Annual Community Benefit ExplnCommunity Benefit Report: Due to the sale of the hospital on 7/6/10, no community benefit report was prepared for this year. In previous years the hospital participated with the South Carolina hospital association in preparing a community benefit report.AnnualCommunityBenefitExpln
Costing Method UsedLine 7, Table: The table on line 7 was prepared from a combination of the applicable IRS worksheets and the organization's Medicare and Medicaid cost report where that data was more accurate.CostingMethodUsed
Subsidized Health Services ExplnSubsidized health services: The entire amount on line 7g is related to physician clinics. The system operated three rural health centers.SubsidizedHealthServicesExpln
Percent Of Total Expense ExplnBad Debt: No bad debt is included in the expenses of form 990, part IX, therefore, no adjustment needed.PercentOfTotalExpenseExpln
Bad Debt FootnoteBad Debt methodology: The audited financial statements do not include a specific footnote with regard to bad debts. Bad debts are written off based upon charges for services provided. The cost of bad debts is determined by the ratio of total costs divided by total charges times the written off charges to arrive at bad debt cost. The organization is not able to determine if any additional amount of bad-debt is attributable to charity care.BadDebtFootnote
Shortfall As Community BenefitMedicare shortfall: The organization believes that the shortfall on Part III, line 7 should be considered a community benefit. Marion Regional Health System operated to promote the health of the community and Medicare was a significant percentage of the payor mix and provided access to healthcare for many citizens. The hospital's primary and secondary service areas are located in a rural area with unemployment rates ranging from 16 - 20 %. There have been multiple business closures over the past ten years causing the unemployment and uninsured rates to remain higher than the state and national average. The organization used the Cost to Charge ratio and the Medicare cost report for the period 10/1/09 - 7/6/2010 for all inpatient, outpatient and skilled nursing patient services.ShortfallAsCommunityBenefit
Debt Collection PolicyQualifying charity care patients - collection of fees: All patients that presented to the hospital for services and had delinquent accounts or who did not have third-party coverage were referred to financial counseling. The counselor determined from the financial information given whether there was or expected to be adequate resources to settle any existing delinquent accounts. The counselor also estimated amounts not covered for the current admission which were discussed with the patient or responsible party. All patient balances were consolidated and the patient was requested to acknowledge these balances by executing an installment promissory note with a copy given to the patient and the original filed with the patient's records. Patients received a minimum of four statements over a four month period. On or after the 134th day with no further action the account was referred to an outside collection agency.DebtCollectionPolicy
Needs AssessmentThe hospital developed a strategic plan in 2008 and updated the plan in 2010. Based upon internal statistical data, the South Carolina Hospital Association, and the South Carolina Division of Statistics, primary and secondary markets were identified. Other data sources included Medical Group Management Association and various national and federal data bases. From this data, a review was made of the physician specialties needed and the number of physicians by specialty. A five year physician recruitment plan was adopted. The services for sleep disorders, pulmonary care, and wound care were identified and placed into service during 2009 and 2010.NeedsAssessment
Patient Education AssistancePatients were notified of their financial assistance options at several points during their encounter with the hospital as soon as it was made known to the hospital that he patient had no insurance or was underinsured. During pre-registration and upon their admittance to the hospital, patients with no or insufficient insurance were referred to a financial counselor who helped them to apply for financial assistance. In addition, information about financial assistance was provided in writing to patients in their admittance package. All patients qualifying for financial assistance were required to sign an acknowledgement of services and a payment plan. All patients requiring medical care were admitted regardless of their ability to pay and no-one was refused due to financial difficulties. The hospital admissions policy requires that services be rendered to all patients without regard to financial ability to pay. Due to unemployment rates ranging from 16-18%, many patients were uninsured and medically indigent.PatientEducationAssistance
Community InformationMarion County is a rural, low income and overall poverty stricken County. The unemployment rate currently is above 20% and has remained above 12% for the past 10 years. In 2008 and 2009, seven major industries either closed or had significant layoffs or both. Currently there are fewer than seven non- healthcare / governmental employers with more than 200 employees. The primary service area has a population of less than 30,000 and the secondary service area of less than 24,000. The median household income is less than $33,000.CommunityInformation
Other InformationThe hospital maintained an open medical staff. The system used focus groups to determine the community's thoughts regarding the hospital. The hospital contracted with an outside firm to survey patients who had been discharged from the hospital which assisted in determining their level of satisfaction. State and national quality satisfaction scores were reviewed by administration, medical staff and the board of directors. Marion Regional Healthcare System adopted several different forms of communications with the community in order to make them aware of the various outreach and community benefits available. The system contracted with a marketing firm to assist and coordinate advertising in local newspapers, business magazines, targeted mailing campaigns for new and existing services, developed and maintained a web site for the entire system, public service announcements with staff discussing matters of healthcare interest with local radio station, billboard advertising, development of departmental and services brochures, TV advertising, invitations to the public for instructions by staff of breast feeding, prostate screenings, CPR, new born care, etc.OtherInformation
