Beneficiaries within a FAR program/project: - a description, of a given FAR program/project is approved by the FAR Board of Directors. - a description includes a budget, definition of a beneficiary, specific criteria of the selection process, and amount of individual payments to a beneficiary. - beneficiaries are selected on a highly competitive basis, criteria is checked and double checked (including by visiting the residence of a beneficiary, requesting relevent documents, etc) first, by a specific project manager, then by a Selection Committee - to ensure eligibility of enrollment into a project. - the selection process is entirely transparent: for each program a Selection Committee is established that includes FAR field officers, and/or Directors, and/or non-FAR members - at the time of the annual evaluation of given program (usually in January following the calendar year) application of all criteria is thoroughly reviewed b. Grant Beneficiaries - proposals on grant making are prepared by FAR field officers, or any other FAR officers or Directors. The proposals are evaluated by a group, that consists of the Executive Director, the Treasurer and a Director assigned to the relevant area of FAR activities (like healthcare, education, child protection, etc). Decision on grant making is made by the FAR Board of Directors based on the proposals specified above. - one time grants (usually at a donor wish) are processed the same way as regular grants. Donor-proposed grants that may contradict established FAR policies, are turned down. - at the time of the annual evaluation of a given program (usually in January following the calendar year) application of all criteria is throughly reviewed. In every case, potential conflict of interest is taken into strong consideration; transparency, accountability and completive basis of beneficiary selection is strongly pursued. | Explanation |
