TO OFFER VETERINARY HEALTH SERVICES TO THE GENERAL PUBLIC AT RATES THAT ARE SUBSTANTIALLY LOWER THAN FOR-PROFIT CLINICS; BEGINNING WITH MONTHLY OR MORE FREQUENT VACCINE CLINICS, AND WITH THE GOAL OF A FREE-STANDING CLINIC OFFERING FULL-SERVICE VETERINARY CARE. TOGETHER, THESE SERVICES ARE EXPECTED TO DRAMATICALLY DECREASE THE NUMBER OF DOGS AND CATS BORN, AS WELL AS GIVEN UP BY THEIR OWNERS FOR ECONOMIC REASONS. THE RESULT WILL BE A RELATED DECREASE IN THE NUMBER OF HOMELESS ANIMALS AND ANIMALS SURRENDERED TO SHELTERS WHERE THEY MAY BE NEEDLESSLY KILLED.
