DescPOLICY, ADVOCACY, AND MEMBERSHIP MOBILIZATION Field Activism, Member Engagement, and Events drive human rights impact by providing public value, grow the movement by providing legitimacy and support, and develop member leaders and operational capacity. While the efforts of this program area are guided by the priority campaigns of AIUSA, the work of the department encompasses all of the human rights issues on which AIUSA focuses. The Policy, Advocacy, and Membership Mobilization Program divides its work into: 1) Field Activism, 2) Member Engagement, 3) Events, 4) Policy, 5) Member Advocacy, and 6) Government Relations. The Field Activism unit cultivates relationships across issues and borders throughout the human rights movement and bridges the gap between local grassroots activists and the global movement. The Member Engagement Unit builds organizing capacity by training core competencies and develops member communication strategies to cultivate an online to offline engagement ladder. The Events Unit plans and executes five Regional Conferences, AIUSAs Annual General Meeting, and the Human Rights Leadership Institute to educate, mobilize, and provide resources to AIUSA members and activists. AIUSA staff and members advocate for human rights issues around the world to U.S. government officials and foreign ambassadors. Activists participate in lobbying and demonstrations, while staff and volunteer experts testify before key stakeholders to ensure that these important issues are brought to light. Members and activists drive forward AIUSAs programmatic work at both the grassroots and high-level through the activities of Student Activist Coordinators, Area Coordinators, State Legislative Coordinators, the National Youth Action Committee, the Young Professionals Amnesty International Networks, State Death Penalty Abolition Coordinators, and Country/Thematic Specialists (among many others).Desc

DescSTRATEGIC COMMUNICATIONS AND DIGITAL INITIATIVES PROGRAM - The purpose of this program is to shape public opinion by telling AIUSAs story, develop relationships, and leverage those relationships to create measurable human rights impact. The Digital and Strategic Communications Program Area works closely with AIUSA Campaigns to identify key moments for public engagement. The Strategic Communications and Digital Initiatives program channels its work into 1) Media Relations, 2) Digital and 3) Technology. Each unit is responsible for message development and distribution through its respective channels. The Media Relations Unit is responsible for press releases, press conferences, editorial board outreach, op-ed submissions, and targeted media pitches. The Digital Unit manages online assets such as social media pages, design and content creation, online advocacy and online fundraising. Amnesty activists took 743,315 online actions in 2016. In 2016, the strategy of, and outreach by, AIUSAs Media Relations team resulted in over 1,500 press hits, including appearances on, editorials, op-eds, or articles in the New York Times, the Washington Post, Associated Press, MSNBC, TIME, Newsweek, PBS Newshour, Teen Vogue, the Hill, and many others. FORM 990, PART III - PROGRAM SERVICE, LINE 4D CAMPAIGNS, PROGRAMS, and RESEARCH PROGRAM - Amnesty International USAs Campaigns, Programs, and Research services include: 1) Protecting the Rights of Refugees and Migrants, 2) Individuals at Risk, 3) Identity and Discrimination, 4) Death Penalty Abolition, 5) Security with Human Rights, 6) Police Accountability and Ending Gun Violence. This group works in collaboration with other areas of the Organization. In 2016, AIUSAs campaign to protect the rights of refugees and migrants launched under the campaign tag, "I Welcome." AIUSA held events with international speakers during the UN Summit on Refugees and Migrants and U.S. President Obama's "Leader's Summit on Refugees." AIUSA's volunteer leaders supported the cases of asylum seekers from countries such as Iran, Somalia, Russia, the Democratic Republic of Congo, Honduras, the Dominican Republic, Turkmenistan, Pakistan, and Belarus. AIUSAs work contributed to President Obamas authorization of 110,000 refugees to be admitted for fiscal year 2017, and the passage of seven "welcome-refugees" resolutions adopted by cities around the United States. AIUSAs Individuals at Risk program demands protection of the human rights of those unjustly targeted by government officials and other decision makers. The program includes the annual Write for Rights campaign, the Urgent Action Network, the Case Commitment Initiative, and Focus Case Campaigns. 2016s Write for Rights broke records domestically and globally, with AIUSA generating over 400,000 actions on 12 focus cases. 2016 also saw the release of 153 prisoners of conscience, who are people jailed for the peaceful expression of their beliefs or identity. AIUSA helped contribute to the resolution of 217 cases of human rights abuses. AIUSAs Abolish the Death Penalty program focuses on eliminating the practice in the United States on a state-by-state basis. In 2016, AIUSA organized trainings for activists campaigning against Californias Proposition 62 and joined the coalition that succeeded in winning abolition of the death penalty in Delaware. AIUSA also celebrated the Supreme Court of the United States ruling that the Florida death penalty was unconstitutional. AIUSAs Police Accountability program work helped successfully advocate the Justice Departments decision to collect data on all arrest-related deaths across the country. AIUSA also organized on-the-ground to advance state legislation in Washington and Maryland on transparency, reporting on the use of force by police. AIUSAs Security with Human Rights program works to end human rights abuses committed in the name of national security. Security with Human Rights focus areas include 1) Torture and Guantanamo, 2) U.S. Drone and Other Air Strikes, and 3) Surveillance. In 2016, the population at Guantanamo Bay dropped from 103 to 59, the Obama administration released a much-awaited civilian drone casualties report, and the NSEERS program, which could have served as the foundation for a new Muslim registry, was dismantled. AIUSAs Identity and Discrimination Unit is dedicated to ending human rights violations based on gender, orientation, race, religion, and nationality. In 2016, AIUSA worked with colleagues around the world to successfully advocate that the Ministry of Justice, Human Rights, and Civic Promotion in Burkina Faso raise the legal age of marriage to 18 years and to clearly define forced marriage in the countrys criminal code. Also in 2016, AIUSAs efforts contributed to the number of co-sponsors for the International Violence Against Women Act rising to the highest it has ever been in the U.S. House and Senate.Desc

ExplanationThe Organization undertakes activities to influence legislation and government policy on the Federal level and files quarterly lobbying reports with Congress. Employees who are involved in lobbying are registered with Congress as lobbyists and track the time they spend on lobbying activities broken down by the specific topic or legislative area. The compensated value of their time, plus an allocation of overheads and other direct costs, are included in the lobbying expenditure. Our reporting for Congressional lobbying matches with what we report on Schedule C. The Organization also undertakes grassroots lobbying designed to encourage our members and donors to take actions to influence governmental legislation and policy. The proportionate costs of online media and messaging are reflected in these expenditures.ExplanationTxt

Form And Line ReferencePROCEDURES FOR MONITORING THE USE OF GRANT FUNDS IN THE U.S.FormAndLineReferenceDesc
ExplanationSchedule I, Part I Line 2 A Committee composed of volunteer members, augmented by input from the organizations staff, receive and review applications for small grants in the range of $500 to $4,000 for work in projects centered on human rights issues. Recipients are selected based upon the merits of their proposals and the quality of their submissions. Part of the funding for these grants comes from an allotment designated as the Hanna Grunwald Fund, SIF, and the Ladis Kristoff Fellowship. Procedure for Monitoring Grants to Other Organizations The Organization occasionally partners with other nonprofit organizations to advance its work when there is mutual goal congruency on program work. These partnerships may include the sharing of donor restricted contributions ear-marked for these undertakings. In these cases, the Organization re-grants a portion of its resources to these partners under written agreements that describe precisely the terms of the collaboration, deliverables, timing and elements of cooperation. The sub-grantees will be required to meet benchmarks and provide written reports on a periodic and timely basis. Hitting the predetermined milestones is a prerequisite for receiving staged tranches on the sub-grantees funding.ExplanationTxt

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
MEMBERS OR STOCKHOLDERSFORM 990, Part VI, Section A, Lines 6 & 7a AMNESTY INTERNATIONAL HAS A LARGE MEMBERSHIP BASE INCLUDING THOSE INDIVIDUALS WHO ARE DONORS, ACTIVISTS, AND PARTICIPANTS IN OUR WORK. THESE INDIVIDUAL MEMBERS MAY NOMINATE OTHER MEMBERS TO RUN FOR THE BOARD OF DIRECTORS. THE MEMBERSHIP AS A WHOLE IS THEN ENTITLED TO ELECT THE BOARD OF DIRECTORS IN A COMPREHENSIVE SECRET BALLOT AND VOTING PROCESS ADMINISTERED BY A THIRD PARTY. THE MEMBERSHIP MAY ALSO PROPOSE RESOLUTIONS AND ACTIONS AT REGIONAL LEVELS THAT ARE VOTED ON AT THE ANNUAL GENERAL MEETING. MEMBERS ARE NOT AUTHORIZED TO VOTE ON DECISIONS THAT ARE THE PURVIEW OF THE BOARD.
FORM 990 REVIEW PROCESSFORM 990, Part VI, Section B, Line 11B The Form 990 was prepared by a nationally renowned accounting firm in conjunction with the organization's finance department. The draft form 990 was reviewed by the organization's finance department and then provided to all board members via electronic mail, with an opportunity for them to comment or make inquiry before it was filed with the internal revenue service.
CONFLICT OF INTEREST POLICY MONITORING & ENFORCEMENTFORM 990, Part VI, Section B, Line 12 Amnesty International has a robust conflicts of interest policy in place that all officers, directors and key employees are expected to observe and be in compliance with. The organizations policy requires that each Board of Directors member, upon election, must sign a conflict of interest form that requires them to disclose all potential conflicts (if any). Thereafter, the conflict of interest form must be completed on an annual basis, not only by Board Members, but by all officers and key employees. The conflicts of interest forms are reviewed and monitored by the Chairman of the Board in conjunction with the rest of the Board. Any conflicts are immediately investigated and resolved and all decisions documented in the board of directors minutes.
PROCESS FOR DETERMINING COMPENSATION OF CEO & EXECUTIVE DIRECTORFORM 990, Part VI, Section B, Line 15a The compensation of the Executive director was established at the time of her hiring and memorialized in a written employment contract with fixed term over a three year period. Compensation was approved by the Board of Directors and contemporaneous substantiation of the deliberations are documented in the Board of Directors minutes. The Board ensured that compensation was commensurate with her level and with what is paid in the industry. A formal compensation study will be commissioned upon the completion of her initial contract. PROCESS FOR DETERMINING COMPENSATION OF OFFICERS AND KEY EMPLOYEES FORM 990, Part VI, Section B, Line 15b Compensation for the officers and key employees reported on the Form 990 is determined by the Executive Director. To benchmark compensation for certain positions, the Executive Directors reviews compensation paid to similar positions at comparable non-profits in the industry. In 2017, Amnesty International is commissioning a formal benchmarking survey from an independent compensation consultant to ensure that the wages it pays are commensurate with the market.
HOW DOCUMENTS ARE MADE AVAILABLE TO THE PUBLICFORM 990, Part VI, Section C, Line 19 The organization makes its Form 990 available to the public by retaining a copy at its place of business. The Form 990 is likewise published on the internet at www.guidestar.org. The audited financial statements and form 990 ARE MADE AVAILABLE ON THE ORGANIZATION'S WEBSITE. THE governing documents and conflict of interest policy are not ordinarily made available to the public, but, if requested, will be provided at managements discretion.
OTHER CHANGES IN NET ASSETS AND FUND BALANCESFORM 990, PART XI, LINE 9 Change in value of charitable gift annuity obligations $(1,010,709) Part XII, Line 2c The Organizations Audit Committee of the Board is responsible for the oversight and selection of independent auditors. In 2016 the Organization decided to take part in an RFP - or Request For Proposal process and invited five firms to present tenders including BDO the incumbent auditor for the past many years. The Audit Committee received written and in-person presentations and selected Grant Thornton as the new auditor at the conclusion of this process.
