ExplanationLOBBYING ACTIVITIES: A description of the MLAs lobbying efforts in 201516 follows. In 201516, Rosemary Feal served on the board of the National Humanities Alliance (NHA). Stephen Kidd, the executive director of the NHA, did the direct lobbying for the NHA. As in the past, the NHA board met to discuss the NHAs administration, staffing, budget, and support services. The NHA board formulated plans for educating NHA members and members of Congress about the importance and value of the National Endowment for the Humanities (NEH) and of scholarship in the humanistic disciplines. Kidd implemented the actions the board recommended. Humanities Advocacy Day is an activity of the NHA. The NHAs 2016 annual meeting and Humanities Advocacy Day was held on 1415 March in Washington, DC. Over the two-day period, one hundred nine advocates participated in a range of activities, including advocacy training, an NEH grants workshop, a humanities grants overview session, panel presentations, a keynote luncheon, policy briefings, a Capitol Hill reception, and visits to congressional offices. Rosemary Feal attended the event on 14 March and participated in a panel entitled "Making the Case for Humanities Research." In 201516, the MLA was a member of the Coalition for International Education (CIE), an organization made up of more than thirty national higher education associations. The CIE informs policy makers, education and private-sector officials, and the media about national needs in international and foreign language education and focuses on promoting and supporting Title VI and Fulbright-Hays programs. On 21 September 2015, the CIE held a briefing on Capitol Hill to discuss Title VI of the Higher Education Act and Fulbright-Hays international education programs. More than eighty people attended the briefing, which underlined the importance of the programs and their role in helping to advance the nation. During the briefing the CIE urged Congress to continue funding Title VI programs and made recommendations for changing several unfunded programs into two new programs (International Research and Innovation and Professional and Technical Competitiveness). Miriam Kazanjian, CIE consultant, organized the briefing; she represents the CIE as a lobbyist on international education issues. The CIE followed up on the briefing with an October 2015 letter to the House Committee on Education and the Workforce and the House Subcommittee on Higher Education and Workforce Training that made the CIEs funding request and program recommendations official. The MLA signed on to the letter. In November 2015, the MLA signed on to the CIEs letter to the leadership of the Senate and House committees on Health, Education, Labor, and Pensions (HELP) endorsing the amendment to Sections 101 and 102 in Title 1 of the Higher Education Act (HEA) proposed by the Association of American International Colleges and Universities (AAICU). The AAICU proposed to modify the definition of an "institution of higher education" to include American college and universities abroad that are fully accredited and licensed in the United States and meet all other requirements for eligibility under the HEA except for the requirement that eligible institutions be physically located within the United States or its territories. The proposed change would enable a small number of American colleges and universities outside the United States to enhance their contribution to internationalizing American education. In mid-November the MLA also signed on to the CIEs letter to the Senate and House Appropriations Committees and their Subcommittees on Labor, Health and Human Services, Education, and Related Agencies (LHHS) urging them to respect one anothers FY2016 funding request for the International Education and Foreign Language Studies The Higher Education Act Title VI and Fulbright Hays 102 (b) (6). In March 2016, the MLA signed on to the CIEs letter to the Senate and House Appropriations Committees and their LHHS subcommittees expressing thanks for their support of language education programs. The CIE requested increased funding for international education and language studies programs and recommended that committee and subcommittee members support the CIEs Education Initiative for Global Security and Competitiveness. The Education Initiative for Global Security and Competitiveness is a targeted initiative focused on strengthening activities that broaden opportunities for student participation in international and foreign language studies and that contribute to United States human resource capabilities in strategic areas of the world that impact the national security and global economic competitiveness of the United States. The U.S. Department of Educations Office of Postsecondary Education sent a memorandum in March 2016 to campus directors and coordinators of the Foreign Language and Area Studies (FLAS) Fellowship Program informing them that, beginning with the 201617 competitions, academic year and summer FLAS fellowships to graduate students for beginning-level language training in the less commonly taught languages could no longer be routinely awarded, because such awards were inconsistent with Title VI legislation. In response to the memorandum, in April 2016 the CIE sent a letter, cosigned by the MLA, to the acting assistant secretary for postsecondary education and the deputy assistant secretary for international and foreign language education expressing concern about the change in the status of these awards, from routine to exceptional. The CIE stated that the policy change "conflicts with statutory intent and decades of long-standing precedentis "counterproductive to the purpose of the law to strengthen the nations capacity in foreign languages and area or international studies." The MLA also signed on to the CIEs June 2016 letter to the Senate and House Appropriations Committees and their LHHS subcommittees requesting that the international education and foreign language studies programs funded through the Higher Education Act be funded at a minimum at the FY2016 level. In addition, Rosemary Feal participated in CIE teleconferences concerning the presidents FY2017 budget proposal for international education programs and funding for other Department of Education programs.ExplanationTxt

ExplanationGrant Monitoring: The winners of the Modern Language Associations awards for scholarly publications are chosen by committees appointed by the associations Committee on Honors and Awards, which itself is appointed by the Executive Council. Only members of the MLA may be appointed to committees. The awards committees are made up of established scholars; the members of each committee that decides a specialized award are specialists in the field or fields covered by the award. Prizes are awarded to authors and publishers of print or digital scholarly books and projects, including editions, anthologies, and translations. Works that meet the published criteria for eligibility are submitted to the MLA by authors and publishers and are then forwarded to the relevant awards committees. Members of the committees review all eligible entries, identify the strongest contenders, and confer among themselves until they agree on a winner. The MLA awards $400 stipends to support travel to its annual convention. The stipends are available to graduate students, non-tenure-track faculty members, unemployed members, and regular and life members residing outside the United States and Canada. The MLA issues checks or sends wire transfers after reviewing and approving travel-expense forms, with receipts attached.ExplanationTxt

FORM 990, PART III, PROGRAM SERVICESLine 1 - Organization's Mission: The Modern Language Association of America ("MLA") is a nonprofit organization devoted to encouraging the study and teaching of modern languages and literatures. Founded in 1883, the MLA today serves its 24,096 members through publications, programs, and meetings. It works to advance the interests of the field in the higher education community and among the general public. The association was incorporated on 5 April 1900 by the general assembly of Maryland for "educational, scientific, and social object and purposes, and more specifically for the promotion of the academic and scientific study of the English, German, French, Spanish, Italian and other so-called modern language and literatures." The MLA constitution states that the object of the association shall be to promote study, criticism, and research in the more and less commonly taught modern languages and their literatures and to further the common interests of teachers of these subjects. Line 4a - PUBLICATIONS AND LIBRARY SUBSCRIPTIONS: The association serves teachers, students, and researchers through its publication program, which includes PMLA, a widely cited scholarly journal, as well as reference works and book series that meet the pedagogical and professional needs of those who study languages and literatures. A cornerstone of the MLAs research publications, the MLA International Bibliography, available online, is a unique reference tool for those doing research in the modern languages and literatures, linguistics, rhetoric and composition, pedagogy, and folklore. More than 1,800 educational institutions subscribe to the bibliography. PMLA is one of the oldest and most respected journals in the field. Between September 2015 and August 2016, 239 essays were submitted by MLA members for possible publication in PMLA. In addition to scholarly articles, each year PMLA publishes the program for the MLA Annual Convention. MLA members receive a subscription to PMLA, and 1,630 libraries purchased a print or electronic subscription to the 2016 volumes. For over forty years, the MLA Job Information List (JIL) has facilitated the employment process in the field by listing postsecondary faculty vacancies and making the information available to job seekers whose goal is to teach English or foreign languages and literatures at the postsecondary level. The JIL is published as a digital database of departmental job notices that job seekers can search by field or language, by geographic region, by key words or phrases in job descriptions, and by rank. Access to the JIL database is available free of charge. The MLA compiles and publishes a number of other reference works for humanities teachers, students, and scholars. The MLA Handbook is widely used by undergraduate and graduate students in colleges and universities and, increasingly, by high school students. During the 201516 fiscal year, the association sold 6,097 copies of the seventh edition of the Handbook, published in 2009, and 149,483 copies of the eighth edition, which was released in April 2016. The Approaches to Teaching World Literature series, which currently comprises 140 volumes, serves teachers by providing guidance about presenting various literary works to students; 2,517 copies of these books were sold in fiscal year 201516. In its final year of publication, the association sold 811 copies of the third edition of the MLA Style Manual. This title was declared out of print at the end of the 201516 fiscal year as we prepare the MLA Guide to Scholarly Publishing. The Texts and Translations series, affordably priced for classroom use, publishes both the original text and the English translation of literary works. The fifty-eight volumes in the series sold a total of 2,213 copies in fiscal year 201516. The World Literature Reimagined series, which contains three titles focused on literary history, interpretation, and pedagogy in teaching world literatures, sold a total of 28 copies in fiscal year 201516. The series Teaching Languages, Literatures, and Cultures, which concentrates on examining the ways different languages, literatures, and cultures intersect, contains four titles and sold 26 copies. Another MLA book series, Research and Scholarship in Composition, contains six volumes and sold a total of 13 copies in fiscal year 201516. The Options for Teaching series addresses pedagogical and professional topics of interest to teachers of language and literature. In fiscal year 201516, the thirty-nine volumes in the Options for Teaching series sold a total of 879 copies. We now offer nearly a third of our titles in e-book formats, which are distributed by NetRead to vendors such as Amazon and Barnes and Noble. During fiscal year 201516, sales of our e-book titles averaged $336 per month. The Literary Research Guide, published online, had 46 library and 25 individual subscribers in fiscal year 201516. Line 4b - ANNUAL MEETINGS: The principal meeting organized by the association is the MLA Annual Convention. Long a forum for intellectual exchange, this annual gathering brings members together to report on their scholarship, to discuss new information about teaching and other professional issues, and to interview candidates for positions. By providing a forum for scholarly exchange, the convention strengthens work in the field. The 2016 meeting attracted 5,894 registrants. In 1997, the MLA established the Professional Education Assistance Fund to promote the study of modern languages and literatures by providing aid to graduate students to attend the convention; in 2006, it was expanded to provide aid to non-tenure-track faculty members and unemployed members. The fund provided 236 cash awards to qualified students and 38 cash awards to eligible non-tenure-track faculty members and unemployed members to defray their expenses in traveling to and attending the 2016 MLA convention. The MLA also houses the Association of Departments of English (ADE) and the Association of Departments of Foreign Languages (ADFL). The summer seminars sponsored by these organizations bring together administrators of college and university departments of English and foreign languages. The seminars encourage the discussion of common problems and the development of consensus about good practice in writing, literature, and language teaching. At the 2016 ADE and ADFL seminars, 286 participants from 249 departments of English and other modern languages from 195 institutions attended. Line 4c - MEMBERSHIP DUES: Association activities are designed to serve the professional and scholarly needs and interests of members and to provide members with opportunities to serve the field. In fiscal year 201516 the MLA had a total of 24,096 members. Of this number 4,484 were student members, 15,184 were regular members, and 4,428 were honorary or life members. MLA members are eligible to receive MLA publications and to submit essays for possible publication in PMLA. These essays are reviewed by specialists in the field who offer helpful criticism for the improvement of the essays. MLA members are eligible to submit essays for possible publication in Profession, published on MLA Commons and as an annual e-book. Authors for publication may receive comments from the members of the Profession Advisory Committee and other specialist reviewers. MLA members are also eligible to propose convention sessions and to participate in the convention program as speakers; they are eligible to run for office, participate in the associations various governance structures, and serve on association committees that oversee publications, the convention, and other activities. In addition, members may participate in the development of association policies and influence practice in the field concerning, for example, interviewing and hiring, institutional arrangements affecting class size and workload, and the evaluation of scholarship. The MLA Web site provides information about the association and its programs. Visitors can join the association or renew their membership, change address and directory information, learn about the upcoming annual convention, submit proposals for convention sessions, register for the convention and make hotel reservations, and review and order MLA publications. The site includes the MLA Newsletter in PDF, lists of forthcoming meetings, professional announcements, and a searchable program for the MLA Annual Convention, as well as a link to MLA Commons, a network that connects MLA members and provides new avenues for scholarly communication and collaboration. Association reports, professional guidelines, and MLA policies and procedures are also posted on the site.
Line 4d -GRANTS: he American Council for International Education awarded the MLA a grant of $50,000 for participation in a comprehensive survey of K16 enrollments in languages other than English. The MLAs specific responsibility in the grant was to track enrollments in two- and four-year institutions of higher education, and this work was completed by August 31, 2016. The Andrew W. Mellon Foundation awarded the MLA a grant of $1,900,000 to conduct Connected Academics: Preparing Language and Literature PhDs for a Variety of Careers, a project expanding on the MLAs earlier work in broadening the possibilities for doctoral education in language and literature. This project supports initiatives aimed at demonstrating how doctoral education can develop students capacities to bring the expertise they acquire in advanced humanistic study to a wide range of fulfilling, secure, and well-compensated professional situations, beyond postsecondary faculty positions. In the course of this project, which began December 1, 2015, and will conclude August 31, 2019, the MLA will undertake the following activities. Annual reports are provided to the Mellon Foundation. 1. Support three partners in creating doctoral education initiatives to promote career diversity. 2. Coordinate three Connected Academics Institutes at partner organizations, to facilitate collaboration on developing strategies and resources. 3. Organize three yearlong Connected Academics proseminars in New York City. 4. Provide training and resources to help transform doctoral education and increase mentoring for job seekers. 5. Expand the MLAs 201314 PhD Employment Study. The Andrew W. Mellon Foundation awarded the MLA a grant to conduct a pilot project entitled Humanities Commons in partnership with three other scholarly societies: the College Art Association, the Association for Jewish Studies, and the Association for Slavic, East European, and Eurasian Studies. In the course of this project, which began July 1, 2015, and will conclude June 30, 2017, the MLA will establish Commons sites for each of the partner societies and connect them through a shared authentication and identity management system. A final report will be delivered in September 2017. OTHER: Research and Programs - The MLA works to improve English and foreign language programs in colleges and universities, through support for the Association of Departments of English (ADE) and the Association of Departments of Foreign Languages (ADFL). Membership in these organizations is institutional: ADE had 549 member departments; ADFL had 684 member departments. The purpose of these organizations is to strengthen the administration of college and university English and foreign language departments. Toward this purpose, the ADE and ADFL publish two professional journals for its member departments, the ADE Bulletin and the ADFL Bulletin, which carry articles on standards in the field; guidelines for departmental programs; and statistical information about enrollments, curriculum developments, ongoing and new academic programs, and the status of faculty members. The ADE and ADFL Web sites make available policy statements, guidelines, reports on data collected in surveys, summer seminar information and registration, and moderated discussion lists. Some features are available only to members: the complete archive of the ADE Bulletin and the ADFL Bulletin; online voting in Executive Committee elections; the ADE and ADFL directories; a list of doctoral programs in English and comparative literature, American studies, and womens studies; and moderated discussion lists for ADE- and ADFL-member department chairs. Data Analysis - In fiscal year 201516 the MLA reported on the number of jobs that English and foreign language departments announced in the Job Information List (JIL) and published an analysis of how departments indexed and categorized the positions they submitted to the JIL over the sixteen years 200001 to 201516. These and similar reports are available on the MLA Web site, for use by members and by departments or divisions of English, foreign languages, comparative literature, or humanities. Special Projects - Located on the MLA home page, the MLA Language Map is an interactive tool free to the public that uses data from the Census 2000 and the 2005 and 2010 American Community Surveys to show the locations and numbers of speakers of thirty languages (including English) commonly spoken at home in every county and state in the United States. The Language Map includes data from a special tabulation from the United States Census commissioned by the MLA in 2004. The MLA Language Map also shows the institutions of higher education where a language other than English is being taught, using the fall 2013 enrollment figures from the MLAs survey of enrollments in languages other than English. The map will be updated with the enrollment figures for the fall 2016 semester in 2017. MLA Web site statistics indicate that from January 1, 2016, to September 29, 2016, the MLA Language Map had 22,515 unique active visitors and 46,767 requests for maps. Visitors to the Language Map Data Center performed 61,637 searches. Restricted Funds Awards - Scholarly achievement is recognized through the prizes the MLA awards at the annual convention. Of the fifteen prizes awarded in 201516, eight were supported by restricted funds, the others by general funds. The eight funded prizes were the Katherine Singer Kovacs Prize for an outstanding book in English or Spanish in the field of Latin American or Spanish literatures and cultures; the Lois Roth Award for a translation of a literary work; the Morton N. Cohen Award for an edition of letters; the Aldo and Jeanne Scaglione Prize for Comparative Literary Studies, for an outstanding scholarly work in the field involving at least two literatures; the Aldo and Jeanne Scaglione Prize for French and Francophone Studies; the Aldo and Jeanne Scaglione Prize for a Translation of a Scholarly Study of Literature; the Aldo and Jeanne Scaglione Prize for Studies in Slavic Languages and Literatures; and the Aldo and Jeanne Scaglione Prize for Italian Studies.
