DescriptionTransitional Work Program - Immediate Work for Immediate PayThrough its transitional work program, CEO provides immediate, time-limited, paid employment for people with recent criminal convictions. CEO places almost no restrictions on enrollment in its program, which begins with a five-day, customized Life Skills Education course that prepares individuals for re-entry into the workforce. Because most participants either have never held a full-time job or have been disconnected from the job market for an extended period of time, CEO staff use these interactive classroom sessions to reinforce basic workplace skills such as punctuality, good personal presentation, and cooperation with supervisors and co-workers. Participants practice filling out job applications and learn how best to address questions about their convictions in interviews. CEO staff also helps them procure all necessary identification documents, removing a frequent barrier that prevents re-entrants from legally stepping onto a job site and receiving a paycheck. After graduating from Life Skills, participants move immediately into jobs on CEO work crews, where they perform maintenance, repair, grounds keeping, and comparable services for institutional clients. Clients' payment for this work supports CEO's operations and enables the agency to make over 300 work slots available to participants every day. On the worksite, participants, closely guided by CEO site supervisors, model the behaviors employers say they value most: showing up on time, taking direction from a supervisor, working hard, being good co-workers, and using good communication skills. Participants are paid state minimum wage each work day and stay on transitional jobs for an average of two months before being placed in full time jobs.In FY 2013, CEO provided transitional employment to nearly 4,000 formerly incarcerated individuals in New York City; four Upstate New York jurisdictions: Albany, Rochester, Syracuse, and Buffalo; Tulsa, Oklahoma, and San Diego, California. CEO also assisted third party providers in delivering transitional work opportunities, as well as its vocational model, in Oakland, CA.Description

DescriptionJob Placement and Retention - Getting and Keeping a Place in the Permanent Workforce CEO places participants in full-time employment by working with hundreds of employers to fill their hiring needs. Since becoming an independent nonprofit organization in 1996, CEO has created thousands of transitional job opportunities that have led to over 17,000 full-time job placements for formerly incarcerated individuals. In FY 2013, CEO employment services resulted in 1,995 full-time job placements in industries as diverse as food service, retail/wholesale, manufacturing, human services, construction, maintenance, and warehousing. To ensure participants remain in the workforce once they are employed, CEO job retention specialists provide workplace counseling, crisis management, job re-development in the event of job loss, and long-term career planning for one full year after placement. Additionally, an incentive-based job retention program, Rapid Rewards, provides monthly payments to all participants who sign up for the program and attain specified employment milestones. In FY 2013, 58.6 percent of participants placed in full-time jobs were still working after 180 days, and 47 percent were working after 365 days. CEO uses the most rigorous verification methods to determine job retention - paystubs, criminal justice official sign off, or independent verification with employers. CEO does not accept self reported information for job placement or job retention.CEO Continues Expansion, with New Offices in California and Oklahoma Administered by the Corporation for National and Community Service (CNCS), the Social Innovation Fund is a new federal program that addresses major challenges confronting communities by growing high-impact nonprofit organizations delivering proven solutions. It brings together millions in public-private funds to expand effective community solutions across three issue areas: economic opportunity, healthy futures, and youth development and schools support. The Social Innovation Fund competitively awarded funds to intermediary grant makers that, in turn, made competitive awards to organizations throughout the country. CEO won competitive awards through the Edna McConnell Clark Foundation and REDF. These awards have allowed CEO to continue its expansion in jurisdictions in upstate New York and launch offices in two additional states - Oklahoma and California. In FY 2013, CEO enrolled nearly 1,200 individuals in offices outside New York City. In the latter half of the fiscal year, CEO continued to strengthen and expand replication efforts, preparing for the launch of two new offices in Oklahoma City, OK and San Bernardino, CA, for a total of nine offices outside New York City.CEO Creates a Niche for Participants in Disaster Relief and RevitalizationCEO established itself as a valued provider of disaster relief services in two storm-ravaged cities in FY 2013, partnering with city and local officials to support disaster recovery and rebuilding efforts on the ground. When Super Storm Sandy hit New York City, CEO came to the Citys aid by quickly assembling work crews to clean up the hard hit neighborhoods in coastal areas. Within a week of the storm, CEO work crews became integral to the Citys clean-up efforts in severely impacted neighborhoods. CEO participants removed debris from streets and yards and mucked-out waterlogged, damaged homes. As recovery segued to rebuilding, CEO work crews began helping homeowners and business owners with brick and mortar construction. Participant feedback to this work was overwhelmingly positive; one participant said it felt like a cycle CEO helped him start over and now he could do the same for others.CEO is continuing to provide opportunities for participants to contribute to disaster relief while helping to advance local reconstruction initiatives. Experience in construction trades not only positions lower and unskilled workers for higher wages and a steady career, but also offers them a chance to contribute to their own communities in a meaningful way. For people just coming home from prison, the ability to pitch in and help rebuild their own neighborhoods is particularly resonant.Description

DescriptionCEO Training CenterCEO consolidated its education and training activities in Fiscal Year 2013, creating a comprehensive Training Center in the South Bronx to serve as a one-stop shop for all CEO education and training activities. A total of 176 participants completed programs at the CEO Training Center last year including sanitation, forklift operations, OSHA safety certification for work on construction sites, and skilled trades training programs.Late in FY 2013, in the aftermath of Hurricane Sandy, CEO modified its existing evening, post-placement trades training program (the CEO Academy) to offer it in the daytime to participants in the pre-placement phase, creating a pipeline of workers with the specific skills needed to contribute to immediate reconstruction efforts. This specialized training, known as Sandy Rebuild, provides workers with a foundation for a solid career path in construction and the opportunity to contribute to their local communities in a meaningful way.Description
