| Description | The Central Library provides subject specific divisions with greater depth in reference collections, and services and free internet (including wireless access) to all patrons. In addition, the Central Library offers collections and services dedicated to the Brooklyn Collection and world language. The Brooklyn Collection provides access to historic resources to researchers around the world, local students, genealogists, journalist etc. In FY 2011 the Central Library generated 2.8 million circulation and renewals of library materials and 783,000 holdings. During this same period, staff attended to 395,000 reference inquiries from patrons and delivered 3,500 programs to 80,000 participants. The Library also registered 5.8 million visits to its website, up 10% from the previous year. | Description |

| Description | The Neighborhood Libraries provide free access to library services via 58 neighborhood locations throughout Brooklyn. There is a neighborhood library within a half-mile of nearly every Brooklyn resident. Library services include: use of Internet and PC software via 900+ public computers; browsing and borrowing privileges for 6 million+ books, DVD's videos and CD's covering topics for all ages and interests; programs covering literary, technology instruction and cultural topics; readers advisory and references services. Library users can also access Library information and resources via the Library's website, and search for, request and renew library books and materials via its online catalog. In FY 2011 the Neighborhood Libraries generated 17.6 million circulation and renewals of library materials, up 1 million from prior year and 4.2 million holdings. During this same period staff attended to 2.5 million reference inquiries from patrons and delivered 42,400 programs to 711,000 participants. | Description |

| Description | Special programs functions provide programs and services dedicated to certain groups of library users including: seniors, children with special needs, toddlers, pre-school and school age children. Children's services include story hour, homework assistance and reading clubs. Free adult literacy, ESOL and Pre-GED educational services are available in locations throughout Brooklyn. A Business library providing services to small businesses, entrepreneurs and the corporate community is located in downtown Brooklyn. Programs and Exhibitions provide inspiring thought provoking and entertaining cultural and educational programs and events throughout all Library locations. The free public programs and events include poetry readings, author visits, literary discussions, concerts, films series, art exhibitions, and cultural and historic celebrations. | Explanation | LINE 4 On May 17, 2011, the Board of Trustees of Brooklyn Public Library voted to amend the Bylaws to create the two new positions of "President and Chief Executive Officer (CEO)" and "Director of The Library and Chief Librarian." These two new positions replaced the positions of "Executive Director" and "Deputy Director of Public Service," respectively. LINE 7A In acccordance with the Library's by-laws the governing board (Trustees) has the authority to manage and control the affairs of the Library. The board of trustees shall consist of no more than thirty eight members. By virtue of their respective offices the Mayor of the City of New York, the Comptroller of the City of New York, the Speaker of the City Council of the City of New York and the President of the Borough of Brooklyn are Ex-Officio Trustees of the Library. Each Ex-Officio may appoint a representative to serve on his or her behalf as a member of the board. Each representative appointed by an Ex-Officio shall be counted as part of the quorum, may vote and have all the same rights and privileges of the Ex-Officio or any other member of the Board, except in cases where this is prohibited by law. The Mayor of the City of New York and the President of the Borough of Brooklyn may each appoint eleven Trustees to hold offices for a term of three years or until their resignation or their successor is appointed. LINE 11A The Tax Returns are prepared by management, with the assistance of the auditors, EisnerAMPER LLP. Once a final draft of the Tax Returns are received from the external auditors, the Director of Finance and Controller conduct a first level review with the Chief Financial Officer. Pending any amendments or corrections, the Chief Financial Officer, Director of Finance and Controller, then review the packet with the Executive Director. After reviewing the draft with the Executive Director, the Draft of the Tax Returns are forwarded to the members of Audit and Finance Committees in preparation for a formal review at a joint meeting of the Audit and Finance Committees attended by the external auditors, senior members of the Library's executive team along with the CFO, Director of Finance and Controller. At this meeting, staff reviews the reports with the attendees. Questions are fielded and if necessary, corrections are made. Once the review is completed, the members of the Audit Committee vote to accept the report and to recommend acceptance by the full Board of Trustees. The report (amended if required) is then forwarded to the full Board for their review and final acceptance. The complete report is included as pre-read materials in the Board meeting packet. The Audit Committee chair presents the report to the full Board, highlights the contents and recommends final acceptance. If there are no corrections or amendments, the Board of Trustees votes to accept the IRS Forms 990, 990-T, New York State Forms CHAR 500, CT 13 and any other tax forms as presented. Once this process is complete, the Form 8453 is signed by the Chief Financial Officer. The Forms 990 and 8453 are then electronically filed to the IRS by the external auditors. The Library manually files the Forms 990T and New York State Forms CHAR 500 and CT 13. LINE 12C The Library has a conflict of interest policy which is signed annually by every member of the Board of Trustees and key (senior) members of the Library's management team. LINE 15 The salary of the Interim Executive Director (an at will employee) was negotiated by the compensation committee, of the Board of Trustees. The salaries of the other officers and key employees are based on information derived from data from a compensation study of comparative organizations (public libraries, cultural organizations and not for profit institutions). LINES 18 and 19 Conflict of Interest Policy The Library has a conflict of Interest policy for members of the Board of Trustees and key members of staff.
