STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTSPART III - LINES 4A & 4B - ADDITIONAL INFORMATIONIn Fiscal Year 2010, WMF continued to emphasize long-term solutions for improved stewardship and greater local capacity for presenting heritage sites. Training and education remain key components of WMF's work, and these goals are achieved through a variety of avenues including producing materials on the importance of cultural heritage sites and disseminating that information through electronic media, lectures, exhibitions, and publications. WMF's Core Programs provide a framework for reviewing accomplishments in the last year. WMF collaborates with local partners and leverages resources, often utilizing challenge funds as a vehicle to bring greater attention and more robust financial contributions to project sites. Cultural Legacy, Capacity Building, Advocacy, Education and Training, Disaster Recovery describe the broad categories around which WMF's work evolves. While many projects have multiple dimensions and can include Advocacy, Education and Training, all projects have an essential reason that drew site managers and owners to seek WMF's assistance or a particular challenge was the entry point for WMF engagement. Cultural Legacy In Europe, WMF worked with local partners on a wide variety of projects that often shared a goal of conserving historic sites that would be returned to public view after long absences from public access or were to be opened to visitors for the first time. In the United Kingdom, WMF's project at Stowe neared completion with a planned public inauguration in Fall 2010. Stowe, Horace Walpole's home, is considered the birthplace of the Gothic Revival movement. WMF supported several years of studies and analysis that informed conservation decisions and contributed to the development of interpretive programs for public enjoyment of the historic interiors, which were so influential in the 19th and 20th century in the development of international standards for taste and collecting. Work continued at Stowe, another great English home, which today serves as the headquarters for a private school. Nearly as important as the structure and its interiors are the grounds and follies dotting the landscape, which are regularly visited. At Stowe, exterior work continued and importantly, the history library ceiling was fully conserved. When the project concludes in the coming years, a suite of historic interiors will once again be viewed by visitors to Stowe to complement the experience of walking the grounds. In France, WMF's work at St. Trophime continued, focusing on the ensemble of Romanesque and Gothic sculpted capitals. In FY2010, WMF continued analysis of the conditions of the stone and undertook significant archaeological research in the courtyard, in preparation for the implementation of the conservation plans, which will begin in 2011. WMF's conservation project at the Cloister of St. Trophime has incorporated archival and archaeological research to understand changes to the courtyard over time. Digital documentation has produced extensive data on the site useful for conservation planning and monitoring. It has also allowed WMF in partnership with CyArk to present high quality images, video, and 3-D models of St. Trophime on the web. The archaeological project allowed a great amount of information to be gathered on changes to the walls surrounding the cloister, which assisted in determining the chronology, process, and development of construction of the surrounding structures. In Portugal, the conservation work at the Queluz Palace Garden in Lisbon, Portugal, continued and neared completion with a celebration of with conclusion of the project in fall 2010. Representing some of the latest expressions of Baroque and Rococo landscape design from 18th-century Europe, the Queluz Palace Garden is also a marvel of hydraulics, with extensive systems that provided water to the gardens, the fountains and the palace. We sponsored historical research and digital mapping of 50,000 tiles to review conditions and conservation needs. We undertook emergency repairs, as well as necessary cleaning and the repair of storm damage. More recently, WMF Britain organized the conservation of lead sculpture designed by 18th-century English artist John Cheere, and the restoration of the remaining sculptures and fountains has been carried out in situ by Portuguese conservators including those trained in workshops organized by WMF. In Asia, WMF's work at Angkor continued to focus on Preah Khan, Phnom Bakheng and the Churning of the Sea of Milk Gallery at Angkor Wat. WMF's team completed significant investigative work at Phnom Bakheng to determine remedial solutions for water damage at the temple complex. In spring 2010, WMF conducted a seminar on conservation of the brick shrines at Phnom Bakheng. This seminar allowed Cambodian and foreign experts to spend an extended time discussing a particular set of conservation challenges. At the Churning of the Sea of Milk Gallery, WMF completed additional stone conservation of the roof and plans to conclude the work on the roof in 2011. In FY2010, work on the Qianlong Garden progressed with much emphasis placed on conservation needs for objects that will be included in The Emperor's Private Paradise: Treasures from the Forbidden City. In FY2011, the exhibition will be on view at the Peabody Essex Museum in Salem, Massachusetts and the Metropolitan Museum of Art. It will then be on view at the Milwaukee Art Museum in FY2012. The exhibition displays exquisite, never before seen objects of ceremony and leisure from the Qianlong Garden, the emperor's private retreat. The inspiration for the exhibition arose from WMF's partnership with the Palace Museum in Beijing to conserve the Qianlong Garden WMF completed the conservation of Juanqinzhai, or the Studio of Exhaustion from Diligent Service, in 2008, which included hands-on training for Chinese conservators to learn how to tackle the many complex challenges that emerge when working with fragile historic interiors and an unusual mix of materials and artistic techniques as in Juanqinzhai. In Peru, WMF's project at San Pedro Apstol de Andahuaylillas Church allowed a youth conservation training program to focus on needed interventions as well as assure long-term local stewardship of the buildings and the continuity of its important artistic and cultural legacy. Built by Jesuits in the sixteenth century, the ornate interior was decorated by Don Luis de Reao in 1629 and is one of the most elaborate churches in the region. The sanctuary has a polychrome ceiling in the Mudjar style, built using a pre-Hispanic construction method. Inclusion on the 2008 World Monuments Watch raised awareness of the importance of San Pedro Apstol and also the imminent need for conservation. The current project addresses the interior, emphasizing the conservation treatment of the sanctuary and its mural paintings, works on canvas, and artesonado ceilings. The choir, main faade, and chapels will also be restored as a result of WMF's work at the site. In Egypt, WMF's partnership with the Aga Khan Trust for Culture continued to contribute to the conservation of the Blue Mosque, known locally as the Aqsunqur Mosque, the largest mosque in the Darb al Ahmar neighborhood in historic Cairo. The Mosque has been the religious center for the community since its construction and is an exceptional example of early Mamluk religious architecture, erected in 1347 by Amir Aqsunqur and expanded during the Ottoman period in the seventeenth century to include the vibrant blue Iznik tiles in the sanctuary. The restoration project involves structural stabilization and consolidation, and conservation of the upper structures, minaret, roof, and interior. Work is expected to be completed in December 2011. This past year, work on the Blue Mosque focused on the conservation of the minaret and the roof. Work has begun on the interior of the mosque, starting with the walls and roof of the prayer room, and will continue with the rest of the interior and the mausoleum.
STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTSPART III - LINES 4A & 4B - ADDITIONAL INFORMATION CONT'DCapacity Building In FY2010, WMF announced the 2010 Watch and drew attention to numerous sites where the local community greatly valued its historic resources but believed advocacy through the Watch would enhance the capacity of local stewards to tackle the problems at hand. Shortly after the announcing the Machiya of Kyoto were on the 2010 Watch, local support combined with international donations secured through WMF, a conservation project for one of the Machiya was undertaken. Throughout Kyoto, machiya townhouses dating from the Edo Period (1603-1867) dot the urban landscape adjacent to modern apartment and commercial buildings. These townhouses were used as hybrid commercial and residential spaces and were born out of the city's growing merchant class and artisanal traditions. Incorporating interior gardens and abundant light and air, the machiya elegantly balanced their form and function, and fostered a culture that integrated urban living and commerce. WMF has committed to a restoration and education project that aims to become a model of cultural heritage preservation for other communities and machiya owners in Kyoto. WMF is working on the pilot restoration of a machiya strategically located in the center of Kyoto, and will expand the restoration to another neighborhood in Kyoto. In conjunction with the restoration project, educational material and resources are provided to communities that hope to preserve their machiya. The project preserves the buildings, and the rituals and traditions of machiya as part of the historical landscape of Kyoto, and will serve as a model project and resource center for preserving this cultural heritage. The remains of ancient Babylon are one of the most renowned archaeological sites in the world. In 2009, WMF established the Future of Babylon program, which is a collaborative project with the Iraqi State Board of Antiquities and Heritage (SBAH), to conserve Iraq's cultural and natural heritage and the archaeological site of Babylon. Starting in June 2009, regular missions to Iraq have been conducted in order to forge a strong relationship with the SBAH, and to work closely on site preparation and assessment of priority conservation projects to stabilize the archaeological ruins. These missions have resulted in defining the priority sites and have included hands-on digital scanning workshops with CyArk, resulting in 3-D documentation of Nabu-sha-Khare Temple and the Ishtar Gate, and the production of a site boundary map. With the anticipation of the return of tourism to Iraq, the main objectives of the project are to improve site conditions and strengthen the capacity of the SBAH to sustainably manage Iraqi cultural heritage sites. Conservation training and capacity building is necessary for long-term stewardship of the site. The program consists of a four-year comprehensive site management plan, supported by funding from the United States Ambassadors Fund for Cultural Preservation. Bulla Regia, once a prosperous second-century Roman city, is distinguished by its subterranean houses unique to this site and the impressive polychrome mosaics that adorn their floors. WMF has implemented a conservation plan at this archaeological site, and recently completed the stabilization and consolidation of the subterranean courtyard at the House of the Hunt. Consolidation of the walls, conservation of the vaults, the setting of the corniche for visitors, and stabilization measures to protect the mosaics on the subterranean floor have all been completed. This past summer the team addressed other structures, both subterranean and above ground, on the site. The next phase of work will focus on specific structures and will increasingly address on-site interpretation and visitor management. At the conclusion of WMF's project, the public will be able to visit the site and have an intelligible experience without compromising the condition and integrity of the monuments. The public will have safe access to the elegant houses at Bulla Regia and fully appreciate the beauty of their mosaics and gardens. WMF hopes, through collaboration with Tunisian governmental agencies, to develop a greater capacity to manage and maintain the site in the future. The island of Kilwa Kisiwani in Tanzania is one of the most significant historic sites in East Africa. Standing ruins. Standing ruins are scattered across Kilwa Kisiwani and its sister island, Songo Mnara, representing three periods of political and commercial control: the Swahili civilization from the twelfth to fifteenth centuries, followed by Portuguese rule in the early sixteenth century, to the annexation by the Omani empire based in Zanzibar in the eighteenth century. Kilwa Kisiwani and Songo Mnara were inscribed on the World Heritage list in 1981 and were then placed on UNESCO's list of World Heritage Sites in danger in 2004. Gereza Fort was placed on WMF's 1996 Watch, and the historic sites on the island were placed on the 2008 Watch. In 2008 WMF began a conservation model pilot project at the Omani Gereza Fort that concentrates on stabilizing walls and preventing further deterioration of the structure. In addition, conservators are strengthening the building's resilience to the effects of local climate conditions. WMF will soon begin urgent conservation of the Sultan's Palace and mosque on Songo Mnara, and the fourteenth-century Palace of Husuni Kubwa on Kilwa Kisiwani. WMF's objectives at the site are to carry out urgent conservation at key structures, assist with local capacity to manage tourism, and create tourist facilities. WMF has collaborated with local and international partners working at Gereza Fort, and is dedicated preserving these significant monuments through capacity building in the community. Training of local craftspeople will be an important component of the project in order to develop skills and provide economic growth in the village. Cultural tourism is an increasingly important source of income for the people of Kilwa and their neighbors on the mainland, and investment has already been made in improving visitor infrastructure on the island. Ongoing conservation projects at the fort and other structures will ensure that the site continues to play a significant role in the local economy. WMF is collaborating closely with the leadership of Taos Pueblo and staff at the National Park Service on the tribe's efforts to preserve and protect this sacred site. WMF's project at Taos Pueblo focuses on a restoration project of an adobe structure comprising 11 rooms at the entrance of the pueblo. Trainees have been selected for hands-on technical training of adobe conservation using traditional methods and materials. Training and close collaboration with the community will contribute to capacity building for the pueblo to continue long-term maintenance of the site. CyArk has taken digital laser scans to document the current conditions of the structures at Taos Pueblo. These scans will provide a detailed survey of the pueblo buildings and grounds, and will serve for current and future archaeological research, conservation, structural analysis, education, and tourism projects. Listed on the 2010 Watch, this remarkable adobe ensemble consists of ceremonial structures and individual homes, built side-by-side and in layers through the use of common walls, and still retains its traditional forms to this day. As bearers of the cultural traditions of their tribe, the residents and governing council of Taos Pueblo are directly engaged in ongoing efforts to preserve the pueblo structures and traditions, while also adapting to the increase of tourism to the pueblo.

In summer 2010 field schools took place at both sites, furthering work and training activities that were completed in 2009. WMF also participated in career development opportunities for students at the Williamsburg High School of Architecture and Design. The school is working with a curriculum designed and developed by WMF over a decade of collaboration with New Jersey Institute of Technology and the New York City Department of Education. WMF's contributions in 2010 were coordinating speakers in architecture, preservation and related fields to present their work to students through a series of planned class visits during the school year. WMF also hosted high school interns at its offices, as well as a gathering to encourage other local preservation organizations to offer internships to students enrolled in Williamsburg High School of Architecture and Design. At the New York Studio School, WMF supported extensive research on the Whitney Studio, an artistic ensemble designed by Robert Winthrop Chanler in close collaboration with Gertrude Vanderbilt Whitney, who commissioned the room. The New York Studio School occupies a structure that was the original Whitney Museum of American Art in the heart of Greenwich Village. The structure dates from the late nineteenth century and evolved over the decades as buildings were combined and facades altered to accommodate changing needs. The building is a National Historic Landmark and the Whitney Studio is an important reminder of the rich bohemian and artist history that made the neighborhood famous throughout the twentieth century. The Studio embodies the eclectic artistic community that continues to infuse the school with character today. The group of four row houses and the carriage houses were acquired by the sculptor and art patron Gertrude Vanderbilt Whitney, the eldest surviving daughter of Cornelius Vanderbilt II, as her salon and an artist studio space for herself and numerous artists. In 1912 she commissioned decorative artist Robert Winthrop Chanler to decorate her private salon, the Gertrude Vanderbilt Whitney Studio. Chanler designed a fantastic allegorical ornamental plaster ceiling, screens, stained glass windows (now removed but accessible in private collections), and a 20-foot-tall bronze and plaster chimney. In 2010, WMF partnered with the University of Pennsylvania Architectural Conservation Laboratory to implement a conservation survey, analyzing and testing the decorative ceiling and chimney in the Whitney Studio. Since it is still used as a school, WMF coordinated all conservation work with the New York Studio School to minimize disruption to classes, student exhibitions, and critiques. In addition to conserving the Whitney Studio, a priority of the partnership is to develop a comprehensive, phased master plan for the entire facility. The forceful juxtaposition of man-made structures amidst the organized chaos of nature is prominently evident at Edward James's Las Pozas. Amid the mountainous jungle of Mexico's Huesteca region, James, a British artist and wealthy patron of surrealism's avant-garde, designed a series of canals, pools, and architectural follies, fashioning his own version of the Garden of Eden. Collaborating with Plutarco Gastlum Esquer and local artisans, James began the works when he first bought the rugged ranch land in 1944, and continued steadfastly until his death 40 years later. Since his death, the jungle has become increasingly interwoven with the structures, and the landscape has become more compelling than ever. Nevertheless, if allowed to grow unchecked, tropical plants threaten to overwhelm the equally exotic architecture. Inspired by 2010 Watch listing, graduate students from the United States, the United Kingdom, and Mexico have been drawn to study James's surrealist structures and how they interact with their natural surroundings. An ambitious campaign has been launched to preserve the natural and man-made elements of this unique landscape. Disaster Recovery Each year, man-made and natural disasters affect cultural heritage. The highest priority is relieving the suffering of communities ravaged by earthquakes, floods, armed conflict and other factors that can erode the stability of small villages, large urban areas or even entire regions. Often part of the rebuilding efforts emphasizes key monuments or sites that serve as beacons of the community and their conservation can herald the return of normal routines for residents and visitors to an area. In 2010, WMF's conservation work at San Clemente a Casauria, severely damaged in the earthquake in Abruzzo, Italy, was mobilized. Work will be completed in 2011. While every disaster brings tragic tales that touch our hearts and galvanize our desire to assist, perhaps the most dramatic example of devastation to a region was the January 2010 earthquake in Haiti. WMF is committed to helping with the disaster recovery efforts in Haiti, particularly those to preserve and restore cultural resources in order to encourage community development. The Gingerbread Houses of Port-au-Prince were placed on the 2010 Watch only a few months before the earthquake struck. While much of Port-au-Prince was devastated, the Gingerbread Houses, dating from the late 19th and early 20th centuries fared better than many areas in the city. The wooden structures suffered fewer of the problems experienced by later concrete buildings that simply could not withstand the severe tremors and movements caused by the earthquake As the international community has provided rescue and humanitarian aid, so too can the preservation of historic structures rebuild communities surrounding national historic monuments and reinvigorate cultural identity. The January 2010 earthquake caused significant damage to major monuments and historic structures throughout Haiti. In Port-au-Prince's Bois Verna neighborhood, several of the Gingerbread Houses, which were listed on the 2010 Watch, had been completely destroyed while others suffered structural damage. A few of the Gingerbread Houses emerged unharmed after the earthquake, lending greater encouragement to preserve and protect the remaining structures. They are emblematic of the sustainable nature of appropriate building technique and materials. Less than one month after the devastating earthquake, WMF's Norma Barbacci joined an international mission to Santo Domingo and Jacmel to evaluate how the earthquake affected Haiti's cultural heritage, as well as to determine what priorities would be for intervention. Immediately after her first mission, Barbacci participated in a second mission to Haiti that served to assess damages to the Gingerbread neighborhoods and spearhead efforts for their repair. Of utmost importance is understanding why so many structures failed and communicating the need for stricter building codes and proper materials.
STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTSPART III - LINES 4A & 4B - ADDITIONAL INFORMATION CONT'DSpecial Projects: Modernism At Risk Over the past year, WMF's Modernism at Risk Initiative has been instrumental in raising awareness about the threats facing modern architecture: from apathy and neglect to unsympathetic alterations or demolition based on perceived obsolescence. The Modernism at Risk exhibition, which highlights five case studies revealing both successes and failures in modern preservation while bringing attention to localized preservation issues, has been touring the United States since August 2009. The exhibition reaches out to design professionals and students to promote awareness. Modernism at Risk will continue to universities in Montreal and Michigan in 2011 before making its way across the Atlantic to Lund University in Sweden during the fall. Advocacy In October 2009, WMF announced the 2010 Watch, calling international attention to the needs of sites across the globe and addressing themes of sustainability for communities and their historic resources. The 2010 list garnered extensive global media coverage, resulting in progress to protect and preserve many sites. Sites have benefited from being included on the Watch through a multitude of ways including advocacy, public awareness, and funding. It is estimated that media attention to the Watch reached an audience of 200,000,000. Watch listing is often a catalyst for local, national, and international support and involvement, and in Colombia, both the national and local governments have contributed to fund the 2010 Watch sites. In Europe, a grant was awarded for repair work to St. John the Evangelist Parish Church in Shobdon, United Kingdom, by English Heritage, and at the Htel de Monnaies in Villemagne l'Argentire, France, a project has been developed by the village to restore the building for use by city hall. The Dechen Namgyal Gonpa in India received a grant from a private foundation for documentation and assessment of the wall paintings. To date, seven 2010 Watch sites received grants from the United States Ambassadors Fund for Cultural Preservation, and nominators at Ujumbe Palace in the Comoros Islands and the Historic Center of Colon, Panama, extended tremendous gratitude for their inclusion on the Watch and insisted that Watch listing was the source of international involvement. Some examples of support secured as a result of Watch listing are noted below. With the impending construction of the Diamer-Basha Dam along the Indus in Pakistan, WMF and Prince Claus Fund are supporting the development of an Emergency Action Plan to document and protect the petroglyphs before irreparable damage is done. WMF, along with other preservation groups, commissioned a study to assess the feasibility of preserving the Miami Marine Stadium in Florida. After completion of the study, Miami-Dade County allocated $3,000,000 toward its restoration. In April 2010, WMF sponsored a field mission to inspect and document the conditions of historic murals in six churches in the Historic Walled City of Famagusta, Cyprus. Watch listing is a catalyst for a range of events that include organizing meetings and symposia, implementing studies, and creating exhibitions focusing on the sites. After the Watch announcement, the Lod Community Foundation hosted a launch event in November 2009 to raise awareness about the conservation needs and efforts in the historic center and has received government and individual support. With support from the French and Brazilian embassies, Fundacin Ciudad and the nominators of the Buenos Aires Historic Center, Basta de Demoler, hosted a symposium in September 2010 to raise awareness about the conservation of the historic center.

GOVERNANCE, MANAGEMENT, AND DISCLOSUREPART VI, SECTION B. - QUESTION 12cThe World Monuments Fund, Inc. (WMF) Conflict of Interest and Business Relationship disclosure statements are given to new trustees to complete when they join the board and annually thereafter. The information on the statements is summarized and provided to the Chair. If during the year there are discussions or actions involving any financially or programmatically substantive issue regarding these organizations, vendors or investment firms (ordinarily funding, personnel, whether to continue the relationship, and whether to take legal, disciplinary or other action), - Individuals with relationships and potential conflicts will rescue themselves whenever the organizations, vendors or investment firms are up for discussion or action. - Staff refer to the list so individuals can be excluded when a conflict arises such as WMF funding awards to other organizations where WMF trustees or family members serve on their boards. - Individuals with conflicts involving WMF affiliates are not excluded from the discussions about the affiliates but would be excluded from the vote (and the final part of the discussion leading up to the vote) if the vote involves any financially or programmatically substantive issue
GOVERNANCE, MANAGEMENT, AND DISCLOSUREPART VI, SECTION B. - QUESTIONS 15A & 15BThe World Monuments Fund, Inc. (WMF) Finance and Audit Committee is responsible for reviewing and approving the compensation for the key employees and highly compensated employees. The committee includes trustees who are independent of the key and highly compensated employees. Each year the committee is provided with written comparable data such as specific compensation information from Form 990s of similar organizations, and national survey information on non-profit compensation levels, ranges and trends. The committee chair reviews the information with committee members and responds in writing to the Vice President and Chief Financial Officer confirming the proposed compensation for the coming year.
