DescriptionInpatient Service - The Uniontown Hospital is a 224-bed community hospital that delivered state-of-the-art primary inpatient services to approx. 9,900 inpatients during the fiscal year ended June 30, 2010. Since 1903, the Hospital has been serving the greater Uniontown and Fayette County area, providing quality healthcare regardless of the persons ability to pay. The Uniontown Hospital has earned several recognitions from HealthGrades, the nations leading independent healthcare ratings organization. These includes a Five-Star Rating for joint replacement surgery, the Award of Excellence for gastrointestinal care and surgery, and the Distinguished Hospital Award for patient safety. The Hospital draws the majority of its patients from Fayette County. Its primary and secondary service areas only slightly extend into the neighboring counties of Westmoreland, Somerset, and Washington Counties. Although the population of Fayette County has been decreasing since the 1990s, the demand for the Hospitals services remain due to the downsizing and service cuts at nearby healthcare facilities, the growth in the regions uninsured population, and the increase in the regions elderly population. The Uniontown Hospital offers lines of service that are unavailable elsewhere in Fayette County. In addition to being the primary source of orthopedic care, it is the only hospital to offer obstetrics, interventional cardiology, and radiation oncology services.Description

DescriptionPCC/IRU - The Uniontown Hospital offers the Progressive Care CenterPCC and the Inpatient Rehabilitation UnitIRU. The PCC is the Hospitals sub-acute unit and had a 19-bed capacity during the fiscal year ended June 30, 2010. The PCC principally serves the needs of Medicare patients that are too sick to be appropriately cared for in a traditional skilled nursing facility, but not sick enough to justify remaining in an acute care setting. There were 701 patients in PCC during the year ended June 30, 2010 that stayed a total of 10,327 days. The IRU had an 11 bed capacity during the fiscal year. The IRU provides rehabilitation services principally for Medicare patients who have been hospitalized due to reasons such as a stroke or an orthopedic procedure. The number of patients in the IRU was 165 with total patient days of 1,960 during the fiscal year.Description

Bad Debt FootnoteThe audited financial statements do not contain a footnote that describes bad debt expense. They do, however, contain a footnote that describes patient accounts receivable. That footnote reads as follows The Hospital reports patient accounts receivable for services rendered at net realizable amounts from third-party payers, patients and others. The Hospital provides an allowance for doubtful accounts based upon a review of outstanding receivables, historical collection information and existing economic conditions. As a service to the patient, the Hospital bills third-party payers directly and bills the patient when the patients liability is determined. Patient accounts receivable are due in full when billed. Accounts are considered delinquent and subsequently written off as bad debts based on individual credit evaluation and specific circumstances of the account. Line 2 was determined by multiplying the provision for uncollectible accounts reported on the hospitals financial statements by the cost to charge ratio computed on Worksheet 2. Line 3 was estimated by reviewing data from the US Census Bureau to determine the percentage of the population in the hospitals service area that falls below federal poverty guidelines. The resulting percentage was applied to line 2 to estimate line 3.BadDebtFootnote
Shortfall As Community BenefitServing patients with government health benefits, such as Medicare, is a component of the community benefit standard that tax-exempt hospitals are held to. This implies that serving Medicare patients is a community benefit and that the hospital operates to promote the health of the community. The Medicare cost report was utilized to determine the amount report on line 6.ShortfallAsCommunityBenefit
Debt Collection PolicyThe Uniontown Hospitals Revenue Cycle Principles and Policies include seven policies approved by their Board of Directors. One of the policies is titled Financial Need Discounting and establishes discounts ranging from 0 to 100 based upon the patients income as compared to the federal poverty guidelines after the payment of a Minimum Patient Liability. The Minimum Patient Liability ranges from 10-100 depending on the service. According to the policy titled Patient Payment Expectations, patients are given four monthly billing statements to resolve their financial obligation. Each statement will indicate that the patient needs to resolve their financial obligation to avoid the potential for future service delays. The patient has 120 days from the date of the initial billing statement to resolve their financial obligation. Patients are given multiple options to make payment including major credit/debit cards. The organization actively pursues collection of accounts in default unresolved for greater than 120 days in a way consistent with a relationship built on trust and compassion. Insensitive collection practices are avoided and collection agencies are only used in situations where contact cannot be made with the patient. Patients that have accounts in default may be asked to take financial accountability before scheduling non-emergency services. Collection activities do not include judgments.DebtCollectionPolicy
Needs AssessmentThe Fayette Regional Health Systems leadership team develops a strategic plan every three years. This strategic plan establishes several priorities for Uniontown Hospital, all of which are focused on meeting the ever-changing healthcare needs of the community. The leadership team develops this strategic plan with knowledge gathered from direct contact from patients patient satisfaction surveys outside consultants professional health care groups such as the Hospital Association of Pennsylvania and the Healthcare Financial Management Association and research obtained from various sources including the federal and state government and various other outreach programs and sources. In addition, the leadership team develops a Long Range Financial Plan that projects out five fiscal years and is updated annually along with the annual Financial Plan.NeedsAssessment
Patient Education AssistanceAs part of the Revenue Cycle policy entitled Service Access, it states under Patient Advocacy that the health care system actively assists all individuals in seeking resolution to their financial obligations. This includes helping them understand what services are covered by their health insurance, providing assistance in obtaining health insurance and helping seek eligibility for financial assistance. Convenient office hours, in a convenient location, are established for patients seeking assistance. Currently this program is called the Safety Net Access Program SNAP. SNAP is available to all residents of Fayette County and patients are assisted by Financial Care Consultants that are part of the Patient Financial Services department. The Hospital has brochures located in its waiting rooms referencing all financial services and patient obligations. In addition, the Patient Access staff makes the brochures readily available to this population at the time of registration.PatientEducationAssistance
