IdentifierDescription of Uncertain Tax Positions Under FIN 48:Identifier
Return ReferencePart X, Line 2:ReturnReference
ExplanationThe Academy is a not-for-profit organization exempt from Federal income tax other than net unrelated business income tax under Section 501(c)(3) of the Internal Revenue Code and is recognized as such by the Internal Revenue Service. Accounting principles generally accepted in the United States of America provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. The Academy performed an evaluation of uncertain tax positions as of June 30, 2013, and determined that there were no matters that would require recognition in the accompanying financial statements or which may have any effect on its tax-exempt status. As of June 30, 2013, the statute of limitations for tax years 2009 through 2012 remains open with the U.S. Federal jurisdiction and the various state and local jurisdictions in which the Academy and the Foundation file tax returns. It is the Academy's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense. As of June 30, 2013, the Academy has not recorded any liability related to tax positions taken.Explanation

Executive Summary Mission and Vision: Across the nation, green jobs hold the promise of reviving the economy and solving a myriad of environmental problems. To help Baltimore prepare for this green future and anticipate the need for a locally educated workforce, Green Street Academy opened as a middle-high school in Baltimore City in 2010. Now operating in its third year with 300 scholars and growing to 700 in 2017, GSA was designed to transform how students prepare for careers in the green economy and create a pipeline of well-qualified, pre-professional young people to secure and retain jobs and build careers in the green economy. Through its growing network of partners, GSA expects to attract national partners for funding the development of our model. Baltimore Community Need: For over 100 years, vocational education successfully served the dual needs of workers and manufacturing and service companies. But late in the 20th century, vocational educator largely failed to anticipate changing workplace curricular needs and, therefore, to stem the decline in student interest and enrollment. Ye the need exists once again to provide green and sustainability practicing firms with trained workers whose futures depend on a high school degree and who would work continuously in progressively responsible jobs while advancing their education. Educational Program: Green Street Academy is revitalizing and re-defining traditional career education in the 21st century and represents a thorough greening of public education in both theory and practice. The curricula for grades 6-12 will utilize a contextualized approach, i.e., teaching knowledge and skills within the context of real world experiences. Instruction will incorporate nationally recognized skill standards and certifications with state-of-the-art practices and technologies. The guidance and resources of industry partners will ensure that graduates build skill sets consistent with employer expectations. Our high school, which opens in September, 2013, will: -provide an academically rigorous science, technology, engineering, reading, critical thinking and math education; -develop industry-specific workforce skills and the persistence to -succeed in a green economy career and extended education; -provide opportunities for apprenticeships and employment with local green industry partners; and, -develop a model of instruction that guarantees the success of every student by combining motivational teachers, state-of-the-art technology, and a compelling project-based learning curriculum. Operating Results: The first two years of operations (SY2010-11and 2011-12) focused on building a new school culture, supporting underperforming students, immersing and mentoring faculty in the Quantum Teaching education model, and building operating systems. While MSA scores showed mixed results for the first two years, a few data points reflecting efforts to build a positive learning culture are promising: in our second year, 92.8% of our sixth grade scholars scored Advanced or Proficient in math; our scholars' attendance rate was 92.51%, consistent with citywide rates (93.6%), while our 4.3% suspension rate was significantly lower than citywide (13%). GSA serves a low-income Baltimore City school population; in our second year, 90.32% of GSA students were eligible for free and reduced price meals, compared to 83.5% for all BCPS middle schools and 31% have IEPs. Moving Forward: While GSA experienced great success in its first two years, the founders and trustees believe that our future depends on accomplishing the following: 1) to design, specify, and build or renovate a new building as a "living laboratory" to activate GSA's unique sustainability-infused project-based learning pedagogy; 2) to build a high profile, signature presence in West Baltimore that can become the catalyst for a larger greening of the neighborhood and expanded adult education; and 3) to create a dual generation education and workforce development opportunity for families of GSA scholars and the community at large who need further education to improve their own employability as well as support their children's academic pursuits. Founders and Trustees: David L. Warnock and Lawrence M. Rivitz are co-founders. David is a founder of Camden Partners, a private equity firm with investments in healthcare, education, and business services, and Board Chair of the Center for Urban Families, which provides workforce and family services to adults. Larry is founder of Marketing Initiative, LLC, a marketing firm and founding Baltimore Board Chair of the Network for Teaching Entrepreneurship. Founding (and recently retired) Principal and co-founder, Edward E. Cozzolino, is a highly successful former Baltimore County and City Schools' principal, who was honored by MSDE and Dr. Nancy Grasmick (current Green Street Academy Foundation Trustee) as an MSDE Distinguished Principal Fellow and who recently served as a principal coach for New Leaders for New Schools in Baltimore prior to becoming Principal at GSA. In addition, Dr. Eric lsselhardt has joined the GSA Foundation to team to develop and facilitate our unique sustainability-focused project-based learning pedagogy. GSA has also recruited a talented Board of Trustees whose corporate and personal lives intersect around sustainability and who devote their special talents and resources to making Green Street Academy a unique educational offering in Baltimore City. Partners: Green Street Academy's dedicated partners have supported our mission with a variety of financial and human resources.
