Bad Debt FootnotePatient and trade accounts receivable are stated at the amount management expects to collect from outstanding balances. Management provides for probable uncollectible amounts through a charge to earnings and a valuation allowance based on its assessment of the current status of individual accounts. Balances that are still outstanding after management has used reasonable collection efforts are written off through a charge to the valuation allowance and the applicable patient accounts receivable. The costing methodology used to determine the amount reported on line 2 is cost to charge ratio.BadDebtFootnote
Shortfall As Community BenefitMedicare losses should be treated as a community benefit because the losses are incurred in performing an important public service, and Maine hospitals experience one of the lowest Medicare reimbursement rates in the country.ShortfallAsCommunityBenefit

Needs AssessmentAcadia Hospital participated in the EMHS Community Health needs Assessment. The EMHS Community Health Needs Assessment examines the health status of the residents of Bangor and Penobscot, counties and provides comprehensive research data and recommendations on a variety of critical target areas including community health education, access to primary care, care for chronic conditions, geriatric care, and mental health and substance abuse. As a follow up to the study conducted in 2001, EMHS contracted with the Center for Health Policy, Planning and Research (CHPPR) at the University of New England (led by Ron Deprez, PhD. MPH) to determine changes in health status and barriers to care since 2001. The 2007 Community Health Needs Assessment was funded again as a community service of Healthcare Charities, the philanthropic center of EMHS.We also look for trends within our patient population and stay involved with private and state organizations that track key data.NeedsAssessment
Patient Education AssistancePatient education begins at admission and continues throughout treatment and encompasses assistance with State health insurance coverage, COBRA, and Charity Care.It is the policy of The Acadia Hospital to treat all patients requiring care without regard for ability to pay and to assist patients in arranging for settlement of their financial obligation. For those qualifying under Acadia's Charity Care program, medically necessary services will be provided to Maine residents at no cost. Posters are displayed in patient care areas, information and forms are available online on the hospital website, and education is provided during the admission process and continues throughout treatment as the patient is assisted with the availability of programs.PatientEducationAssistance
Community InformationAs one of only two private, non-profit freestanding psychiatric and chemical dependency hospitals in the State of Maine, Acadia Hospital serves people from across Maine, with a majority of the patients originating in the Greater Bangor area. Geographically, Maine is a primarily rural state, and the demographics reveal an aging population with lower than national average earning power.CommunityInformation
Community Building ActivitiesThe major foci of Acadia Hospital's community building activities include collaboration with other agencies and sharing our expertise with other organizations and individuals in an effort to strengthen communities through proactive activities. We also work to provide education on mental health and substance abuse issues with campaigns like our Close to Home opiate education campaign, and our wellness educational features which includes Mental Health Matters, Tour de Brain, and Life Strengthening Tools. We leverage social networking via our website, two Facebook profiles and a recently added Twitter profile, as well as a new YouTube channel. We support the efforts of other non-profits like the state's chapter of the National Alliance on mental Illness, and we participate educational programs like Mental Illness Awareness Week, Recovery Month and Suicide Prevention Day.CommunityBuildingActivities
Other InformationThe Acadia Hospital is a nonprofit psychiatric and chemical dependency hospital that, along with Acadia Healthcare, a provider of substance abuse and community integration services, serves the entire state of Maine. It currently has the largest psychiatric staff in Maine with a total of 27 psychiatrists, neurologists, addictionologist/ internist, and family practitioner. The facility opened eighteen years ago in response to an urgent need for more hospital and community based mental health and chemical dependency treatment programs. In 2010, Acadia's Access Center received 14,648 calls requesting service. Total admissions amounted to 2,275 resulting in Acadia experiencing a 85.6% occupancy rate for the year.Acadia Hospital provides space for support groups, and provide crisis response services if requested from local communities. As in question five above, we provide many educational presentations in the community that focus on wellness and access to appropriate care, as well as anti-stigma work. We also offer an online mental health screening tool.See Schedule O, Part III, Line 4d for further details from the publication of community benefit projects of Eastern Maine Healthcare Systems entities.OtherInformation
Affiliated Health Care SystemAs a member of EMHS, Acadia Hospital shares in the organization's goal of being the best rural healthcare provider by the year 2012. As a specialty hospital within our health care system, we provide assistance to our affiliates in an integrated fashion, using technology like telemedicine to bridge the distances faced by Maine citizens. EMHS offers its own initiatives, such as addressing childhood obesity, and the affiliates often support these efforts in their own communities. As autonomous hospitals, we also each provide our own unique programs to meet the needs of our local communities.AffiliatedHealthCareSystem

On an annual basis, the compensation ranges are compared to the updated survey information. The Human Resources department will determine where the employee will fall within the ranges established by the Human Resources department based on experience and credentials.
Form 990, Part VI, Line 12cForm 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of ConflictsThe organization requests updates of potential conflicts and relationships from the officers and Board members on an annual basis. The request requires disclosure of all business relationships, board memberships, and family relationships. A database is maintained that is compared to payroll records and the accounts payable vendor list to identify any potential conflicts of interest. Transactions are reviewed for reasonableness as an arm's length transaction. The first agenda item for board meetings and board committee meetings is for members to declare any conflict of interest with upcoming agenda items or deliberations. At any point when consideration is being given to purchase/contract with a party in interest, the member with the conflict is either excused from the discussion and consideration process or abstains from voting on the matter. All transactions identified with parties in interest are disclosed within the Form 990. All are deemed to be arm's length transactions.

Form 990, Part III, Line 4dForm 990, Part III, Line 4d : Other Program Services DescriptionOTHER PROGRAM SERVICES 4: The Acadia Hospital is a nonprofit psychiatric and chemical dependency hospital that, along with Acadia Healthcare, a provider of substance abuse and community integration services, serves the entire state of Maine. It currently has the largest psychiatric staff in Maine with a total of 27 psychiatrists, neurologists, addictionologist/ internist, and family practitioner. Total admissions amounted to 2,275 resulting in Acadia experiencing a 85.6% occupancy rate for the year. Please see the following publication for details of community benefit projects at Eastern Maine Healthcare Systems entities. OTHER PROGRAM SERVICES 5: In the 2009 EMHS Annual Report, we mentioned that healthcare reform would likely be passed, and that it would be a catalyst for significant changes in how we deliver healthcare. We noted at the time that care of the chronically ill would likely shift to community-based versus facility-based settings, and that the breadth of EMHS providers (including home health and long-term care) and our investments in information technology well positioned the system to embrace change.Today, as our 2010 report is published, healthcare reform is the law of the land. While details of the reform continue to be debated, many of the expected changes are underway. EMHS is not only positioned to embrace these changes, we are helping to lead the way, thanks in part to early planning and investments in our information technology infrastructure. For instance, healthcare reform brought the promise of federal stimulus funding to reimburse providers who have demonstrated "meaningful use" of information technology to improve patient care. By meaningful use, we mean that healthcare providers use technology to capture data in real time to support their treatment decisions and build on computerized protocols, or guidelines, for best practices. It also means that yourEMHS primary care provider uses computerized registries of chronic disease treatment plan elements that have been proven to improve quality of care in a preventative and proactive manner. In 2010, EMHS hospitals and physician practices initiated an ambitious project, which we call eQuest. While EMHS has already been recognized for its leadership in using information technology, the pace of investments, measured in terms of both dollars and staff expertise, needed to speed up if we were to maximize our opportunities for federal meaningful use funding. Literally hundreds of staff across our organization are intensely focused on taking EMHS to the highest levels of meaningful use in the months ahead.eQuest is organizing and focusing those efforts so that, together, we optimize this one time opportunity for federal funds.A second example of federal funding supporting a reformed delivery system is the Bangor Beacon Community initiative. Last spring, EMHS received a nearly $13 million dollar grant to demonstrate improvements in the delivery of care, using clinical information technology. EMHS' grant application is one of only 17 receiving federal funds through this competitive process across the United States. Our Beacon colleagues are among some of the most advanced healthcare systems in the nation. The EMHS Beacon application was highly regarded because of its inclusion of multiple providers (both within and outside EMHS) at multiple levels of care (including home health, long term care and other community based settings) and because of our already advanced state of linking providers via information technology. In fact, because EMHS already has a highly functioning information infrastructure in place, we have been asked to lead national Beacon affinity groups on leadership, communication, and project management. There is a statewide advisory committee attached to the Bangor Beacon Community so that learned experiences can be disseminated across all healthcare providers in Maine, continuing EMHS' commitment to sharing expertise and resources with other providers in our efforts to improve healthcare delivery for all Mainers. Additionally, at the end of the three year grant, all 17 Beacon grantees are to publish their results for nationwide learning and improvement. EMHS is extremely proud to be participating in this national effort.Within this 2010 annual report, you will read about the great work our member organizations do every day in caring for the people of Maine. We hope this will give you some valuable insight into the passion, dedication and expertise of our some 8000 employees. We appreciate your support of EMHS and all of our members.George Eaton, Esq.EMHS Board ChairM.
