| Explanation | The Ocean Foundation's fund and project managers work very closely with foreign grantees on public education, ocean preservation, and achieving the organization's programmatic goals. In addition to regular reporting, the relationship between the Foundation's various funds & projects and foreign grantees is closer to that of a partnership than a passive grantor relationship. Frequent visits and direct involvement in all cases contribute to direct oversight over foreign grant recipients. Other Required Narrative Information - The instructions ask that we report the accounting method used to determine the amounts in Part I, Column F. We have no employees stationed in foreign countries, so there is no payroll included. We analyzed line item detail for Consultants and Service Providers of all types, Meeting and Conferences, and Travel, as well as Grants Awarded, to identify monies spent in foreign regions and that is the method used for reporting on Column F. For Parts II and III the accounting method used was to include and report all foreign grantees (subject to the Part II threshold).
