DescKnox County Homeless Coalition (KCHC) provides shelter when possible and intensive wraparound client care to homeless clients in the Mid-Coast Maine region. The majority of our clients are helped by comprehensive case management and access to KCHC programming. KCHC offers a comprehensive approach to helping people get back to productive and self-sustaining lives. All of KCHC's services are grounded in a genuine respect for the individual and his or her ability to achieve his or her best level of productivity and independence. KCHC engages clients in a rigorous program that pinpoints the barriers to independence and engages clients in a plan of care that works to eliminate those barriers and obstacles one by one, with constant support from our team. Our program provides directly, or connects to, mental and physical health services, education, career/employment help, transportation, parenting support, fiscal education, substance abuse counseling, and a variety of forms of emergency and temporary shelter, including Hospitality House. Our "Aftercare" program has dedicated staff who continue to provide support as needed to those who have been moved to independent housing. We have moved 518 people into independent housing since February 4, 2014 with only 4% recidivism. We believe our "Aftercare" program is a big reason for this success. We have helped 1,152 homeless people in some way in just 25 months.Program offerings include and are guided by our own staff mental health specialist. Programming includes basic life-skill elements as well as more significant efforts to restore emotional and physical strength and confidence. We offer a mentor program, job skills training, food distribution program, nutrition and healthy cooking classes, hygiene, budgeting, parenting, continuing education, career skill building, group therapy, confidence building, and activities that engage community members and restore hope to our families. We collaborate with the majority of complementary agencies and existing resources in our community in many of the above areas to provide maximum effectiveness and efficiency and to avoid duplication of effort.KCHC collaborative partners include Preble Street, Community Housing of Maine (CHOM), AIO Food Pantry, Penquis Cap, New Hope for Women, Shields Mission, Youth Forum Maine, KITTS, local churches, Department of Health and Human Services, law enforcement, schools, Maine Behavioral Healthcare, complementary case management agencies, Most of the state's homeless organizations, Good Shepherd Food Bank, local rotary groups and more. Our goals over the next five years include expanding program delivery as possible; increasing shelter and transitional housing capacity as possible; and advocating for additional affordable housing in our area with collaborating organizations such as AVESTA, Community Housing of Maine, and Genesis Fund. Our plans include job skills training workshop, a small farming/nutritional venture on our 8-acre campus, and a social entrepreneurship effort that provides jobs for clients and generates revenue for our organization. We believe it is our responsibility to find alternative ways to support our work and diversify our funding sources.Desc

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Form 990, Part VI, Section A, line 4Significant changes were made to the filing organization's bylaws during the year as follows: 1. Board member qualifications were changed from "Membership on the Board may be granted to any individual that supports the mission and purposes of the Corporation and is affiliated with a service provider in Knox County." to "Membership on the Board may be granted to any individual that supports the mission and purposes of the Corporation." 2. The maximum number of Board members was decreased from 15 to 9. 3. The definition of a quorum was changed from consisting "of a simple majority of the Board attending in person or through teleconferencing as long as one member present is an officer." to "A quorum shall consist of a simple majority of current Board membership and may be satisfied through attendance in person or through teleconferencing as long as one member present is an officer." 4. A clause was added to Article IV, Authority and Duties of Officers, in relation to paid staff that states, "The Executive Committee will be responsible, with the consent of the entire Board, for the hiring, performance appraisal; and if required, the employment termination of the Corporation's Executive Director."
Form 990, Part VI, Section A, line 8bThere are no committees that are authorized to act on behalf of the governing body.
Form 990, Part VI, Section B, line 11The Form 990 was prepared by an independent outside accounting firm with input from the Organization's Executive Director, Operations Manager, and other staff. The Form 990 was then reviewed by the Executive Director and the full Board before it was filed with the IRS.
Form 990, Part VI, Section B, line 12cEach member of the Board of Directors is required to complete a conflict of interest statement before taking a position with the Board and at least annually thereafter. The statement includes a list of all businesses and other organizations of which he or she is an officer, director, member, owner, shareholder, employee, or agent with which Knox County Homeless Coalition has or might be expected to have a relationship or transaction in which the Board member might have a conflicting interest. The Chairperson and Board of Directors reviews the statements of all Directors in order to guide the conduct of the Board should a conflict arise.
Form 990, Part VI, Section B, line 15aThe process for reviewing the Executive Director's compensation was updated in fiscal year ending September 30, 2015 to include the use of an independent compensation consultant, review by independent Board members, the use of comparability data, and documentation in Board minutes.
Form 990, Part VI, Section C, line 19Knox County Homeless Coalition makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.
