| Desc | Leadership Development Programs: Pan Immigrant Leadership and Organizing Training (PILOT). By enhancing the skills, analysis and organizing ability of emerging immigrant and refugee leaders across cultural groups, our PILOT program builds long-term relationships between diverse immigrant and refugee communities and builds the capacity and voice of new communities to affect change. Building Undergraduates through Inclusive Leadership Development (BUILD). Through BUILD, Unite Oregon provides parent programming on leadership development, issue organizing, and mobilizing. Through this collaborative approach the program is addressing systemic barriers to educational attainment for many students of color. Both PILOT and BUILD programs are designed with one guiding principal and outcome: that impacted community members learn the skills and develop tools to advocate on their own behalf, and to position themselves to help train and develop other leaders. Some key accomplishments from 2016: Convened 40 organizing and advocacy events and leadership development trainings with 3,830 participants. All trainings advanced leadership skills for impacted community members and provided hands-on tools for self-advocacy and empowerment. Engaged and mobilized more than 6,000 parent, student, and immigrant and refugee leaders for organizing and advocacy events. BUILD and PILOT leaders logged 6,357 hours volunteering at Unite Oregon community events, advocating on policy issues at local and state levels, co-facilitating trainings and attending state and national conferences and convenings. BUILD College Bound Families produced our signature twice-annual Seeds of Change Parent Leadership Conference with more than 500 participants. Unite Oregon hosted our first 2016 College Exposure Winter event, offering 35 immigrant and refugee parents and students from local schools the opportunity to attend a tour of Oregon State University and University of Oregon. | Desc | Civic Engagement: Through our civic engagement work, we are able provide pathways for community members to participate in the democratic processes and engage in the issues directly impact them. This fall, Unite Oregon prioritized outreach, education, and mobilization to support the passage of Measure 97, a ballot measure that would have increased the corporate minimum tax for the largest corporations doing business in Oregon, generating millions of dollars for services in Oregon. By law the measure would have dedicated new revenue to education, health care and senior services. Although the measure failed, Unite Oregon engaged thousands of impacted community members, developed new leaders, and improved our own organizational structures in meaningful ways. Ultimately, our work in the field this fall helped us increase grassroots capacity and strengthen our political muscle. | Desc | Policy Advocacy Our members engaged with partner organizations, coalitions, and state legislators on bills of importance to our constituency. Engagement included sharing stories with media, writing letters and calling elected officials, attending advocacy days at the Capitol, testifying in public informational hearings at local and state levels, meeting with elected officials to share their stories and concerns, and working with allies to help mobilize members. The following include some of our policy successes in 2016: End Profiling: Extended the Law Enforcement Profiling Work Group to July 2017, and requires the Work Group to prepare a report to the legislature by December 2016. This bill builds on HB 2002 which we passed in the 2015 legislative session and which prohibits profiling by Law Enforcement based on many identities, allows for the LECC to collect complaints in regards to policing/profiling, and creates a Work Group that will create policies to build transparency and accountability. Minimum Wage: Raised the state minimum wage to 12.50 in rural counties, 13.50 in non-rural counties, and $14.75 in the Portland Metro Area by the year 2022. Does not lift state pre-emption, meaning cities and counties cannot raise their own minimum wages, but it does include farmworkers. Inclusionary Housing: Partially lifted the 17-year statewide ban on inclusionary zoning in Oregon, an important first step toward increasing the ability of cities and counties to build more affordable housing units. Clean to Coal: set Oregons two largest electric utilities (Pacific Power and PGE) on a path to meet their portion of the states greenhouse gas reduction goals, which call for reducing carbon emissions 80% below 2005 levels by 2050. In addition to advocacy at the state and local level, Unite Oregon also produced three policy papers to address profiling by law enforcement, affordable housing and student debt. | Desc |
