Improving Communication: Improving communication is part of our foundation's mission, and this year we undertook the creation of a new color brochure that explains our goals, highlights our accomplishments, etc. The brochure showcases photographs from our neighborhood, including shots of the signage and landscape features we have installed. It tells residents how to stay informed about the people, places and things going on Eastover and the surrounding community. Expanding on Community Outreach: Strengthening our community by providing opportunities for us to connect with one another is paramount to everything we do. By improving and increasing our methods of communication, we have noticed larger turnouts at community events that we sponsor, such as our annual Easter party. This year we added a Halloween Block Party that was a huge success. Accomplishing the objective of successful fall and spring events requires many hours each month to plan and promote these events. Expanding on the Implementation Practices of the Eastover Neighborhood Conservation Overlay (ENCO) District: In late 2011, the Greater Eastover Neighborhood Foundation appealed to the City of Jackson to create an overlay district that would restrict the subdividing of lots and impose certain architectural requirements on property owners. It was to be known as The Eastover Neighborhood Conservation Overlay (ENCO) District, and it was established for the purpose of preserving the unique character of the Eastover community, which is a key objective of the GENF. Prior to the ENCO District, zoning regulations allowed for parcels to be subdivided to an area of approximately one quarter of an acre, and concerns about developers subdividing larger lots into multiple small parcels prompted the GENF to take action. Pursuant to the zoning regulations now in place, the City is charged with the oversight of the subdividing components of the ENCO, and the GENF is charged with the oversight of the architectural components. However, no formal committee or procedures existed for overseeing the architectural review, although architects and residents regularly contact the GENF regarding compliance with the ENCO. Therefore, this year we determined that the need exists for a more formal process for addressing questions and requests for construction approval. We formed a committee that is inclusive of non-board member residents and board member residents that will review and render determinations of compliance for all construction in the neighborhood. We created the ENCO Review Committee, composed of two current GENF board members and three other Eastover residents. The GENF executive director also attends review meetings and facilitates communications. We sent the neighborhood a letter explaining our new process and policies, and also posted a copy of the ENCO district zoning requirements on our website at www.eastoverneighborhood.com. Accomplishing this project required numerous meetings with board members, residents and the City Planning Department, as well as publishing and otherwise communicating the changes to the neighborhood.$0$18,928
Decorative Traffic Signage Installation: The primary objective of implementing standard, decorative signage is to beautify the neighborhood. The traffic signage has been installed in several phases for cost purposes. The first phase of signage installation began two years ago, and a second phase took place the following year. This year we completed the signage. In addition to making the area more attractive, the larger blades of our custom traffic signs make them easier for drivers and pedestrians to read. The new signage encompasses our signature "E" logo. The new sign poles are made of high-grade cast aluminum and stainless steel materials, and the custom blades of the traffic signs are reflective. In sum, the new decorative signage creates a sense of being within the boundaries of Eastover and allows the neighborhood to maintain a distinguished, uniform look throughout. Accomplishing this project included a number of steps, including (but not limited to): acquiring City approval via the Jackson City Public Works Department (and legal department), hiring a company to create the custom design of the signage, and overseeing the installation of the signage and the implementation of the signage policy.$0$37,060
Meadowbrook Road and Eastover Drive Intersection Improvements: The objective of this project is primarily beautification. The GENF firmly believes that defining and beautifying common areas is a critical component to maintaining the appearance of the Eastover community. The signature terracotta pots and landscaping with bordered with stacked stone also send a message that the GENF is working together to maintain and improve our community, and we believe it encourages others to do the same. Similar to our entrance work, the design of the intersection features seasonal color, which is being maintained by us in conjunction with our other entrances. A brick pedestrian crossing that would further enhance the sense of entry has also been approved by the City. Completing this project involved a number of steps, including (but not limited to): acquiring City approval to alter the right-of-way, acquiring property-owner approval for the actual site work, hiring a landscape architect to design and perform the work, and hiring an attorney to draft and record any corresponding legal documents.$0$67,547
