DescGENERAL GRANTMAKING Inland Empire Community Foundation (IECF) invested more than $24 million in grants in 2025. Over $5 million of that was for scholarships and education. General grantmaking alone represented over $19 million in grants in the Inland Empire and beyond. (See Schedule O for Continuation)Grants were awarded to a broad spectrum of nonprofits in our two-county region of Riverside and San Bernardino Counties. Our grantmaking is generally in the areas of:Arts & Culture $702,581 Advocacy $945,741 Civic Benefit $772,154 Children & Families $1,072,128 Environmental Benefit $887,453 Economic Development$ 10,483,369 Scholarship$ 4,796,307 Health and Human Services $4,841,694 Other $29,564 Included in our grantmaking are funds that support particular issues or places. These include the Field of Interest Funds ($565,589) which are restricted to a specific program area or geographic area. For example, funds are currently helping with ADA compliance, supporting programs that serve the cities of Perris and Idyllwild (Rockwell Fund), the High Desert (Willmas Charitable Trust), victims of domestic abuse (Seraphim Fund), senior pet-owners and vet care (Herdina Fund), and the treatment and care of low-income children in Riverside County (Stebler Fund). IECF is proud to offer donors a way to invest long term in the issues and places they care about and sees its geographic funds as crucial investments to strengthen communities in the Inland Empire. Since 2011, IECF has been administering the S. L. Gimbel Foundation Fund, whose mission is to improve community conditions thereby enhancing people's quality of life. Program interest areas include food insecurity, environmental protection and conservation, education, and human dignity. In partnership with the Gimbel Foundation Trustees, IECF awarded over $71 million in the Inland Empire and nationwide.Desc

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Part IV, Line 2b:Obligations for Charitable Remainder Trust payments.
Part V, Line 4:The Foundation employs a spending policy of 4% for endowed funds. Annual distributions from the endowment funds in the form of grants and scholarships are made in keeping with the original donors intent. Distributions from unrestricted/board designated endowment funds are subject to the spending policy and are disbursed to 501(c)3 organizations following a competitive grant process.
Part X, Line 2:Financial Statement Footnote Reporting Organization's Liability for Uncertain Tax Positions under FIN 48 (ASC 740): The Foundation is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Foundation in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Foundation returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.
Part XI, Line 2d - Other Adjustments:Change in value of split-interest agreements 92,857. Management fees - agency funds 189,658.
Part XI, Line 4b - Other Adjustments:Invest. Inc. - agencies booked as liability/treated as revenue for Form 990 3,103,911. Support for agencies booked as liability/treated as revenue for Form 990 1,350.
Part XII, Line 4b - Other Adjustments:Agency fund expense - booked as liability/treated as expense for Form 990 758,853.

ExplanationInland Empire Community Foundation monitors its grants to ensure that funds awarded are used for the purposes specified in the grant proposal submitted through: A) Award letter - Grantees receive an award letter specifying the performance period for the grant, typically one year. The award letter delineates the objectives that the grant is supporting as specified in the proposal, alerts the grantee to review and sign the grant agreement, and informs the grantee of the deadline of the final report. B) Grant agreement - Grantees are required to sign the grant agreement before any funds are disbursed. The grant agreement explicitly describes the following: 1. Section 1: Use of Grant Funds Grant funds must be expended within the grant period, for the purpose and objectives described in the grant proposal. Grant funds may not be expended for any other purpose without prior written approval by Inland Empire Community Foundation. If the organization encounters significant difficulties in making use of the funds as specified in the proposal, or if the grant funds cannot be spent within the grant period, grantee must notify Inland Empire Community Foundation in writing promptly. Requests for variances or extensions are reviewed on a case-by-case basis. If a request is denied, unused funds must be immediately refunded to the Foundation. 2. Section 4: Final Report and Records The Grantee will submit the Grant Evaluation report per the deadline set forth in the award letter. This report includes a narrative on outcomes based on goals and objectives set forth in the grant proposal and an expenditure report documenting use of grant funds. If equipment was purchased, copies of receipts need to be included.ExplanationTxt

Form 990, Part III, Line 4aBuild Coachella Valley Fund (BCVF) BCVF reflects IECF's convening power in regional collaboration, hosting donor education forums, establishing advisory and grants committees, and investing $161,000 in 14 local organizations. The Fund's work aligns with the Vital Conditions of Meaningful Work and Wealth and Lifelong Learning in 2025/2026. CIELO Fund Now a model for inclusive philanthropy, the CIELO Fund has raised $2M+ and granted over $1M in scholarships and community investments. It partners with UC Berkeley as well as other local universities and colleges to advance research, hosts funder briefings and Latino leadership trainings, and builds narrative partnerships with CalMatters and the LA Times. Its Rapid Response Fund demonstrates IECF's capacity to respond to emerging community needs. FRieNDS of Veterans Fund Through collaborations with local supervisors and the Riverside County Department of Veterans Affairs, this fund strengthens regional support systems for veterans. The 2024 State of Veterans Report event and ongoing leadership meetings embody IECF's "No Soldier Left Behind" commitment. Fund for a Creative IE (formerly Arts for the IE) Championing arts as an economic driver, this fund has united local arts councils, launched communications initiatives, and hosted the Creative Corps Inland SoCal Culmination Event. Its feature in Palm Springs Life underscores IECF's leadership in positioning creativity as a pillar of community vitality. Here for Good Fund - Growth & Impact As IECF's leadership and capacity-building engine, the Here for Good Fund drives engagement with professional advisors, donors, and board members. It has raised over $200,000 for the Policy and Philanthropy Summit that hosts over 600 community leaders, achieved 100% Board Giving participation, and celebrated the Foundation's largest estate gift of $4.5 million - demonstrating excellence in donor education and stewardship. Journalism & Innovation Hub + Fund (JIHF) Designated an affiliate of Press Forward, JIHF advances local journalism as civic infrastructure. Its public launch, grantmaking focus on locally owned outlets, and $175,000 Press Forward grant highlight IECF's growing influence as a convener of truth, transparency, and innovation in the region. M.E.C.CA. IE - formerly Black Equity - Inland Empire Fund This fund advances narrative change and racial equity through partnerships like KVCR's storytelling grant, sponsorship support of the region's annual State of the Black IE convening, and the upcoming Mapping Black California 2.0 report. Its efforts reflect IECF's leadership in amplifying underrepresented voices and building systems for long-term impact. Women's Giving Fund (WGF) The WGF mobilizes women philanthropists to advance gender equity through grantmaking, community engagement, and research. In 2025, it raised $70,000+, granted $68,000. In 2024, established an endowed fund, and launched a research partnership with UC Riverside to produce a State of Women in the Inland Empire report. Other Community Leadership Efforts: Regional Fire and Forest Capacity Program -The RFFC grant for nearly $2million is for convening Inland Empire partners to understand and discuss regional and organizational capacity needs and project priorities on managing the Inland Empire's forest and other ecosystems, wildfire potential, and wild-urban interface. Learn more at: https://www.iegives.org/funds/rffc/; and IECF Regional Priority Plan RPP - IECF Inland Economic Growth and Opportunity Initiative (IEGO) In 2023, the Inland Empire Community Foundation (IECF) continued to lead the Inland Economic Growth and Opportunity Initiative, originally launched by Brookings. This planning process has evolved into a robust regional network focused on creating high-quality jobs and the creation of an inclusive economic development team within IECF. In the spring of 2023, IECF successfully applied for and was awarded the California Jobs First planning grant, emphasizing incorporating community input into the Inland Empire's economic planning process. This initiative engaged over 500 individuals and more than 70 different organizations. Additionally, in the fall of 2023, IECF received the CREATE grant from the California Community Colleges Chancellor's Office. This grant provides essential labor market data to all 12 regional community colleges, making IECF the first nonprofit in California history to receive this prestigious designation. California Jobs First (formally called the California Community Economic Resilience Fund (CERF)) In 2023, the Inland Empire secured the California Jobs First planning grant, thanks to the collaborative efforts of the Inland Empire Community Foundation (IECF), Inland Economic Growth & Opportunity (IEGO), and the Inland Empire Labor Institute (IELI). This milestone initiated a comprehensive regional planning process, engaging over 500 individuals from various sectors to chart a course for a more prosperous, equitable, and sustainable future. Through extensive research, the plan identified Green Energy and Technology, Advanced Manufacturing, and Cybersecurity/Information Technology as key industries with high job growth potential. The community-driven process, organized through Subregional Tables, Committees, and Equity Councils, ensured diverse voices were heard. As the Inland Empire moves towards a more technological and carbon-neutral future, the plan emphasizes the importance of prioritizing its most valuable asset-its people-to create an inclusive and thriving region for all residents. Educational Equity Since 2024, through the generous support of the Bill & Melinda Gates Foundation and IECF donors (over $1.5 million), more than 500 young people were engaged across Riverside and San Bernardino Counties in a series of Freedom Dreaming sessions. The 50 sessions-grounded in the radical imagination work of Robin D.G. Kelley and the pedagogical wisdom of bell hooks-engaged students from15 school districts and 15 community organizations to envision education not as it is, but as it must become. The report, currently being finalized, carries the students' voices, their dreams, and their demands. It presents not just data, but testimony; not just problems, but pathways forward. Most importantly, it lays out a commitment of $5.3 million over two years to honor these youth voices with action, understanding that true educational equity requires both resources and revolutionary love. Office of Policy and Engagement In 2025, IECF furthered its work building up the capacity of the Inland Empire to engage on policy issues by hosting capacity-building workshops with partners, continuing its engagement in Sacramento with elected leaders in partnership with volunteer board members, and hosting the Policy & Philanthropy Summit (formerly the Policy Forum) with over 500 attendees in person to hear from state and local leaders about their thoughts on philanthropy, accessing public dollars, closing equity gaps, and more. IECF's Summit also hosted sessions on big issues facing the region, in partnership with leading coalitions: housing, health, inclusive economies, education, and climate and environment. IECF's Board-led Policy Committee was active in developing the Summit and various local partners were instrumental in shaping the breakout discussions that will help IECF focus its resources on creating communities that thrive. Additionally in 2025, IECF deepened its engagement with state housing leadership, including collaboration with Tomiquia Moss, Secretary of the California Business, Consumer Services and Housing Agency, to support regional strategies that expand affordable and stable housing. IECF also invested time in coalition building related to the California Jobs First initiative and supported advocacy efforts aligned with IECF's CIELO Fund and M.E.C.CA. IE to elevate the importance of equitable investment across the region. Inland Empire Nonprofit Loan Fund: Launched in December 2025, the Inland Empire Nonprofit Loan Fund is designed to strengthen the region's nonprofit ecosystem by providing flexible, affordable capital to organizations serving communities across the Inland Empire. This $5 million fund exists to help organizations manage cash flow, strengthen operations, and expand their work, particularly in underserved and low-income communities. IECF created this fund in partnership with the City of Riverside, San Bernardino County, and the Nonprofit Finance Fund. The fund aims to fill a long-standing gap in access to capital for community-based organizations that often face barriers to traditional financing.
Form 990, Part VI, Section B, line 11bThe Form 990 review process starts with a presentation by the tax preparer to the Audit Committee, the CFO, and the President of The Inland Empire Community Foundation. Once satisfied with the completion of the Form 990, the draft will be made available to the Board of Directors via the IECF Board Member Portal and the audit committee will make a recommendation that the Executive Committee or the Board of Directors accept the Form 990 for filing. The forms will be signed by the CFO or the President and filed with the Internal Revenue Service.
Form 990, Part VI, Section B, line 12cConflict of Interest forms are distributed to all staff and members of the Board of Directors of The Inland Empire Community Foundation annually. The forms are signed by officers and directors, then collected and reviewed by the CFO and the President. Items of note (if any) are brought to the attention of the Executive Committee for follow-up.
Form 990, Part VI, Section B, line 15aThe Compensation Committee gathers appropriate salary survey information from organizations including, but not limited to, the Council on Foundations, the League of California Community Foundations and others. Local conditions are also taken into account. The Compensation Committee makes a recommendation to the Executive Committee regarding CEO and staff pay ranges, and specifically about CEO pay and other benefits. The Executive Committee has Board authorization to determine the President and CEO's compensation package, within ranges approved by the Board. The President and CEO determines the annual salaries of other officers and key employees using the ranges approved by the Compensation Committee.
Form 990, Part VI, Section C, line 19Once the Foundation's Audited Financial Statements have been accepted by The Board of Directors, they are posted to the Foundation's website as well as on Guidestar, a nonprofit database.
