DescriptionWIRED Initiative - The $5.1 million Workforce Innovation in Regional Economic Development (WIRED) Initiative was a three year effort to grow talent, improve workforce development services, and catalyze the integration of workforce and economic development. The Initiative ran from 2007 through June 30, 2010 in the seven county region of Southeastern Wisconsin, which includes Waukesha, Washington, Ozaukee, Milwaukee, Kenosha, Racine, and Walworth counties. Waukesha-Ozaukee-Washington Workforce Development Inc. served as the fiscal and administrative agent for this initiative, which involved partnership with many organizations and individuals representing education, economic, workforce and community development. WOW WDI had one staff person dedicated to monitoring subcontracts that were issued through the Initiative.By and throughout 2009, investments were made in a litany of projects to change workforce development in Southeastern Wisconsin. By the start of 2009, thirty-four investments had been made through the first and second rounds of the Innovation Fund and a number of transformation investments were also underway. By the end of the Initiative, the Southeastern Wisconsin WIRED Innovation Fund made awards to forty-six (46) diverse and varied projects in three tiers from April of 2008 through August 2009. Thirteen (13) WIRED investments also supported transformation and priority projects including: (1) Research-Related Priorities, (2) Data System-Related Priorities, and (3) Talent Development Priorities for Driver Industries. WIRED invested in seeds of transformation in a number of areas. For example, some WIRED projects created career pathways and bridges to career pathways, like the Milwaukee SOLAR program, Industrial Machine Repair Bootcamp, Pre-College Capacity Building Project, and Articulation Agreement Taskforce. Other WIRED projects promoted education innovation such as Science Technology Engineering Art & Math (STEAM), BizLearn, Opening Doors, and On Ramp. Many also provided Southeastern Wisconsin workers and youth with opportunities to build skills and improve their employability through innovative training like THINK Insurance and Running Rebels Project-Based Training.A total of 406 individuals enrolled in pre-vocational or cross-industry skill training, and 255 people enrolled in technical training in order to improve their skills and enhance their employability. In addition to helping individuals, many WIRED funded training innovations built the capacity of organizations to deliver better workforce solutions again and again. For example, several projects funded new curriculum and/or instructor training which expanded the capacity of the region to educate in the future. In fact, WIRED funded curricula innovations will reach over 1,000 students in 2011. In the end, the three year WIRED Initiative supported a series of projects, activities, and efforts that have improved the workforce pipeline and the alignment of workforce and economic development in Southeastern Wisconsin.Description

Return ReferenceDescription of Uncertain Tax Positions Under FIN 48:ReturnReference
ExplanationWOW WD, Inc. and TPI adopted ASC Topic 740-10, Accounting for Uncertainty in Income Taxes, on July 1, 2009. ASC Topic 740-10 requires an organization to determine whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. There are no recorded assets or liabilities related to uncertain tax positions. Tax returns for the fiscal years ended June 2007, 2008, and 2009 remain subject to examination by the applicable taxing authorities.Explanation
