DescGlobal Nuclear Policy Program (GNPP). In 2018, GNPP continued to work with governments, partner organizations, and influential voices around the world to develop, sustain, and build support for effective policies to reduce reliance on nuclear weapons and prevent their spread and their use anywhere in the world. GNPP engaged in public and non-public efforts to guide developments on Euro-Atlantic Security, negotiations with North Korea, and relations with Russia, including convening a number of global meetings of high-profile current and former officials, experts, and next-generation leaders. In 2018, NTI released the Nuclear Weapons in the New Cyber Age report, which focused on needed changes to U.S. nuclear policy and posture. NTI also released a report on Building a Safe, Secure, and Credible NATO Posture, which examined the risks, credibility, and cost of basing U.S. non-strategic nuclear weapons in Europe. To help educate the public about the terms and provisions of the Iran nuclear deal, NTI produced an interactive website and infographic. In the area of multilateral disarmament, NTI has supported preparations for the 2020 review cycle of the Treaty on the Non-Proliferation of Nuclear Weapons. NTI has also begun a multi-year dialogue with governments and experts in support of the 2020 review conference. NTI also continued to support a forum to promote relationship-building and networking among a young generation of leaders from Europe, the United States, and Russia.Desc

DescCommunications and Public Education Program. In 2018, NTI continued its public education initiatives primarily through maintenance of an extensive online library that includes interactive maps and models, tutorials, and infographics related to the risks and threats from nuclear, biological, radiological, and chemical weapons, and through the issuance of various publications, including NTI's Rising Nuclear Dangers series. During the year, NTI launched an on-the-record seminar series, which features leading global security experts, authors, and industry professionals sharing their perspectives and expertise. NTI released a video and interactive microsite to bring biosecurity messages to non-expert audiences. These tools illustrate the risk factors and vulnerabilities in countries around the world that could lead to a biological event with staggering consequences. NTI also released the annual Global Incidents and Trafficking Database, which identified incidents of nuclear and other radioactive materials being lost, stolen, or out of regulatory control. This interactive database is the only comprehensive, public dataset available and it underscores the vulnerability of some nuclear materials. Another significant public education release was a detailed interactive that provides the most comprehensive publicly available explanation of arms-control verification procedures ever developed. NTI's Communications and Public Education program also continued to place high-profile op-eds and generated numerous TV appearances by Ernest Moniz, Sam Nunn and top NTI staff, advancing policy recommendations on topics including US-Russia relations, North Korea, Iran, biosecurity and more. Outlets included The Washington Post, CNN, MSNBC, The New York Times, The Hill, and Health Security.Desc

DescBiological Policy and Programs (BIO). 2018 was a year of major investment by NTI in enhancing global biosecurity. BIO worked to raise the profile of biosecurity in global health forums, identify gaps in countries' capacities to mitigate the effects of a high-consequence biological event, identify steps to reduce risks associated with advances in technology, and more. The program launched the NTI Biosecurity Innovation and Risk Reduction Initiative, a multiyear project that seeks to identify, develop, publicize, and promote actions to reduce global catastrophic biological risks associated with advances in technology. The program also launched a Global Biosecurity Dialogue and began developing a Global Health Security Index. The Global Biosecurity Dialogue brings together senior government officials to identify ways to prioritize addressing biological risks; and the Global Health Security Index will draw on publicly available information to assess country preparedness for pandemic threats.Desc

SOURCES OF SUPPORT: NTI anticipates that it will continue to receive support from individual, but unrelated donors, foundations and public charities. REPRESENTATIVE GOVERNING BODY: NTI has an international governing body representative of the broad interests of the public, including various former public officials, community leaders and security and policy experts (see a listing in Form 990 Part VII). AVAILABILITY OF PUBLIC FACILITIES OR SERVICES; PUBLIC PARTICIPATION IN PROGRAMS OR POLICIES. The website is available free of charge to all interested persons. NTI also conducts regular public outreach and education related to global threats, and provides expert testimony to the US and other governments, as requested. Lastly, NTI-produced documentaries are available online and on DVD, free of charge to interested parties through NTI's website. NTI is not a membership organization.FactsAndCircumstancesTestTxt

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Schedule F, Part I, Line 2Schedule F, Part I, Line 2- Once a grant proposal is approved, a grant agreement is drawn up between NTI and the grantee. This sets out the purpose of the grant, the budget and details the legal commitments, including compliance with US export control laws and regulations, and limitations on use of funds. All grant agreements are given a number for tracking purposes and are signed by both parties. All grant agreements require that grantees keep accurate and complete books and records of receipts and expenditures made in connection with the grant, maintaining such books and records in a manner that the receipts and expenditures of grant funds are shown separately. The grant agreements require that periodic, at least annual, narrative and financial reports are submitted to NTI detailing work accomplished and expenditure of grant funds against budget. Reports are reviewed by both NTI's program and financial personnel. NTI program personnel are in regular contact with grantee personnel and visit certain key projects to assess progress against grant goals. No grant funds are disbursed until a signed grant agreement has been received, export control checks have been reviewed and approved, and any other appropriate documentation received. For grants that are managed in tranches, or through invoicing, it is generally necessary that all reporting is up to date, and the appropriate stage of the grant project completed prior to subsequent funds being disbursed.

Form And Line ReferenceSchedule I, Part I, Line 2FormAndLineReferenceDesc
ExplanationSchedule I, Part I, Line 2 - Schedule 1, Part I, Line 2-Once a grant proposal is approved, a grant agreement is drawn up between NTI and the grantee. For grants that are managed in tranches, or through invoicing, it is generally necessary that all reporting is up to date, and the appropriate stage of the grant project completed prior to subsequent funds being disbursed.ExplanationTxt
