reduce barriers to successful reentry and long-term stability and support public safety goals. Each year, OAR journeys with approximately 500 individuals through pre-release and post-release reentry support, and journeys alongside approximately 300 children and family members. OAR also operates alternative sentencing and diversion programs, including community service options, which provide restorative alternatives to incarceration and strengthen community connections. Through these alternative sentencing and diversion programs, OAR journeys with more than 1,000 adults and 100 youth annually. In total, OAR journeys with approximately 2,000 participants and family members each year across all programs. OAR prioritizes participant-centered services and relationship-based support. The organization uses people-first and strength-based approaches, viewing participants as active partners in developing and pursuing their goals. In order to strengthen service delivery and community trust, OAR intentionally recruits team members, volunteers, board members, and contractors with lived experience related to incarceration, the criminal legal system, racial marginalization, substance use disorder, mental health needs, or having loved ones impacted by these systems. Through this work, OAR continues to journey with individuals and families impacted by the criminal legal system in pursuit of justice, joy, and liberation for all. The heart of OARs mission lies in the voices of our participants. Selected reflections are included below.*
Part III Line 4 a Reentry ServicesContinued . . . . OAR provides one-on-one and group programs, trainings, courses, interventions, and activities. These include evidence-based cognitive-behavioral support, fatherhood and parenting programs, relationship navigation, psychotherapy, vocational and educational support, personal development, wellness services, substance use disorder, reentry planning and readiness, workforce development, and family reunification services. OAR also provides direct assistance based on individual needs. Support may include housing assistance, eviction prevention, utilities, clothing, transportation, debt repayment, medical care and treatment, and cell phones with minutes and data plans. OARs Reentry Services increase public safety by supporting stability, healing, and successful reintegration. The heart of OARs mission lies in the voices of our participants. Selected reflections are included below.*
Part III Line 4 b Alternative Sentencing, Community Serv, & DiversionContinued . . . . OARs Alternative Sentencing and Diversion Program provides a restorative and community-based alternative to traditional prosecution for eligible individuals. The program is designed to interrupt cycles of incarceration, reduce harm, and support long-term stability by addressing the underlying needs that often bring people into contact with the criminal legal system. Participants engage in a structured diversion plan tailored to their individual circumstances, strengths, and goals. Plans may include community service, peer recovery support, coaching, connection to mental health or substance use treatment, employment and education support, housing stabilization, and other supportive services, as appropriate. OARs approach to alternative sentencing and diversion is trauma-informed, participant-centered, and grounded in dignity and restoration. Rather than focusing on punishment, the program emphasizes responsibility, healing, and meaningful engagement with the community. Successful completion of the Alternative Sentencing and Diversion Program can result in charges being reduced or dismissed, helping participants avoid the long-term collateral consequences of criminal records. These outcomes improve access to housing, employment, and education, and enhance family stability, while reducing the likelihood of future system involvement. In FY 2025, more than 1,000 adults and 100 youth participated in OARs alternative sentencing and diversion programs. By keeping people connected to their families, workplaces, schools, and communities, OARs Alternative Sentencing and Diversion Program strengthens community well-being and increases public safety through prevention, restoration, and support rather than incarceration. OAR maintains partnerships with more than 300 nonprofits, government agencies, civic organizations, and faith communities that welcome Community Service participants as volunteers. OARs Alternative Sentencing and Diversion programs increase public safety by promoting accountability, connection, and restoration. The heart of OARs mission lies in the voices of our participants. Selected reflections are included below.*
Part III Line 4c Education, Outreach, Racial Justice,Education, Outreach, Racial Justice, Liberation, Advocacy, and Legislation Change: Continued . . . . Some of these efforts include ensuring that OAR's internal culture remains just and joyful, facilitating conversations with partners on creating just and joyful spaces, making presentations in the community about our Upstream efforts, working with local law enforcement agencies, Courts, and the Commonwealth Attorney's offices to eliminate discriminatory practices and policies, and partnering with legislators to change laws. OAR also has a 45-point advocacy and legislative agenda informed by many stakeholders to focus our efforts for the coming years, including 1) reducing the incarcerated population by 20% each year, 2) decreasing the racial disparity in sentencing by at least 20%, 3) establishing expungement in Virginia, and 4) banning the box on all applications, including employment, housing, and educational institutions. OAR is also part of the PAPIS (Pre-release and Post-Incarceration Services) Coalition, a group of nine organizations. Together, we hire a lobbying firm to advocate for increased reentry funding from the state of Virginia.
