DescThe National Committee's 2026 fiscal year was during the 119th Congress (2025-2026) and the first and second years of the Trump Administration. Therefore, most of our legislative and regulatory advocacy was aimed at opposing harmful legislation and calling attention to the mass staff reductions and mayhem caused by the so-called "Department of Government Efficiency" at agencies and programs important to older Americans. In addition, we begin increasing our political activity to help elect "senior friendly" majorities to the House and Senate in the 2026 election. The National Committee focused our legislative advocacy, communications and direct mail to members at opposing the One Big Beautiful Bill Act (P.L. 119-21) (also known as the "Big Ugly Bill") which cut Medicaid and SNAP benefits by over $1 trillion to partly pay for tax cuts that mainly benefited the wealthy and large corporations. We reminded National Committee members that "near seniors" age 50-64 who are enrolled in Medicaid or the ACA help to control Medicare costs, but those costs would go up if Medicaid benefits were cut and the ACA's "enhanced premium tax credit" (EPTC) was not extended. In addition, we educated members of Congress that most long-term care is paid for by Medicaid and cutting the program by $1 trillion would harm nursing homes and home and community-based services. Unfortunately, the Big Ugly bill was signed into law on July 1, 2025, and the ACA EPTC was allowed to expire on December 31, 2025. Before and after the start of our fiscal year on April 1, 2025, the National Committee fought for adequate discretionary funding for the Social Security Administration's operating budget, the Centers for Medicare and Medicaid Services, the Older Americans Act programs and other agencies and programs key to the well-being of seniors. Although we worked in coalition with the Leadership Council of Aging Organizations (LCAO) to persuade Congress not to eliminate several key programs, the enacted appropriations legislation flat-funded or cut most agencies and programs important to older Americans. The National Committee focused public attention on the chaos DOGE created throughout the federal government - but especially at the Social Security Administration (SSA), the Department of Health and Human Service's Centers for Medicare and Medicaid Services, and the Administration on Community Living through questionable and illegal mass layoffs and forced retirements. With regard to SSA, the 13 percent staff cut was the largest in the agency's history, and has forced the SSA to triage operations, moving staff from one part of SSA to another as public demands reached critical levels: some days answering phones, other days staffing field offices, with only a bare minimum of training to adequately meet the new job requirements. As a result of the overall shortage in staff, filling holes in one critical area inevitably left gaps in others, and the consequences of this staff inadequacy have been felt by consumers who continue to report alarming delays and logjams as they attempt to access their earned benefits. More than half of seniors and survivors who scheduled an appointment with an SSA field office to file an application for benefits waited more than a month until their appointment. More than 800,000 people have been in a queue awaiting an initial decision on their application for disability benefits, and it has taken SSA more than 6 months, on average, to make a decision - twice as long as in the past. These long waits can be particularly harmful for people of color, low-income applicants, and others who on average are less likely to have savings or other resources to fall back on. Thousands have died while waiting for a decision on whether they are eligible for disability benefits, and many more have endured years without income, in the process often exhausting their life savings and even losing their homes. While no field offices have officially been shuttered in the chaos, reports abound of 'ghost' field offices where staffing levels are low or non-existent - leaving only a hollow shell where previously a robust office operated. In response to this mismanagement, the National Committee continued to be a co-plaintiff - along with four other groups which represent Social Security beneficiaries -- in a federal lawsuit against SSA, and DOGE. Part of the NC's responsibility as a co-plaintiff is to vet and refer beneficiaries and current and former SSA staff that have been harmed by DOGE activities at SSA to attorneys with the lead plaintiff - Justice in Aging. Coalitions/Relations with Other Nonprofit Aging Organizations The Leadership Council of Aging Organizations (LCAO) is a coalition of 67 national nonprofit organizations concerned with the well-being of America's older population and committed to representing their interests in the policy-making arena. The National Committee and four of the other LCAO's member organizations take turns chairing the coalition for one-year terms. Max Richtman began his term chairing LCAO at the end of the June 4, 2025 meeting and will preside over the coalition until adjournment of the June 3, 2026 meeting. During the National Committee's tenure, LCAO has sent letters to Congress urging them to oppose the Big Ugly Bill, adequately fund programs and agencies critical to seniors in the FY 2026 and 2027 appropriations bills, extend the Affordable Care Act Enhanced Premium Tax Credits, approve the SSI Restoration Act, and reestablish the House Aging Committee. The coalition also sent a letter to the Center for Medicare and Medicaid Services urging them to ensure caregivers are considered employed for purposes of the Medicaid work requirement in the Big Ugly Bill. A major responsibility of the LCAO chair is to hold monthly coalition meetings which includes legislative and regulatory reports by standing committees, action on joint and chair's letters, press releases and coalition policy. In addition, the monthly meetings feature guest speakers, including the following individual who spoke to the coalition during the NC's term: Former SSA Commissioner and Maryland Governor Martin O' Malley, Representatives Brenden Boyle (D-PA), John Larson (D-CT), Suzanne Bonamici (D-OR), Tom Suozzi (D-NY), Richard Neal (D-MA), Frank Pallone (D-NJ), Seth Magaziner (D-RI), Adelita Grijalva (D-AZ) and Debbie Dingell (D-MI) and Senators Ron Wyden (D-OR), Kristen Gillibrand (D-NY) and Rubin Gallego (D-AZ). The National Committee was also an active member of the Strengthening Social Security Coalition (SSSC) Steering Committee and the Consortium for Constituents with Disabilities Social Security Taskforce, the Disability and Aging Coalition, the Nursing Home Reform Coalition, Americans for Tax Fairness, the Save Our Retirement Coalition and various ad hoc coalitions focusing on specific issues (e.g., prescription drug pricing). Government Relations and Policy Director Dan Adcock spoke virtually to the Camano Democrats in Washington State and in person at the North-Central Flint Hills Area Agency on Aging's "Sunflower Fair" in Selina, Kansas and the Leisure World Democratic Club in Silver Spring, MD. Political Activities During the NC's FY 2026, NCPSSM-PAC interview several House and Senate candidates, including Nathan Sage (IA Senate), Rebecca Cook (WI-03), John Cavanaugh (NE-02), Dan Osborn (NE Senate). Mark Pinsley (PA-07), Adam Miller (OH-15), Christina Bohannan (IA-01), former Representative Melissa Bean (IL-08), Russell Cleveland (MT-01), Jordan Wood (ME-02), Stefany Shaheen (NH-01), Eric Chung (MI-10), and Graham Platner (ME Senate). The PAC also held meetings with the campaign staff of Senator Jon Ossoff (D-GA), Ben Ray Lujan (D-NM), former Governor Roy Cooper (D-NC), Representatives Josh Riley (D-NY), April McClain Delaney (D-MD), Greg Landsman (D-OH), Kathy Castor (D-FL), Raja Krishnamoorthi (D-IL), and Iowa gubernatorial candidate Rob Sand. We were in regular contact with the DCCC and DSCC. The PAC met with the Young Democrats of America to discuss ways to work together. The PAC endorsed Abigail Spanberger for governor of Virginia. We plan to have NC staff participate in in-person endorsement events for candidates in competitive Senate races and House races. Additionally, Max Richtman is likely to record several endorsement videos. In past election cycles, candidates have shared their videos on their social media platforms. Max Richtman continued to serve as a Vice Chairman of the Democratic National Committee's (DNC) Seniors Council. He spoke at two Seniors Council meetings: August 2025 at the DNC summer meeting held in Minneapolis and December 2025 at the DNC's winter meeting held in Los Angeles. NC Board Member Tula Thompson spoke at the DNC Seniors Council meeting held in March 2026 in New Orleans.Desc

DescEDUCATION: Media Interviews GRP staff were interviewed by multiple press organizations, including Wichita Eagle, Newsweek, Think Advisor, CNBC, CBS News and Investopedia. Volunteer Engagement The National Committee held monthly volunteer calls with activists and responded to volunteer requests for materials, literature, and information to promote engagement. In 2025 and 2026, the number of volunteers that participated in the monthly call grew, due to continued concerns raised by the new administration and Congress. We also have added more volunteers who were part of the grassroots effort to repeal the Social Security Government Pension Offset and Windfall Elimination Provision. GRP staff worked with NCPSSM volunteers and activists to encourage them to call, email and visit their members of Congress to urge them to oppose any Social Security, Medicare or Medicaid benefit cuts and the proposed fiscal commission. Our national volunteers held grassroots events and performed community outreach in New Hampshire, Florida, Colorado, Connecticut, Minnesota Alaska and California. ExplanationIN ACCORDANCE WITH U.S. GAAP, THE ORGANIZATION RECOGNIZES TAX LIABILITIES WHEN, DESPITE MANAGEMENT'S BELIEF THAT TAX RETURN POSITIONS ARE SUPPORTABLE, THE ORGANIZATION BELIEVES THAT CERTAIN POSITIONS MAY NOT BE FULLY SUSTAINED UPON REVIEW BY TAX AUTHORITIES. BENEFITS FROM TAX POSITIONS ARE MEASURED AT THE LARGEST AMOUNT OF BENEFIT THAT IS GREATER THAN 50% LIKELY OF BEING REALIZED UPON SETTLEMENT. TO THE EXTENT THAT THE FINAL TAX OUTCOME OF THESE MATTERS IS DIFFERENT THAN THE AMOUNTS RECORDED, SUCH DIFFERENCES IMPACT INCOME TAX EXPENSE IN THE PERIOD IN WHICH SUCH DETERMINATION IS MADE. INTEREST AND PENALTIES, IF ANY, RELATED TO ACCRUED LIABILITIES FOR POTENTIAL TAX ASSESSMENTS ARE INCLUDED IN INCOME TAX EXPENSE. WITH FEW EXCEPTIONS, THE ORGANIZATION IS NO LONGER SUBJECT TO INCOME TAX EXAMINATIONS BY THE U.S. FEDERAL, STATE OR LOCAL TAX AUTHORITIES FOR YEARS ENDED MARCH 31, 2022, AND PRIOR. MANAGEMENT HAS EVALUATED THE ORGANIZATION'S TAX POSITIONS AND HAS CONCLUDED THAT THE ORGANIZATION HAS TAKEN NO MATERIAL UNCERTAIN TAX POSITIONS THAT REQUIRE ADJUSTMENT TO THE CONSOLIDATED FINANCIAL STATEMENTS.ExplanationTxt
