DescEducation Programs and Community OutreachDuring the 2017 year, the museum frequently partnered with Coachella Valley school districts and colleges, community organizations, and local city governments, and we hosted Free Thursday Evenings (at both the main museum location and Architecture and Design Center) in conjunction with the weekly VillageFest street fair in downtown Palm Springs, which often includes free film screenings and interactive programs related to the museum's exhibitions. The Free 2nd Sundays program continues on the second Sunday of each month at which the museum offers special family gallery tours, art activities, artist demonstrations, and films, in addition to its regular exhibitions. Our facility in Palm Desert increased its educational programming with Art Lab, Free Fridays and an Earth Day celebration which served 3,200 visitors to the city. The total number of visitors served by combined education programs across three sites is in excess of 47,000 Coachella Valley residents.Adult Education Programs - In addition to docent-led tours of the permanent collection and special exhibitions, adults participated in individual classes as well as intensive studio art workshops in drawing, painting, printmaking and mixed media; evening lectures in the Annenberg Theater and weekend symposia; free community days; and outreach programs.Child and Teen Programs - Attendance for the fiscal year included approximately 20,000 students and children who participated in free school tours geared to specific age levels and curricula, as well as children's summer art camp, free community days such as Day of the Dead at our main museum and our Palm Desert site, and those who visited the museum with their family or to complete school assignments.Specialized museum education programs serving child and youth this past year included:Pop-Up Studio This program at the Sheffer/Scheffler Arts Education Space provides multiple opportunities for children, families, and teens to interact with professional artists who are in residence at the museum and for audiences to understand their creative process and engage in their own hands-on arts making inspired by these individual artists.Platt Museum Art Camp - (5-day art workshops for children ages 3-12) 91 students (33 scholarships)Eyes On/Hands On - (specialized 1-hour docent-led tour of the museum galleries followed by an art-making project in our art studio) 2,610 K-6th grade studentsArt Within Reach - (4-lesson site-visit and field trip program for third grade students in collaboration with the Palm Springs Unified School District); 1,400 3rd grade studentsTeen Docent - (academic extra-curricular enrichment activity for high school students who tour elementary school children) 12 10th through 12th grade students: 72 volunteer hours per Teen Docent, 500 3rd through 5th grade students served between October and December 2016Sheffer/Scheffler Arts Education Space - (a community gallery and activity space for children, families, adults, and the community.)Desc

Part III, Line 1a: If organization elected under SFAS 116 to not report are, historical treasures, oThe Museum's collections comprise more than 11,300 objects and works of art including sculptures, paintings, drawings, graphics, photographs, ceramics, and contemporary glass; Native American baskets, weavings, pottery and artifacts; Mesoamerican artifacts; and architectural drawings and archives. In addition, it includes the Stephen Willard Photography Archives and Bill Anderson Photographic Archives, totaling approximately 50,000 images. The collections are maintained for public exhibition, education, research, and the furtherance of public service rather than for financial gain. The Museum's collections, acquired through donations and through purchases, are not recognized as assets in the financial statements. Purchases of collection items are recorded as decreases in the appropriate net asset classification in the year of acquisition. Contributed collection items are not reflected in the financial statements. Proceeds from the sale of art are recorded as increases in the appropriate net asset classification in the year of sale and are reserved for the acquisition of works of art.The following amounts are the purchase price or the fair market value at the time of the gift to the Museum at September 30, 2017:Art $65,333,880; Anthropology $1,893,698; Reserve $2,802,855; Library and other items $789,346; Items held for deaccession $460,833; Albert Frey House $525,552.Collection items consist of art objects that are held for educational and curatorial purposes. Each of the items is cataloged, preserved, kept unencumbered, and cared for. Activities verifying their existence and assessing their condition are performed continuously. Collection items acquired either through purchase or donation are not capitalized. Purchases of collection items are recorded as decreases in unrestricted net assets if purchased with unrestricted assets and as decreases in temporarily restricted or permanently restricted net assets if purchased with donor-restricted assets. Contributions of collection items are not recognized in the statement of activities. Proceeds from deaccessions or insurance recoveries are reflected on the statement of activities based on the absence or existence and nature of donor-imposed restrictions. The fair market values of the works acquired through contributions were $2,098,325 (unaudited) during the year ended September 30, 2017.Collections purchased were $636,613 during the year ended September 30, 2017.As part of a financial recovery plan approved by the Board in June 2005, works of art not deemed to be strategic were deaccessioned from the collection. It was agreed by the Board that deaccessioning proceeds would be credited to the art acquisition account. The Board also approved the use of net cash surpluses in the art acquisition account to repay external debt for a limited time, and that the borrowings from the account would be repaid over time. The deaccessioning procedures were discussed with the American Association of Museums and with the Accreditation Committee in February 2007, and such practices confirmed by such organizations as being appropriate and consistent with "best practices".Funds were then borrowed from the Art Acquisition account to repay the Museum's external debts. As of September 30, 2017, a balance of $897,597 remains to be reimbursed to the art acquisition account as funds become available. Commencing in 2007 it was determined by the Board that any new deaccessioned funds raised by the Museum would be maintained in a segregated account and would be strictly for the acquisition of works of art. As of September 30, 2017, all proceeds from the sale of new deaccessioned art were either expended for the purchase of art or remain in the segregated account.
Part V, Line 4: Intended uses of the endowment fund.THE MUSEUM'S BOARD APPROVED DISTRIBUTIONS FROM THE ENDOWMENT FUNDS ARE USED FOR SUPPORT OF GENERAL OPERATIONS AS WELL AS SUPPORT OF SPECIFIC PROGRAMS AS PROVIDED BY ENDOWMENT DONORS, IF APPLICABLE.
Part X : FIN48 FootnoteThe Museum is exempt from federal income and California franchise taxes under Section 501(c)(3) of the Internal Revenue Code and Section 23701(d) of the State Revenue and Taxation Code, respectively. The Museum's policy is to record income tax related interest and penalties in operating expenses. For the year ended September 30, 2016, there was no interest or penalties expense recorded and no accrued interest or penalties. The Museum's Forms 990, Return of Organization Exempt from Income Tax, are subject to examination by the Internal Revenue Service, generally for three years after they are filed. The Museum's Forms 199, California Exempt Organization Annual Information Return, are subject to examination by the Franchise Tax Board, generally for four years after they are filed. Management has reviewed tax positions for open years and has determined that a provision for uncertain tax positions is not required.

Part I, Line 32, Hire and Use of Third PartiesFor the sale (deaccession) of works of art in the permanent collection we provide documentation on the work to commercial auction houses (usually three) and ask them for a proposal for the sale of the work, including information on the marketing of the sale, pre-auction estimates of sale price, and their financial terms (their commission, expenses charged to us, etc.). A public auction of the work is widely considered in the museum world generally to be the most transparent and lucrative way to handle a sale, although occasionally other means are employed, such as a trade.
Part I, Line 33, Revenues Not ReportedAS PERMITTED UNDER GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, PALM SPRINGS ART MUSEUM DOES NOT REPORT CONTRIBUTIONS OF ART AS REVENUE. DURRING THE YEAR, THE MUSEUM RECEIVED 90 DONATIONS VALUED AT $2,098,325, BASED ON INDIEPENDENT APPRAISALSAs a service to museums, most auction houses will either waive their commission entirely or charge a very minimal fee (one or two percent of the sale price), and the same goes for expenses such as shipping, photography, etc.
